[01] Romania is on the second place among countries which collaborate with
EBRD
An important EBRD delegation, led by the president Jacques de Larosiere,
arrived Wednesday night in Romania, ANTENA 1 (October 15, 19:00 hours)
informed. The EBRD commitments in Romania amount to 830 million ECU granted
for projects of infrastructure, cooperation with banks and private firms,
foundation of sale markets in Bucharest and computerizing the BRD. Romania
is second only to Russia among the countries collaborating with EBRD. The
EBRD president said that this institution would reorientate the financing
towards projects in the private sector of our country as only 60% of the
funds were invested in the state sector until now, and only 37% in the
private sector. EBRD will finance sectors such as telecommunications, roads,
energy, infrastructure and the privatization of state-owned banks, starting
with BRD and BANCPOST. RADOR, October 4
[02] Tourism privatisation
Romanian Tourism Ministry has planned the privatization of the tourism
firms, where the state still owns 5-70% of the shares, ANTENA 1 (October 15,
19:00 hours) reported. For such resorts as Baile Govora, Predeal, Poiana
Brasov, Mamaia, Neptun-Olimp and Northern-Bucharest pile, FPS will have to
organise bids where foreign investors are to take part. In case the firms
are registered at the stock market, the FPS shares package can be sold to
the portfolio investors. As far as companies where the state ownes less
than 51% of the shares are concerned, AGA will approve one of the
privatization methodes proposed by the Tourism Ministry. In case the
foreign investors participate in bids, the privatization of Perla Moldovei,
Vatra Moldovei, Eforie, Jupiter, Venus, Sovata, Calimanesti, Caciulata
companies will also be announced in the international press. RADOR,

[03] BNS seminar
BNS opened a pilot-seminar on Wednesday under the title "Social Costs of
the European Integration" - a programme financed by the European Commission
Delegation in Romania, RADIO ROMANIA ACTUALITATI (October 15, 16:55 hours)
informed. The talks between organisers, leaders, representatives of main
ministries and journalists were led by BNS vice-president Matei Bratianu,
Mrs Dimitriu Seuleanu and Mr Paul Dobrescu. The main issues under debate
included the integration strategy, the estimated courses and emerging
difficulties on which social partner should be informed. RADOR, October

[04] Romanian-Swiss economic cooperation
On Wednesday, Romanian President Emil Constantinescu received State
Secretary for Foreign Affairs in the the Swiss government, RADIO ROMANIA
ACTUALITATI reports (Oct. 15, 4:55 p.m.). The Romanian president said he
was in favor of strong economic relations with Switzerland, and stressed
that, for our country, both direct and portfolio investments are
interesting. In his turn, the guest , who visited Romania with a delegation
of Swiss businessmen in banking, industry and services, expressed his trust
in the Romanian government. He added that the ABB and Maison Schulzer
companies invested 250 million USD for updating the Portile de Fier I hydro-
energetic plant and, in Mr. Blankhart's opinion, the fact proves the
interest in Romanian economy. RADOR
[05] The Netherlands - the first foreign investor in Romania
The Netherlands holds the first place among foreign investors in Romania.
The investment amount to 300 million USD. A delegation of the Industry and
Trade Ministry led by the State Minister Calin Popescu Tariceanu is
visiting the Netherlands following the invitation of the Dutch foreign
minister, TVR 1 reports (October 15, 8:00 hours). A growing number of Dutch
economy officials prove ready to meet their Romanian counterparts, which
means that Holland wishes to maintain its leading position and bring its
growing contibution to the development of Romania. The business offers
include transfer of technology for electric engines used in urban transport,
footwear industry as well as the cooperation in the field of metal
constructions for different purposes. On Thursday, Industry and Trade
Minister Calin Popescu Tariceanu and Dutch Foreign Trade Minister Anette
van Dock will sign a cooperation agreement on energetic projects. RADOR,

[06] UN Development Programme in Romania
On Wednesday, at Victoria Palace, Prime Minister Victor Ciorbea received
the delegation of the UN Development Programme. The delegation was led by
Lorin Miller, who presented the UN assistance programme for development
(UNDAF), RADIO ROMANIA ACTUALITATI reports (Oct. 15,7:00 p.m.). Set up by
the new UN Secretary General, in order to improve the organization's
efficiency, the programme provides an important strategy for coordinating
efforts aimed at supporting the development of a country, and this is
expected to be a clearer UN response to the priorities of the government in
the country involved. The UN secretary general chose 10 pilot-states for
UNDAF, Romania being the only European country selected. The 13-week
programme will end in February 1998. The prime minister assured the guests
that the Romanian government will be ready to cooperate and design a
Romanian model of development. RADOR
[07] Romaniad defense minister underlines the importance of Romanian-German
cooperation
On Weddnesday, Romanian Defence Minister Victor Babiuc met Gunnar Zeimann,
the German Secretary of State for defence policy, who is on a 3-day visit
to Romania. The Romanian defence minister underlined the importance of the
collaboration with Germany and the interest in signing as soon as possible
the confidentiality agreement allowing bilateral cooperation projects in
updating army facilities. The German delegation has expressed its growing
interest in bilateral cooperation. In a fax received from the Defense
Ministry it has been expressed the wish that more Romanian officers should
be trained in Germany, in order to complete their proffesional training

Weather in Romania will be colder and unstable in most of the country.
