[01] EU's future tops summit agenda
BRUSSELS - Europe's future, from its single currency to a treaty to allow it
to expand eastwards, tops the agenda of European Union leaders at their year-
end summit in Dublin this week.
[02] Silguy sees Dublin summit success
PARIS - European Commissioner Yves-Thibault de Silguy said in an newspaper
interview appearing on Sunday he did not believe wrangling over a budgetary
discipline pact would prevent success at a summit of European Union leaders
next week.
[03] Most in EU welcome treaty draft
BRUSSELS - European Union countries, with the notable exception of France,
gave a cautious thumbs up on Friday to a carefully crafted draft treaty
prepared by Ireland for an EU summit next week in Dublin.
[04] "Millennium Round" of trade talks
SINGAPORE - This week's inaugural ministerial meeting of the World Trade
Organisation should pave the way for an ambitious new round of global trade
talks by the end of the century, the European Union said on Monday.

PARIS - Shareholders of electronics group Thomson SA rubber-stamped an 11
billion franc state capital injection of Friday as the government reviewed
how to relaunch the privatisation process.
[06] No US-UK open skies deal soon
LONDON - Britain and the U.S. ended the latest round of "open skies" talks on
Friday, agreeing on some technical issues, but no full-blown deal to open up
the transatlantic flight market is seen until 1997.
[07] New EU-Faroe Islands trade deal
BRUSSELS - The European Union signed a new trade deal on Friday with the Faroe
Islands, which have home rule under the Danish crown but decided not to join
the bloc together with Denmark in 1973.
[08] EU-US to resume malt barley talks
BRUSSELS - European Commission and United States officials will continue
efforts next week to resolve trade disputes over rice and malting barley, a
Commission spokesman said on Friday.

BRUSSELS - European Commission and United States officials ended four days of
negotiations on Friday without agreeing on the mutual recognition of
veterinary standards but will meet again soon, a Commission spokesman said.
[10] EU-Poland oil import tariffs deal
BRUSSELS - The European Union and Poland have resolved disagreements over a
new Polish oil import regime, the European Commission said on Friday.
[11] Commission's energy tax offensive
BRUSSELS - The European Commission is discussing a draft proposal to bring
natural gas, coal and electricity under EU legislation on minimum excise taxes
on mineral oils, Commission and industry sources said on Friday.
[12] Kozloduy nuclear plant can open
BRUSSELS - The European Union said on Friday safety tests had shown that
Bulgaria should be allowed to open part of its Kozloduy nuclear plant, but
that the whole plant should be closed when the country finds other forms of
energy.
[13] France asks for EU aid on blast
PARIS - France has asked other European countries, including Germany, to help
to track down those responsible for a blast on a Paris commuter train last
Tuesday in which three people died, the Interior Ministry said on Saturday.
[14] Moratinos meets Egypt's Mubarak
CAIRO - Egyptian President Hosni Mubarak met the European Union's Middle East
envoy Miguel Angel Moratinos on Sunday for talks on the peace process.
[15] 1997 fish quota proposal delayed
BRUSSELS - The European Commission has postponed until Monday the presentation
of a proposal for total allowable catches and national quotas, Commission
fisheries spokesman Filippo di Robilant said.
[16] France, UK discuss fishing zone
PARIS - France and Britain held talks on Friday to try to resolve a dispute
over fishing rights in the Sark Box near the British Channel island of
Guernsey, the French Foreign Ministry said.

SINGAPORE - Inaugural World Trade Organisation ministerial conference
(first of five days); discussions focus on the review of the implementation of
Uruguay Round commitments.
BRUSSELS - EU environment ministers meeting begins at 0900 GMT (first of two
days); discussions on Community strategy on climate change; European
Commissioner Bjerregaard, Irish Environment Minister Brendon Howlin and WWF
representatives hold joint news conference at 1200 GMT.
STRASBOURG - European Parliament plenary session begins at 1600 GMT (first of
five days).
NUREMBERG, Germany - German Chancellor Helmut Kohl and French President
Jacques Chirac meet to coordinate policies prior to the Dublin summit.
