    [01] A Green Paper to help commerce face the challenges of the 21st century

    The European Commission adopted a Green Paper on Commerce, which examines the structure and development of commerce and underlines its importance to the economy, being the second largest area of economic activity within the European Union (EU) and a key sector for generating employment opportunities and growth. The Green Paper describes the diversity and importance of the sector, and the major trends observed, which underline its leading role in implementing the internal market programme, extending from cross-border trading to internationalization of its activities. Furthermore, it deals with the actions and roles of both Member States and the EU in relation to the sector, and finally, it identifies the challenges commerce is facing on the eve of the 21st century, raises a number of questions requiring public consultation and sets an agenda for exploring the possible options for future action. In the context of the consultations and in the course of 1997, the Commission will propose specific measures to deal with the most immediate challenges.

    [02] Renewable sources: energy for the future

    The European Commission adopted the Green Paper "Energy for the Future: Renewable Sources of Energy", launching a debate for a European Union strategy and action plan aimed at increasing the market penetration of these important energy sources. With this Green Paper, the Commission gives a political signal to stimulate action for promoting energy sources such as wind, solar, biomass and small hydropower. Currently these renewable energy sources are far from being used to their full potential and make a disappointingly small contribution of less than 6% to the EU's energy balance. The Green Paper analyses the current situation, describes the advantages of renewables for the EU, identifies the obstacles hindering their wider use, and puts forward ideas for a focussed policy framework for action. The Commission will present in 1997 a comprehensive Strategy for renewable energy sources, in the form of a White Paper, with an Action Plan to implement it.

    [03] La Commission s'oppose � l'acquisition de Tuko Oy par Kesko Oy

    La Commission europ�enne a d�cid� que l'acquisition de Tuko par Kesko, deux soci�t�s finlandaises actives dans la vente de biens de consommation courante en Finlande, est incompatible avec le march� commun et ne peut pas �tre autoris�e au titre du r�glement europ�en relatif aux fusions et concentrations d'entreprises. L'enqu�te d�taill�e ouverte par la Commission le 26 juillet dernier conclut que l'op�ration cr�e une position dominante qui emp�che d'une mani�re significative une concurrence effective sur les march�s du d�tail et de la vente en libre-service aux professionnels pour les biens de consommation courante en Finlande. En outre l'op�ration affecte le commerce entre Etats membres par son influence sur l'importation des biens de consommation courante en Finlande et par la cr�ation de barri�res � l'entr�e de concurrents potentiels en provenance d'autres Etats membres.

    [04] Plan d'action de l'Union europ�enne pour l'Ukraine

    Le 20 novembre 1996, la Commission europ�enne a approuv� un plan d'action de l'Union europ�enne (UE) pour l'Ukraine. Le plan vise deux objectifs compl�mentaires: donner aux autorit�s ukrainiennes un signal politique de soutien renforc� de l'Union et explorer les moyens d'un meilleur d�veloppement de l'assistance existante et des possibilit�s pour renforcer la coop�ration en la mati�re de l'UE et les Etats membres. La Commission propose que l'action de l'UE soit developp�e dans six directions: l'appui � la r�forme de l'�conomie, la transformation de la soci�t� ukrainienne, l'insertion de l'Ukraine dans l'architecture europ�enne de s�curit�, l'appui � la coop�ration r�gionale, l'approfondissement des relations contractuelles et la r�forme du secteur �nerg�tique.

    [05] Jacques Santer: "The single currency demands sustainable convergence"

    Speaking at the 2nd International Financial and Economic Forum in Vienna today, the President of the European Commission insisted on the need for sustainable convergence in the context of the single currency. "Member States should not consider 1997 to be a special year after which they can let their deficits slip again. There should be a credible medium term strategy to sound public finances on the part of the Member States. This will be self sustaining through lower interest rates." Jacques Santer also said that the "EMU project has an importance which goes beyond the creation of the single currency. Employment, stability, enlargement and strengthened cooperation are all aspects of this momentous challenge. The process leading to EMU is an important instrument in the realisation of our ultimate economic objectives such as growth and employment. With EMU, we will have a solid and stable economic and monetary point of departure for an enlarged Union. EMU provides an example of how we can strengthen the cooperation between those Member States which are able and willing to go forward."

