[01] Fresh victims in Kosova lead to over 170 Albanians killedPRISHTINE, Feb 11 - ATA correspondent Behlul Jashari reported that an Albanian from Peja region was killed on Thurday evening some 500 meters from his home and another one kidnapped on Wednesday in the region of Istog was found dead on Thursday.Other seven Albanians have been killed in the last three days in different regions of Kosova, three of them from the commune of Ferizaj kidnapped days before. Murders and attempted assassinations as well as executions after kidnaping, besides massive killings and massacres by Serb forces, have led the number of casualties over 170 since the beginning of 1999. Forty Albanian victims of the January 15 massacre in Recak, near Shtimje, were buried on Thursday after being taken away by Serbian forces and kept for more than three weeks in the hospital morgue in Prishtine, in an attempt to hide the traces of a macabre crime. /lh/ak/ Albanian Telegraphic Agency[02] Albania president urges esteem of judiciary authorityTIRANA, Feb 11 (ATA) - By A. Thanasi: The Attorney General Office has started investigation for a secret fact revealed from the Tirana Court about a decision it had taken for bugging a telephone number in the DP headquarters.Upon the request of a group of prosecutors inquiring into the event of Sept.14, 1998, the Tirana Court decided to bug a telephone in the Democratic Party offices, not those of the families, the mobile phones and or correspondence, explained Agim Tirana, director of the Investigation Department in the Attorney General office. This is a flagrant case for which the prosecutor's office cannot keep silence. Those who have revealed the secret must respond before the law, added Tirana. According to him, bugging of telephones are frequent practices in the world and very efficient for the judiciary. In this context, the judiciary makes no differences because all are equal before the law, said Tirana. /lh/xh/ Albanian Telegraphic Agency[04] Restructuring of border posts continues in KukesKUKES, Feb.11 (ata) - By R Hoxha: Work is going on in the district of Kukes to restructure the border posts in about 125 km along the state border, said to ATA the spokesman of the Police Department of the Prefecture of Kukes (Northeastern Albania.)After a study made by specialists, the idea is for a regrouping of the border posts and their furnishing with the necessary logistic base and staff. Besides, the staff in the border posts will consist of soldiers who will be paid for the work they do, thus increasing the efficiency and control in the border. Such a thing will also improve considerably the work in the border posts to prevent contraband. /pas/xh/ Albanian Telegraphic Agency[05] Italian, Albanian bank affiliation to open soonDURRES, Feb 12 (ATA) - By S. Gjordeni: Tirana-based Italian-Albanian bank will open soon its affiliation in Durres city.The works, in a building at the entrance of the city, will be carried out by the "SETEC" private firm. Durres, the city which carries out 80 percent of import-export, with the largest port and numerous business activities, is stimulating foreign banks to open their affiliation there. The FEFAD bank with German capital has opened its affiliation in Durres followed by an affiliation of the Greek National Bank. Specialists of the Italian-Albanian bank said that the affiliation in Durres will deal with a series of activities such as deposits, foreign currency transaction, current account and others. The Italian-Albanian bank has started its activity in Tirana in 1992 with 40 percent of the Italian capital, 40 percent Albanian state capital and 20 percent capital of the European Bank for Reconstruction and Development (EBRD). It is the first bank which has issued credits to develop businesses in Albania since 1994. Besides issuing credits, it delivers the credit worth US$6 million of EBRD and 5 million Ecu of the European Bank of Investment (EBI). /pas/ak/ Albanian Telegraphic Agency[06] Serb court sentences eight Albanians to 40 years of prisonPRISHTINE, Feb 12 (ATA) - The Serbian court of Prishtina district sentenced recently eight Albanians from commune of Rahovec to 40 years of prison accusing them of "hostile activity", the Center for Information in Kosova said.The penal jury presided over by Pavle Vukasinovic from Belgrade ruled it within 10 minutes. Serb media said that 2 007 Albanians in Kosova have been put to custody under the charge of terrorism, while other 1060 are under investigation. Chief prosecutor of Serbia Dragisha Kersmanovic said that other 824 Albanians are accused of terrorism while 1 060 are Albanians are in pre- detention rooms. /pas/ak/ Albanian Telegraphic Agency[07] Work to construct road segment startsLIBRAZHD, Feb 12 (ATA) - By H.Balliu: The work for the construction of the road segment Librazhd-Qukes, part of the East-West eighth corridor started recently withthe "Mavrovo" Macedonian firm as the construction firm. The firm set its first pickets for the extension of the highway within 22 km long segment, Xhevair Albarjani, specialist of local town planning said to ATA. The European Union has accorded a fund worth US$16 million for this segment. 