Following the meeting, president Krajisnik thanked to Mr Afanasyevsky for Russian active role in the process of finding solution to the crisis which, as he said, threatened the implementation of the Dayton agreement even more because of interference of certain structures and international mediators into the RS internal matters. Being asked by journalists of the current relations with SFOR, president Krajisnik said some moves forward in cooperation have been made, and mentioned the agreement he reached with SFOR commander general Shinseki to the start a dialogue with SFOR concerning the disputes with the multinational forces, and especially confrontations regarding the Serb Radio-TV. Krajisnik added that His Eminency Metropolitan Dabrobosanski, Nikolai, informed him that RS president Biljana Plavsic promised His Holiness Patriarch of the Serbs, Pavle, to meet Krajisnik in Bijeljina on September 3.BEOGRAD - The RS president Biljana Plavsic postponed her meeting with Krajisnik, planned for tomorrow, September 3 in Bijeljina, "because of her engagements", learns SRNA in the Patriachate of the Serbian Orthodox Church in Belgrade. His Holiness Patriarch of the Serbs, Pavle, who himself should have attended the meeting in Bijeljina, had arranged it in order to find a way to overcome the present political crisis in RS. BANJALUKA - Following his talks with RS president Biljana Plavsic in Banjaluka, the British ambassador to Sarajevo, Charles Crawford, threatened that "SFOR would not tolerate the events like those in Bijeljina, any longer", adding that "all means available will be used" if incidents happen again. "The events in Brcko are unnecessarily stage-managed", Crawford accused, and said RS media "are now obviously undemocratic." BIJELJINA - The Serb Radio-TV broadcasting over the Udrigovo transmitter near Bijeljina, resumed this morning at 10:00 hrs, after SFOR members last night handed over the transmission facility to the SRT employees. TV broadcast started with its "Good Morning Srpska" programme, together with the radio programme. A qualitative reception of TV signal is possible in Semberija, Posavina, Podrinje and Western parts of Serbia. PRNJAVOR - RS prime minister, Gojko Klickovic, stated on his working visit to Prnjavor that Prnjavor was the city where all negative motions on the RS break-up had failed. "Fortunately, Prnjavor has always been a stable area from which many soldiers who had defended whole RS, and that is why their pride dictates them to decidedly confront anyone who attacks RS", Klickovic stated. The RS prime minister talked with Pranjavor mayor, Nenad Krajisnik, on the up-coming local elections, the political-security situation and the economic status of the municipality. PRIJEDOR - The Prijedor Municipal Board of the Serbian Democratic Party (SDS) up-holds the initiatives for simultaneous implementation of municipal parliamentarian and presidential elections in order to restore RS constitutional, legal and political stability. The SDS Prijedor Board president, Dragan Savovic, stated at a press conference that the SDS for Prijedor considered the initiative for the boycott of the up-coming local elections, emphasising the Provisional Electoral Commission's electoral rules as the main reason for the boycott. PRIJEDOR - The attempts of raids against Brcko and Bijeljina police stations should not have happened, because this allowed SFOR to act beyond its mandate and drove citizens to an extreme caution, stated Djuro Koncar, the acting president of the Prijedor Board of the Serbian Radical Party (SRS). "A total differentiation between constitutionally and lawfully elected and unconstitutionally and unlawfully appointed officials is in the process", Koncar told journalists. ROME - The Rome paper "Manifesto", in its article captioned with "US forces occupied TV transmitter", concludes that "in fact, NATO forces in RS, have been, under various excuses and explanations, progressively transformed into occupation forces." "Corriere de la Sera" refers to Serb protesters at Udrigovo transmitter saying "We want the Serb TV, not CNN", and reminds that US soldiers intervened on behalf of RS president Biljana Plavsic". The paper concludes that the key role in this crisis takes Yugoslav president Slobodan Milosevic, claiming he pulls strings in the latest developments in RS. MOSCOW - Moscow would not follow the Western course in pledging a full support to Biljana Plavsic, assessed German diplomats following talks between German foreign minister Klaus Kinkel with his Russian counterpart Yevgeny Primakov. According to same sources, "Primakov did not challenge Kinkel's views of the situation in RS and will not do so as long as president Plavsic observes the Dayton provisions, but warned German foreign minister of a danger of RS split". LONDON - In the wave of the division, RS' western part has been already marked with Federal colours on the maps of Western planners, while RS' eastern part is left "unmarked" until the job with the western part is done, warns the "Vecernje Novine" correspondent from London, Dejan Lukic. "The overstepping of the Dayton mandate is to follow. Recent Coock-Albright meeting in Washington resulted in an agreement to overstep the mandate wherever obstacles emerge in the implementation of the plan for the western "Marked" part of RS, says the commentary. ZAGREB - A former Croat policemen, Miro Barjamovic, was arrested only a few hours after having been interviewed for the independent weekly magazine ""Feral Tribune" when he admitted murders of 72 persons, mostly Serbs since the beginning of war in Croatia in 1991 to 1995, agencies report. "I myself killed 72 persons, among whom nine women. We made no difference, we asked no questions, for us they all were Chetniks and enemies", Bajramovic explained in the interview. BEOGRAD - The president of the Humanitarian Agency "Veritas" from the Republic of the Srpska Krajina, Savo Strbac, expressed his hope that Miro Barjamovic's testimony would incite the Hague Tribunal to organise trials for crimes committed against the Serbs in Croatia and B-H. "I expect the Hague Tribunal to require extradition of Croat former policemen Bajramovic, and that it would mark the beginning of trials for the crimes against the Serbs", Strbac said. He reminded that the Hague "has been evading dealing with Croat war crimes committed against the Serbs". PARIS - The "Liberation" writes of bitter fate of the Jews in Sarajevo and about anti-Semitism with Muslim Sarajevans. Mentioning that in 1992 this city was left by 1,500 Jews, who are now not disabled to return to their houses, "Liberation" reminds that Jews left Sarajevo in 1992 thanks to prompt actions by the American Jews, UNPROFOR and Serbs. The paper writes that the main responsible for confiscation of Jewish property are Alija Izetbegovic's advisors - Hasan Cengic and Dzemaludin Latic. MOSTAR - The Croatian Democratic Union (HDZ) is seriously considering a boycott the local elections in Mostar if the electoral rules are not changed, says the mayor of the Croatcontrolled part of Mostar, Ivan Prskalo. Muslim Radio-Sarajevo reports Prskalo specified that Mostar's central city zone was not defined under the Dayton agreement, so "it cannot be a separate electoral unit or regarded as such". BEOGRAD - Yugoslav president Slobodan Milosevic, would meet with high representative for B-H Carlos Westendorp in Belgrade tomorrow, confirmed Spanish Embassy in Belgrade.