    [06] Life-Nature: la Commission co-finance 63 nouveaux projets

    La Commission europ�enne a approuv� le co-financement de 63 nouveaux projets de protection de la nature pour un montant total de 43 millions d'Ecus. Le financement communautaire permettra de prot�ger tant des habitats naturels - landes en Belgique, dunes grises du Danemark, zones steppiques de Sardaigne, tourbi�res bois�es de Finlande ou estuaires au Royaume-Uni - que des esp�ces remarquables telles l'Ours brun ou l'Aigle de Bonelli.

    [07] Premi�re r�union entre l'Union europ�enne et les pays andins sur les pr�curseurs de drogues

    Le 19 novembre 1996, la premi�re r�union des groupes de suivi pr�vus par les accords sur les pr�curseurs de drogues entre l'Union europ�enne et les pays andins (Bolivie, Colombie, Equateur, P�rou et V�n�zuela, signataires de l'accord de Carthag�ne) s'est tenue � Bruxelles. Les accords ont �t� sign�s le 18 d�cembre 1995 et ont �t� ratifi�s depuis par les parties. Ils pr�voient des mesures coordonn�es pour contr�ler le commerce international des produits chimiques ainsi qu'une assistance administrative en vue de permettre des actions conjointes pour enqu�ter sur des cas de d�tournement de produits chimiques. En outre, les accords encouragent la coop�ration scientifique et technique. La r�union a permis d'examiner et d'adopter un certain nombre de mesures conjointes de mise en ouvre pour rendre les accords op�rationnels.

    [08] L'Union europ�enne va conclure un accord de coop�ration douani�re avec la Norv�ge

    Un accord de coop�ration douani�re entre l'Union europ�enne et la Norv�ge a �t� paraph� le mercredi 20 novembre 1996 � Oslo. Maintenant essentiellement la substance des accords bilat�raux conclus longtemps avant leur adh�sion, par la Finlande et la Su�de avec la Norv�ge dans le cadre de l'Union Nordique, cet accord, tenant compte des conditions tr�s particuli�res du pays (situation g�ographique, difficult�s climatiques), devra contribuer � faciliter les �changes et � la meilleure allocation des ressources dans un nombre restreint de postes fronti�res situ�s dans des endroits p�riph�riques � trafic limit�. Il permet � des agents de la douane norv�gienne d'effectuer, dans un nombre restreint de postes fronti�res, certaines t�ches pour compte de la douane finlandaise ou su�doise.

    [09] Commission sends reasoned opinion to Greece for non-implementation of a directive on shipments of radioactive waste

    The European Commission has decided to send Greece a reasoned opinion concerning non-communication of national measures for the implementation by January 1994 of Council Directive 92/3/Euratom on transfrontier shipments of radioactive waste. This is one of the directives under the Euratom Treaty which aims at protecting workers and the population in general from ionizing radiation. It lays down procedures to control the transport of radioactive waste between Member States and its importation into and exportation from the Community.

    [10] Commission launches appeal for early conclusion of ITA talks

    Vice President Sir Leon Brittan has called on members of the WTO to undertake to eliminate barriers to trade in information technology products at the Singapore Ministerial Conference. IT products are essential to the development of the information society and therefore to the growth and interdependence of all economies. In a message addressed to the APEC countries meeting in Manila, Sir Leon said: "We invite all APEC countries to join us in an Information Technology Agreement (ITA) at Singapore. This will require that we all put aside narrow, sectoral interests. In order to succeed, the ITA needs broad coverage, both geographical and product-wise. It should cover all IT products. Any request by any participant to exempt products form coverage can only invite other to do the same. The major industrialised countries including in particular Japan and the US as well as the EC, have to set an example for others to follow". Trade in IT products amounts to several hundred billion dollars worldwide. EU imports reached US$ 50 billion in 1995 and exports US$ 25 billion. The APEC countries are, together with the EU, the world's major importers and exporters of IT technology.