1999 was considered as the year which marked the start of works in the Elbasan-Qafe Thane road axis on the bases of a project worked out by the "Sia-Infro Project" company. /pas/ak/ Albanian Telegraphic Agency[08] Ministry of Culture says National Theater administration must decide on beginning of performancesTIRANE, Feb.11 (ata) - By K Shehu: The Albanian Ministry of Culture explained through a press release Thursday that the lack of performances on the part of the National Theater is a question to be solved between the theater administration and the troupe, and that none of the problems laid by the cast do not depend on the Ministry of Culture."The Ministry of Culture has now named the new director of the National Theater and has sent to the Council of Ministers and the Ministry of Finances the plan for the reconstruction of the theater building," the press release says. The Artists' Trade Union of the National Theater, have officially requested from the department of the theater to decide the beginning of the artistic life in the institution as soon as possible. "The opening of the artistic season is a competence of the theater department," artists say. Along with this decision, they demand that the National Theater Department must also solve the "problem of 90 per cent of the money from the tickets to be given to actors" and for the realisation of six performances a week and not three as the Ministry of Culture has decided. During a meeting held last Wednesday, the artists trade union asked from the newly-appointed director of the theater, Xhevdet Ferri, the opening of the artistic season. Ferri said: "I cannot give at the moment a reply because I am not prepared." After a draft decision of the Ministry of Culture according to which all the money from the sale of tickets must go for the budget of the institutions, the Ministry of Finances decided at the beginning of February that for the National Theater and the Opera and Ballet Theater the incomes ensured from the tickets will be divided 50 per cent for the actors, 40 per cent in the budget of the institutions and the rest, 10 per cent, for the state budget. After an agreement between the two ministries, the decision will be sent to the government for approval. The decision does not cover the variety Show Theater of Tirane and the theater casts in districts. From 1993 up to July 1998, 90 per cent of the incomes ensured from the tickets sold by theaters, museums, galleries and sport activities went in favour of the artists and 10 per cent went for the budget of the institutions. A decision of the former Nano Government ordered that 90 per cent of the incomes from budgetary institutions must go for the state budget and 10 per cent for the institutions. Opposing this decision, the Ministry of Culture has demanded from the present Majko Government that the incomes must go completely to the budget of the institutions, but this request is not accepted completely by the Ministry of Finances. /pas/xh/ Albanian Telegraphic Agency[09] A road of Gjirokaster be named after KLA commanderGJIROKASTER, Feb 11 (ATA) - By H. �ani: A road in the southern city of Gjirokaster will be named after the hero who laid down his life for the freedom of Kosova, the Kosova Liberation Army commander Adem Jashari.The proposal was presented to the municipality council by the local social association and the decision would be taken next week. Head of the "Gjirokaster" association Eduart Gjebrea said to ATA that the name of the hero of the Kosova cause was an honour to all Albanians wherever they are. He was the inspiration and best example of sacrifice of Albanians for liberty, Gjebrea said, adding that the decision would be taken by the municipality council within days the Rambouillet conference was underway. It (office) was authorized to inform that the Albanian premier had asked the Justice minister to consider all procedures followed and make evident the responsibilities. The office was also authorized to confirm that the prime minister Majko had not been informed on that issue. Prime minister Majko, according to the press statement, was obliged to implement the constitution and respect one of its fundamental principles, that is division of powers. She added that soon the novel "Death from Metamorphosis" by Stefan Zweig, and the anthology of Italian poetry of the 20th century, prepared by Klara Kodra and Donika Omari, an historic book on the occupation of Otranto by Turkey, entitled "Time for all" written by Maria Kurdi will come out of press. Nepravishta: A forum on consolidation of democratic dialogue in Albania "From confrontation to cooperation" started on Friday in Tirana.The forum is organised by FOSBO (Swiss foundation of good works), Albanian group participating in atelier in Lilienberg with the help of international and Albanian organisations and sponsored by the Swiss government and Council of Europe. The aim of the forum is to