The talks are held behind the doors, and a press release is to be issued after the meeting.BANJALUKA - RS president Biljana Plavsic stated in Banjaluka that the current serious political situation in the country should be solved in a democratic way. For two-hour closed meeting with deputy Russian foreign minister Nikolai Afanasyevski, Plavsic said it was the useful meeting with friends from Russia. BIJELJINA - The president in the B-H Presidency from RS Momcilo Krajisnik and deputy high representative of the international community, general Jacques Klein, reached an Agreement of Understanding for hand-over of the Udrigovo transmitter. Under the Agreement - signed by SFOR commander for this sector, general David Grange, deputy RS interior minister, Milenko Karisik, and Serb Radio-TV editor-in-chief, Drago Vukovic - SFOR troops will hand over the transmitter to ten technicians and RS policemen. PRNJAVOR - RS prime minister Gojko Klickovic, warned in Prnjavor that the Serbian Democratic Party (SDS), and probably some other national parties, would not go to elections on September 13 and 14, since the OSCE had no intention to meet demands which would eliminate suspicions over regularity of the municipal elections. He underlined that the RS Government has many times pointed out at he procedural and some substantial omissions of the Provisional Electoral Commission, and assessed that the Serb constituency, according to OSCE voters lists was minimised in several key municipalities in RS, even in regard to last year's elections. PRNJAVOR - RS prime minister Gojko Klickovic, denied rumours that international representatives did not want to cooperate with the RS Government, and reminded of the US $ 7 million Credit Agreement with the World Bank, signed on September 1. "Representatives of the international community obviously understood that they have to make arrangements with those who hold a real power, which is the legally elected Government", Klickovic stated. MRKONJIC GRAD - RS prime minister Gojko Klickovic, talked with Mrkonjic Grad, Sipovo and Ribnik officials on development of these areas and related past activities. "All that agreed to a month ago has been mainly implemented. Now we should work on financial support for the wood procession factory in Previja, near Ribnik, accommodation of the teaching staff of the Sipovo Secondary School Centre, in addition to meat procession factory in Mrkonjic Grad", Klickovic added. BIJELJINA - RS prime minister Gojko Klickovic, assessed in Bijeljina that the current political-security situation in Bijeljina as being much better than in recent days. "Today's field visit showed a much improved situation", Klickovic stated during a break of the Governments working-consultative session which concerned activities during the working visits of the Government members to the municipalities of Knezevo, Kotor Varos, Teslic, Doboj, Sipovo, Mrkonjic Grad, Srbac, Prnjavor and Petrovo. SARAJEVO - RS prime minister Gojko Klickovic signed two agreements with the World Bank - one for US $ 2.49 million and the other for US $ 4 million US dollars worth loans for the World Bank projects in the transport and educations sector, adopted on August 28 by the Bank's Steering Board in Washington. SARAJEVO - In compliance with the RS Constitution and legislation, and upon proposal of the RS minister of interior, Slavko Paleksic, Milan Renovica was appointed new head of the State Security Department of the RS Ministry of Internal Affairs (MUP). SARAJEVO - RS vice-premier and foreign minister, Aleksa Buha, sent congratulations to Moscow mayor Yuri Mihailovich Luzhikov, Moscow residents and the Russian people regarding 850th birthday of the Russian capital. "Moscow belongs not only to Russia and Russian people, but is in a way the capital of Slavic and the whole Orthodox world", says the letter. VIENNA - Austrian, German media follow coordinated actions by the chief of the Banjaluka police Predrag Djeranic and RS president Biljana Plavsic, which, as they said, were directed against all Serbs loyal to national line. BANJALUKA - The spokesman of the OSCE Regional Centre in Banjaluka, Fabio Gergoletm, confirmed in Banjaluka that on September 13 and 14, over 567 international supervisors will be deployed to control the polling process. "All local electoral commissions received the main material for the preparation of the polling stations - they were provided with ballot boxes an other necessary material", stated Gerolet at a press conference. SARAJEVO - The president of the Rogatica local electoral commission, Dragan Coric, confirmed that the constituency for Rogatica municipality numbers 16, 759 voters, but that with the OSCE assessing 478 voters were unclear where they wanted to vote, it remained impossible to specify the precise proportion between the Serb and constituency from the B-H Federation. BANJALUKA - The member of the Main Board of the Socialist Party for RS, Milovan Stankovic, denied in Banjaluka that his Party had anything to do with the switching of monitor of the Duge Njive transmitter, near Doboj, on August 26.