    [11] Programme Ariane en faveur de la traduction et de la promotion de livres (projets pilote)

    Marcelino Oreja, Membre de la Commission europ�enne charg� des Affaires culturelles, a proc�d� � la d�signation des 139 projets pour le programme Ariane sous forme de deux projets pilote portant en 1996. Un sur l'aide � la traduction d'oeuvres litt�raires, th��trales et de r�f�rence, et l'autre sur le soutien � des actions en faveur de la promotion du livre et de la lecture en Europe. Le soutien financier pour les deux projets sera de 2.022 millions d'Ecus.

    [12] Jo�o de Deus Pinheiro: "L'UEM de l'Afrique occidentale est en bonne voie"

    Le bilan de trois ans de mise en oeuvre de l'Union Economique et Mon�taire Ouest Africaine (UEMOA) est "fort encourageant", a dit aujourd'hui � Bruxelles le Commissaire en charge des relations avec les pays ACP, Jo�o de Deus Pinheiro. Les pays de l'UEMOA "ont renou� avec un taux de croissance �conomique sup�rieur au taux de croissance d�mographique et les d�s�quilibres macro-�conomiques se r�sorbent progressivement. Le dispositif de coordination des politiques �conomiques, fait unique dans les pays en d�veloppement, est en place, et l'Union douani�re commence � prendre forme avec les premi�res mesures prises en juillet 1996". Le Commissaire s'adressait � une Conf�rence sur l'UEMOA qui r�unit aujourd'hui et demain les chefs d'Etat et de gouvernement des huit pays membres de l'organisation. Ceux-ci seront re�us aujourd'hui au d�jeuner par le Commissaire.

    [13] Franz Fischler: the future of the CAP

    (!!! embargo 3 pm !!!) In his speech at the 100th anniversary of the Limburg Association of Agriculture and Horticulture in the Dutch town of Venlo today, Agriculture Commissioner Franz Fischler stressed the importance of reforming the European beef and milk sectors, both key sectors for the EU's agricultural economy. For beef, the European Commission will submit new reform proposals by April 1997, and Mr Fischler stated that he envisaged the introduction of instruments such as quality seals and rules for the identification of food products to reestablish consumer confidence in the wake of the BSE crisis. As for milk, a green paper on the situation of the milk market will also appear early 1997, discussing the options for a revision of this sector, which will have to be carried out by the end of the decade. A situation in which every 5th litre of milk produced in the EU cannot be sold at market prices is untenable; the imbalance between supply and demand has to be redressed. The prospect of the next WTO round and enlargement of the EU to the east allowed no time for complacency, Mr Fischler added. ( !!! embargo 3 pm !!!)

    [14] Deuxi�me trimestre 1996: le PIB de l'UE a augment� de 0,30%

    Le PIB en termes r�els a augment� de 0,30% pendant le deuxi�me trimestre 1996 par rapport au premier trimestre. Cette croissance repr�sente un ralentissement par rapport au taux de 0,47% enregistr� durant le premier trimestre. La croissance entre les premiers semestres de 1995 et 1996 s'est �lev�e � 1,1%. Les donn�es ont �t� publi�es aujourd'hui par Eurostat, l'Office statistique des Communaut�s europ�ennes � Luxembourg. L'Office a r�vis� � la hausse la premi�re estimation rapide (PIB de l'UE: 0,22%) publi�e le 25 septembre. La croissance s'est acc�l�r�e aux Etats-Unis, avec 1,18% (0,50% durant le premier trimestre). Le Japon a enregistr� un fl�chissement notable: -0,73%, apr�s une croissance de 2,92% durant le premier trimestre. Les G7 ont poursuivi leur croissance � un rythme ralenti: 0,42%, contre 0,98% le trimestre pr�c�dent.