develop dialogue between Albanian parties, politicians and people, Albanians and international community. In his address, president of Albania Rexhep Meidani said that to build the confidence of citizens in institutions and democracy a special role should be played by the civil society, creation of a mobilizing public opinion, establishment of an encouraging political environment, cultivation of civilised, inspiring, positive and tolerant media. Later, Victor Ruffy, a Swiss deputy and parliamentarian of the Council of Europe, who was one of the initiator of the activity, pointed out the aim of the Tirana Forum and showed how the idea on such a forum was born. In July 1998, a group of 16 Albanians belonging to different political tendencies and professional formations as well as European experts, met in Switzerland on the invitation of FOSBO to contribute in laying the foundation of a dialogue and presenting a climate of confrontation, which had characterized the Albanian history in the last years. Participants in the forum want to present their proposals to a wide range of people in Albania. This was the aim of the Tirana Forum. Concrete proposals by the forum and roads to implement them should be submitted to the government, parties, civil society as well as national and international community. /pas/ak/ Albanian Telegraphic Agency[15] World Bank to help finance health projectTIRANA, Feb 12 (ATA) - By R. Xhuvani: World Bank has accorded a soft credit for a second four-year project to improve the health system in Albania part of which is going to be used for the "Mother Teresa" University Hospital Center (QSUT) in Tirana.The fund worth US$28 million includes US$17million of a soft credit given by the World Bank with 40-year maturity period, US$2.4 million by the state budget and other US$8.6 million will be provided by different donors, a spokesman of the Ministry of Health said to ATA. Strengthening of administration and management of health system in Tirana hospital, concretely in University Hospital Center whose rehabilitation is foreseen in medium term plans of the ministry of Health, will be aimed during the implementation of the project. Some US$11 million out of the total will be used for the wards of the QSUT complex. A first aid unit, which will be linked to all QSUT wards, is planned to be built. Some US$6 million are planned to be used for medical equipment while the rehabilitation of pediatric and surgery wards is almost over. The second project of rehabilitation is being implemented in the framework of the government strategy for the development of health system in Albania. /pas/ak/ Albanian Telegraphic Agency[16] From the Speech of Albanian President Rexhep Meidani in the Forum of Tirane for Consolidation of Democratic Dialogue in AlbaniaTIRANE, Feb.12 (ata) - Albania's President Rexhep Meidani stressed in his address to the Forum of Tirane on the Consolidation of the Democratic Dialogue in Albania, that this country is experiencing a period of a rapid transition which has shaken and even ruined a productive system, the very social system erected round it, and the respective system of norms."Presently we know very well to say which is our objective, but we are not so clear how to attain it. The lack of experience to give the most rational possible answer to the question is understandable. But this cannot be an excuse for a great number of mistakes and faults made in this difficult transitory process," said President Meidani. "Of preference, especially in the economic-social aspect, have been the anarchy in the cultivation of set interests, the unstudied and totally chaotic movements of the population, etc., in stead of their harmonious development within the rules created on the basis of the interests of the community. This way of conceiving the politics as a mixture of autocracy with spontaneous liberalism has inculcated in the citizens the wrong conviction that capitalism is a system without rules," said President Meidani, adding that the eagerness for freedom and for democracy of the people is not a mechanism which ensures the installation of a genuine democratic society. Pointing out the role of the press for a society in transition, President Meidani said that "a press which does more frequently stirs up the evil and not the good, which has reduced the number of people who can form an opinion in some persons, without creating a broad space for the most progressive thinking, a press which depersonalizes the man by hitting him through suspicious criteria, tricks, perhaps 'orders' and does not come out evidently in support of progressive ideas, and which is feverishly engulfed in commercialism, affects the national interests as well." "Our fight, our challenge to join the others on the road of progress, should, in addition to the realization of these standards for media, aim through other ways, too, to create a democratic mentality in the ruling class and the people they are ruling, in those who draft the policy and the others, who suffer the consequences of it," said President