    [01] Quatri�me programme d'orientation pluriannuel (POP IV), pour le secteur de la p�che.

    La Commission europ�enne a approuv� un projet de d�cision du Conseil visant � restructurer la flotte de p�che communautaire en vue d'assurer la survie d'un secteur fortement menac� par la surexploitation chronique des ressources halieutiques. Ce programme d'orientation pluriannuel (POP IV) doit fixer les objectifs et modalit�s visant la restructuration des flottes de p�che pour la p�riode allant du 1er janvier 1997 au 31 d�cembre 2002. Ces objectifs sont fix�s par segment de flotte et les modalit�s permettront de prendre en consid�ration les sp�cificit�s de chaque flotte au niveau national. Il propose des r�ductions sensibles des capacit�s de p�che de certains types de flottes. Cette restructuration sera accompagn�e de mesures structurelles importantes, notamment au moyen de l'instrument financier d'orientation de la p�che (IFOP).

    [02] The Commission proposes to provide ECU 650 million aid for beef producers.

    The European Commission today agreed a proposal to the Council of Ministers to provide supplementary income support for beef producers as rapidly as possible . The Commission proposes a supplement of ECU 21 per head in the existing male beef premium and an increase of ECU 25 per head in the suckler cow premium. The support would be applied on the basis of the data available for these premia in 1995. Together with this payment a further financial envelope (ECU 116 million) will be made available to each member state established on the basis of the member states' non dairy cattle numbers. These funds will be available for use by member states to help beef producers facing acute problems. The total cost of the aid package will be ECU 650 million and can be financed from within the budget guideline in 1996.

    [03] The Commission proposes to establish a Veterinary and Phytosanitary Inspection and Control Agency.

    The Commission today adopted a proposal for a Council decision to establish an agency which would be responsible for carrying out inspections in the veterinary and phytosanitary field to ensure that EU legislation and standards are being respected, with the primary aim of protecting public, animal and plant health. The Agency which will be run by a management board is expected to employ about 40 people in it's first year of operation including 30 inspectors and will be financed by 1% of the fees charged by Member States for veterinary inspections, plus if necessary a Community subsidy. Following the decision by the European Summit in October '93 it will be located in Ireland. The Irish government has proposed that it be located at Grange.

    [04] The Commission adopts draft ECSC Budget for 1997

    The European Commission adopted today the ECSC (European Coal and Steel Community) draft operating budget for 1997. The budget totals ECU 265,5 million. The draft budget is proposed in line with the Commission decisions on the gradual phasing out of the ECSC budget. The ECSC levy is reduced from 0,19 per cent to 0,17 per cent. The ECSC is expected to expire at the conclusion of its 50 year term in July 2002.

    [05] Interest rate subsidy on short term operating loans in Mecklenburg-Vorpommern - no objections

    The Commission decided not to raise objections to an aid scheme to subsidize short term operating loans taken by agricultural enterprises to finance means of production. The German authorities consider this aid necessary due to the particular economic situation of re-established enterprises in the former GDR with access to only very limited own capital resources. Aid will be granted as a discounted interest subsidy on borrowings for a period not exceeding one year taken on the open market. The German authorities estimated the disadvantage in interest rate experienced by farmers in comparison to the industrial/trade sector amount to up to 7 % for credits of comparable duration and size. Consequently, the interest subsidy will not exceed 7 % p.a.. This financing facility is limited to DM 500 (� ECU 260) per ha and a total of DM 400 000 (� DM 210 000) per farm. The national budget for this measure is scheduled to be around DM 2 million (� ECU 1 million) per year.

    La Commission europ�enne vient d'autoriser, au titre des ann�es 1995 et 1996, une aide en faveur de l'industrie houill�re au Portugal, � concurrence de 345 950 000 escudos, pour la couverture des d�penses sociales exceptionnelles � verser aux travailleurs priv�s de leur emploi � la suite des mesures de restructuration.

    [07] Aides d'Etat dans le secteur de la p�che en Italie, France, Allemagne, Espagne et au Danemark

