[01] South-East-European summit in Crete
At the summit of South-East-European countries in Crete, Romania proposed
the creation in Bucharest of a NATO coordinated South-East-European centre
for the prevention of crises. The meeting opened in the Cretan city of
Heraclion and it is attended by the presidents of Yugoslavia and Macedonia,
the prime ministers of Bulgaria, Greece, Romania and Turkey, and the
Bosnian deputy foreign minister. The Romanian delegation is headed by Prime
Minister Victor Ciorbea who is accompanied by Foreign Minister Adrian
Severin. The summit in Heraclion has recorded two premieres: the comeback
of Belgrade to the international scene for a meeting devoted to a topic
other than the Yugoslav crisis, and the first visit of a Turkish leader to
Greece in nine years.
While in Heraclion, Romanian Prime Minister Victor Ciorbea met President
Slobodan Milosevic of the Federal Republic of Yugoslavia. Among other
things, they dicussed issues concerning the Romanians in the Timoc Valley
as this population is not recognised as an ethnic Romanian minority. Mr.
Ciorbea had other separate meetings with Greek Prime Minister Costas
Simitis and his Bulgarian counterpart Ivan Kostov. RRI-RADOR, November 4
[02] FNF leader on a visit to Romania
The president of the right wing National French Front Jean-Marie Le Pen
will visit Romania between November 7-9 following an invitation of the
Greater Romania Party (PRM), a political group seen as a nationalist
hardliner. According to a French News Agency report, Le Pen is to head a
FNF delegation at the Greater Romania National Congress accompanied by FNF
Vice-President Dominique Chaboche. Chaboche visited Romania early this year
following the invitation of PRM leader Corneliu Vadim Tudor and, at the
time, the French politician declared that FNF and PRM are ideologically
connected in their fight against the US political and economic monopol

[03] A possible reshuffle of the Romanian Cabinet
The Christian Democratic National Peasant Party (PNT-CD), the main party in
Romania's ruling coalition, stands for a government reshuffle meant to
improve the activity in certains sectors but rejects the idea of a minority
government or a government of technocrats. PNT-CD leader Ion Diaconescu
said yesterday that no major changes are expected considering the positive
activity the current government carried out so far. Ion Diaconescu believes
that the only solution for a stable governing of the country is represented
by the current governing coalition including the Democratic Convention in
Romania (CDR), the Social Democratic Union (USD) and the Democratic Union
of Ethnic Hungarians in Romania (UDMR). RRI-RADOR, November 4
[04] HYUNDAY Car Maker in Romania
French newspaper "La Tribune" said that after DAEWOO, HYUNDAY was the
second South Korean car maker that would produce cars in Romania. Plans are
made for about 50,000 cars per year and manufacturing of the ACCENT model
is expected to begin in 16 months. According to "La Tribune", RENAULT
stopped cooperating with DACIA a long time ago as DACIA "had a very bad
reputation in Eastern Europe because of its poor finishing and its
desastruous fiability". RADOR, November 4
[05] EBRD Report
A recently published EBRD report said that 1997 would be the year when
former communist countries are all expected to experience strong economic
growth. Economic growth in some of these countries is already significant,
but it seems that new evolutions in Russia will influence all Eastern
Europe. Representatives of the bank have said that some of the countries
would experience rather a regress but governments in those countries have
chosen their way to economic reform. In this respect, experts have
mentioned Romania and Bulgaria, where both the voters and the government
have proven they wanted to promote reforms. EBRD also believes that the
quality of the governmental institutions' work is one of the most important
factors in implementing reforms successfully. Those institutions will also
have to ensure competitiveness of the new markets, meaning not only the
adoption of laws against monopoly but also sanctions against those who