Meidani. In regard to the creation and respect for the stable democratic institutions in Albania, President Meidani laid as an indispensability the replacement of the protagonist character of the individual with the institutional one. "I think that the institutions can be changed easier than the people," he said. President Meidani pointed out that the criteria of democracy cannot be built on individual and spontaneous criteria, or on local parameters, but on analytical and universal criteria, not only separately national, but also on typical international ones. "Moreover, I would also add that it would be of consequences for the morrow if, in order to realise the disequilibriums of 'equilibriums', we affect this great essence of democracy which implies the respect for law and institutions, for their independence and the principles sanctioned in international charters. Neither the Albanians of Albania, those of Kosove or in other countries, nor any people in the world can be excluded from these great generalizations of the human society," said Meidani, adding that even a mechanical borrowing of the models of other countries without their adoption to local conditions, can be unrealistic and fruitless. "I hope that the speakers here will present their ideas in search of common points," said in conclusion of his address President of Albania, Rexhep Meidani. /pas/xh/ Albanian Telegraphic Agency[17] Kiosks removal to go on.TIRANE, Feb. 12 (ATA) By G.Dilaveri: The kiosks removal in the capital, in implementation of the program drafted by the Building Police, will continue to be carried in a gradual way, regarding even the economic and social situation of the population.The decision is taken in the latest meeting of the commission "For a clean and cultural Tirane", organized every week by Tirane town-hall. The action will be mainly concentrated in the kiosks occupying the areas previously sown with decorative plants, and those which have blocked the sidewalks. The kiosks situated in quarters and between flats, are to be pulled off later on, after the town-hall creates conditions for collective markets which are to cover all the areas, the meeting decided. The town-hall restressed as a necessity the appointing of the market place for the industrial articles. The Building Police has planned to remove about 200 kiosks in "Durres" street, "Kavaja" street and "Mine Peza" street, during the 20 first days of February. /pas/A.A/ Albanian Telegraphic Agency[18] Trade union of transport in Gjirokaster suspends strikeGJIROKASTER, Feb. 12 (ATA) - By H. Cani: The trade union of travellers' transport in Gjirokaster interrupted Friday the strike staged five days ago, after the meeting that the strikers held with the Minister of Public Works and Transport, Ingrid Shuli.Sources from the presidency of this trade union told ATA that in the meeting with Minister Shuli, it was solved the main request, that of giving the license to the company of buses "Argjiro," as well as that of regulating the transport of travellers through the border check point of Kakavije. The possibility to solve the other demands will be considered in the future, Shuli promised in this meeting. The movement of buses continues normally in the segment of the national road. Some 50 workers of this trade union staged Monday an unlimited strike, by interrupting the transport of travellers from Gjirokaster towards other districts of the country until the fulfillment of demands, addressed to the respective ministry 15 days ago. /dast/mt/ Albanian Telegraphic Agency[19] Kondi verifies procedures regarding Berish pretension on bugging his phone numberTIRANE, Feb. 12 (ATA) - Albania Justice Minister, Thimjo Kondi, is verifying the procedures followed regarding the pretension of the leader of the opposition party, Sali Berisha on bugging his phone number.The spokesman of the Ministry of Justice, told ATA on Thursday that "on the bases of the requests made by the Premier Majko, the Minister of Justice, Thimjo Kondi, is verifying all the procedures followed and finding the persons responsible, regarding the bugging of a phone number made to Mr. Berisha. Prime Minister Majko, asked the Minister of Justice to study all the procedures followed, and to find the persons responsible for this event, the spokesman of the Premier said. /s.s/A.A/ Albanian Telegraphic Agency[20] Roads blocked in remote zones of ShkoderSHKODER, Feb. 12 (ATA) - By M. Malja: The snow that fell recently blocked Friday the roads which connect Shkoder with the remote zones of this district.The spokesman of the prefecture told ATA that the roads which connect the town with the commune of Shllak and Shosh have been blocked, as well as the rural roads of this area. The thickness of the snow in these zones is more than 25 cm. The ice created from the low temperatures until -10 grade Celsius has blocked the movement of vehicles. According to the spokesman, the department for the maintenance of roads has sent its vehicles to unblock the roads that connect these zones with Shkoder. Actually, in