    Madame Loyola de Palacio, vice-pr�sidente de la Commission europ�enne en charge des Transports et de l'Energie, a pr�sid� le 27 janvier 1999 la premi�re r�union du Groupe de Haut-Niveau sur la cr�ation du Ciel Unique europ�en, qui r�unit les plus hauts dirigeants de l'aviation civile et militaire, mandat�s par les Ministres des Etats membres. Ce groupe de haut- niveau a re�u mandat du Conseil des Ministres des Transports du 10 d�cembre 1999 d'�tudier les modalit�s de cr�ation d'un espace a�rien int�gr�, afin, en particulier, de r�duire le nombre et la dur�e moyenne des retards dans le transport a�rien. Il a pour objectif d'identifier les mesures l�gislatives et financi�res qui devraient permettre de r�former le trafic a�rien et de mettre fin � une situation catastrophique qui empire chaque ann�e : plus de 30% des vols ont d�coll� avec un retard sup�rieur � 30 minutes l'an pass�.

    [02] La Commission prend des mesures � l'encontre de l'Italie, de l'Irlande et du Portugal pour ne pas avoir fourni de rapports environnementaux

    La Commission europ�enne a d�cid� d'envoyer un "avis motiv�" � l'Italie et au Portugal pour ne pas avoir produit de rapports au titre de plusieurs directives europ�ennes sur les d�chets pour la p�riode 1995 � 1997 inclus. Ces rapports auraient d� �tre communiqu�s � la fin du mois de septembre 1998. La Commission a �galement d�cid� d'envoyer un avis motiv� � l'Irlande pour ne pas avoir communiqu� le rapport pr�vu par le r�glement sur le transfert de d�chets. Un avis motiv� constitue la derni�re �tape d'une proc�dure d'infraction avant qu'une action soit intent�e devant la Cour de justice europ�enne.

    [03] Control of major accidents : Commission acts against Belgium, Germany and the UK

    The European Commission is sending a "Reasoned Opinion" to Belgium, Germany and the United Kingdom for not transposing EU rules to prevent major accidents into national law. National legislation should have been adopted and sent to the Commission by the beginning of February 1999. The three countries have not yet completed the transposition process. A reasoned opinion is the final step in an infringement procedure before action in the European Court of Justice.

    [04] Waste legislation : Commission moves against Germany, Italy, the UK and Spain

    The European Commission has decided to bring Germany, Italy and the United Kingdom before the European Court of Justice for failure to comply with EU waste legislation. Germany does not properly apply the Waste Shipment Regulation, while Italy has not properly transposed the Hazardous Waste Directive. The United Kingdom has failed to comply with the waste management requirements resulting from several EU Directives (the Waste Framework Directive, the Hazardous Waste Directive and the Packaging and Packaging Waste Directive). The Commission has also decided to send a Reasoned Opinion to Spain for failure to notify a packaging waste regional law in its draft form as requested by the Packaging Waste Directive.