    La Commission a d�cid� de ne pas soulever d'objections � l'�gard de 5 programmes d'aides dans le secteur de la p�che en Espagne (aides aux armateurs et p�cheurs de b�teaux de p�che espagnols op�rant dans les eaux marocaines qui ont d� suspendre temporairement leurs activit�s de p�che), en France (financements publics en faveur de deux soci�t�s d'int�r�ts collectifs agricoles dans le secteur de l'aquaculture, l'une en Guadeloupe et l'autre en Martinique), en Allemagne (aide individuelle � la transformation et � la commercialisation des produits de p�che en faveur de l'entreprise Beeck Feinkost GmbH, dans le Land de Hambourg) et en Italie (aides financi�res � un ensemble d'actions dans le cadre d'une loi r�gionale italienne (R�gion Marche) pour le d�veloppement �conomique du secteur de la p�che et intervention du Fonds national de solidarit� pour la p�che suite � des conditions �cologiques exceptionnellement d�favorables en 1994 dans certaines zones de p�che). Elle a d�cid� de clore la proc�dure � l'�gard d'un projet de mesures structurelles au Danemark (suite � l'abandon d'un projet d'aide concernait l'arr�t temporaire de navires de p�che poss�dant certaines caract�ristiques techniques du port de Bornholm au Danemark) et de prendre une d�cision n�gative � l'�gard d'une aide allemande (obligeant l'Allemagne � faire de sorte que l'aide, sous forme d'une garantie sur un cr�dit par le Land de Basse-Saxe � l'entreprise Jadekost de Wilhelmshaven, soit annul�e et rembours�e).

    [08] Commission finds that the financing of Sparta airport does not constitute a state aid

    The European Commission today ruled that the funding package put together to finance the estimated construction costs of ECU 2,150 million of Sparta airport does not constitute a state aid. The funding package includes grants made by the Greek government, preferential tax treatment, state loans and state guarantees. Sparta aiport will be built 25 kms from Athens and is to become the principal international airport of Greece, expected to open at the end of the year 2,000 with an initial capacity of 15 million passengers a year. The existing airport at Hellenikon will be closed once Sparta is opened. II. Other news - Autres nouvelles

    [09] Construction de la Soci�t� Euro-m�diterran�enne de l'Information

    Les 30 et 31 mai aura lieu � Rome la Conf�rence internationale sur "la Construction de la Soci�t� Euro-m�diterran�enne de l'Information. Y participeront les Ministres de l'Education, des T�l�communications et de la Recherche provenants des 12 pays de l'Aire M�diterran�enne et des 15 pays de l'Union Europ�enne, des experts en formation et en communication, et des repr�sentants du monde industriel. L'objectif de la Conf�rence est de sensibiliser les gouvernements, les institutions, le monde de la formation, de la culture et de la recherche ainsi de que les industriels aux th�mes de la soci�t� de l'information. La Conference sera ouverte par M. Romano Prodi, le Pr�sident du Gouvernement italien, M. Luigi Berlinguer, le Ministre italien de l'Education, Universit� et Recherche et M. Martin Bangemann, le Commissaire Europ�en pour l'industrie, l'information et les T�l�-communications.

    [10] Fourth EU-Japan Industrial Co-operation Dialogue, Tokyo

    The Fourth EU-Japan Industrial Co-operation Dialogue took place in Tokyo on 29 May 1996 under the chairmanship of Yoshihiro Sakamoto, MITI Vice-Minister for International Affairs, and Stefano Micossi, Director General responsible for Industry at the European Commission. They agreed to initiate a regular exchange of officials between the two administrations. They announced the opening of an office of the Tokyo-based EU-Japan Centre for Industrial Co-operation in Brussels on 14 June 1996. The Centre's main activities are: training schemes for European senior executives; the newly launched Vulcanus programme consisting in language courses, a Europan seminar and an 8-month training period in Europan industry for selected Japanese students; and an information service for japanese and European companies. They also confirmed their support for a mission of delegates of the European consumer electronics industry to Japan, starting on the 1st of June. MITI and the Commission also agreed to examine co-operation possibilities in the aeronautic industry.

    [11] Bient�t un plan d'action pour am�liorer l'innovation

    Un plan d'action visant � am�liorer l'innovation en Europe - en d'autres termes, � aider entreprises et chercheurs � traduire plus ais�ment leurs inventions en produits nouveaux - sera pr�sent� � l'automne par la Commission, a annonc� aujourd'hui � Rome Mme Edith CRESSON, commissaire � la recherche, l'�ducation et la formation. S'adressant � la conf�rence dite "de synth�se" sur le Livre vert sur l'innovation, c'est � dire la conf�rence qui cl�ture le processus de consultation engag� depuis la publication de ce document en d�cembre par la Commission, Mme Cresson s'est f�licit� de l'�cho que rencontre ce th�me en Europe. Une premi�re synth�se des milliers de contributions et suggestions envoy�es par les principaux int�ress�s - chercheurs, entreprises, PME, pouvoirs publics, syndicats, associations professionnelles, milieux financiers... - permet d�j� de d�gager quelques sujets prioritaires que le plan d'action devra aborder : l'insuffisance des efforts de recherche en Europe et leur trop grande dispersion; le financement de l'innovation, par exemple l'acc�s au capital risque ou le d�veloppement de march�s de capitaux adapt�s (� l'instar du NASDAQ aux Etats-Unis); enfin, les pesanteurs administratives et r�glementaires qui freinent l'innovation.
