MIDDAY EXPRESSNews from the Press and Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Presse etbCommunication19/09/05[01] Commission to support the Palestinians with €280 million in 2005On the eve of the Quartet meeting (EU, US, UN and Russia) in New York on 20th September, the European Commission can announce that its allocation to the Palestinians in 2005 will be greater than foreseen, at around €280 million. This package includes a substantial contribution to tackling the priorities identified by Quartet Special Envoy James Wolfensohn in the aftermath of the Israelis' withdrawal from Gaza. A special €60 million allocation will help revive the Palestinian economy and create institutions capable of addressing the new responsibilities arising following disengagement. These efforts are designed to maintain the momentum created by Gaza withdrawal, and ensure that this important event leads on to full implementation of the Roadmap.[02] Peter Mandelson : "Europe needs open markets at home and abroad"European Trade Commissioner Peter Mandelson has today argued that Europe must strengthen its commitment to open markets and open trade at home and abroad as part of its wider economic and social reform strategy. Speaking at the 5th Market Access Symposium in the European Parliament in Brussels, Commissioner Mandelson argued that an openness to international competition is an essential part of any convincing vision of Europe's future and the effective reform of its Social Models. Mr Mandelson argued : "The European economy stands or falls on our ability to keep markets open, to open new markets, and to develop new areas where Europe's inventors, investors and entrepreneurs can trade."[03] Statement by Benita Ferrero-Waldner on the parliamentary and provincial elections in AfghanistanEuropean Commissioner for External Relations, Benita Ferrero-Waldner, issue the following statement on 18 September : "The first parliamentary elections in over 30 years make this a historic day and a further milestone on the road to peace and stability which Afghanistan has been travelling along since the end of 2001. Although it is still too early for any detailed assessment of the conduct of these elections, I am gratified by initial reports that voting was peaceful and orderly. I congratulate the Afghan people for their courage and enthusiasm on this momentous day, as well as all those responsible for organising the elections in very challenging circumstances. Emma Bonino, MEP, Chief Observer of the European Union's Election Observation Mission (EU EOM) and her team have done an outstanding job. She will issue a statement outlining its preliminary assessment of the election process in Kabul tomorrow at 12.30 GMT. The EU EOM is the largest international observer mission in Afghanistan for these elections, reaching a total strength of 150 people by election day.
