[02] Brittan: securing the advantages and avoiding the pitfalls of
flexibility - the need for a positive British voice
Britain must take an open-minded, imaginative approach to the IGC if it is
to secure the best outcome on flexibility, argues Sir Leon Brittan in a
speech today in Bristol. A flexible Europe means no coercion of the
minority but no holding back of the majority. Talk of renegotiating the
very basis of British membership of the EU will be seen as a lightly coded
desire to leave the Union, and undermines UK credibility. And for Britain
to achieve its key objectives in Europe, notably enlargement to the East,
it must be ready for adjustments to the institutions, including voting
rights.