these zones there is no lack of food stuff, because the winter reserves were sent there before. /mt/ Albanian Telegraphic Agency[21] Three french projects on animal breeeding in KorcaKorca, Feb.12 (ATA) - By B.Fejzullai - There are three projects that perform their activities on improving the animal breed in Korca district.Fehmi Xhemo, the agricultural director of this district inform ATA that the French Ministry of Agriculture in the frame work of bilateral coorperation with its Albanian homologue financed three projects in improving the animal breeding of the cattles and the goats. According to him the french part brought in Korca 145 heads of cow of "Taranteze" race, 272 heads sheep of "Il de France" race and 21 heads of alpine goat. The livestock is distributed to the Korca's farmers and the stacions of animal breeding of this district. These races, very productive ones, will be crossbreed with the native ones and then will be spread all over the country. This thing is predicted to be achieved through the artifical reproduction. The French part brough also a lab about the milk examinations, a reproduction lab, and agricultural machineries for the sheep lab. A further bilateral cooperation is expected in the future./linda/ Albanian Telegraphic Agency[22] Saving Bank: 30 million lek cashed from deposits' interstsTirana, Feb.12 (ATA) - By Lolita Thanasi - During the first month of this year the Saving Bank cashed nearly 30 million lek as a tax on the deposits' profits.Begining from January 1, 1999 based on the decision of the General Tax Directory, all the banks' clients having their deposits in them must pay 10% of the deposit's profit. The profits that the clients take from the depositing their incomes in the second rate banks, (being public or private ones ) are considered as a personal incomes and as a result they must pay in a tax to the government. The tax payment will be done directly at the banks where these deposits' benefit are taken according to the time of the deposits' maturity. Actually the interests of the time-limited deposits are 16.5%, but a decrease in them will be assocciated with a fall of the total sum payed to the government as a tax on these interests./linda/ Albanian Telegraphic Agency[23] Effective measures taken to improve life of students and teachersTIRANA, Feb. 12 (ATA) - By P. Shuteriqi: The second semester of the academic year 1998-1999 started normally almost in all the schools of the country, after the disorders in December and January, caused by the strike of the Independent Students Union, as well as the teachers of high schools, members of the Education Trade Union Federation, the director of the high education department in the Ministry of Education and Science, Rexhep Cuko, told ATA on Friday.Work is going on to fulfill the demands of the striking movement. During a meeting held recently with the representatives of the trade union, Minister Ruka also stressed the engagement of the government for the improvement of the economic demands of the teachers, mainly for the increase of wages. The government has decided to reduce the solidarity tax for the teachers from 500 lek to 100 leks per month. /lh/mt/ Albanian Telegraphic Agency[24] Meeting of "Union for Democracy" in commemoration of Azem HajdariTIRANE, Feb. 12 (ATA) - By A.Haxhiu: The members and the sympathizers of the political grouping "Union for Democracy", gathered Friday in "Skanderbeg" square, Tirane, in commemoration of the former deputy, Azem Hajdari.Representatives of this political grouping commemorated the role of Hajdari in the Albanian political life. They also asked from the Albanian government to work to clear out as soon as possible the authors of the crime, and their confrontation with the justice. The Deputy chairman of the Democratic Party, Genc Pollo, stressed that the actual government should continue the dialogue with the opposition party, where an important issue is Hajdari case. The participants in the rally, leaded afterwards for the "Deshmoret e Kombit" boulevard, and halted before the council of ministers appealing to find as soon as possible the authors of this killing. After protesting even before the Parliament Presidency, the protestors were dissolved peacefully. The meeting discussed the topic of financial obligations, inherited by the past. /dast/mt/ Albanian Telegraphic Agency[28] ISTAT: January 0,9% more expensive than DecemberTirana, Feb.12 (ATA) - By D.Koca - The price index (PI) in January 1999 reached the value of 224,61%, which mean 0,9% more compared with the value of December 1998. While in January 1998 the PI marks an increase of 6%.According to the figures taken from INSTAT the increase of PI in January 1999 is due to the increase of the price index of the "Food, drinks, cigarettes" group.It increased by 1,25% affecting by 0,88% to the increase of the PI. Within this group, the highest value is marked in the index price of the "Fruit and vegetables" subgroup. This value is 6,9% affecting the increase of the PI by 1,12%. The price of the tomatoes increase by 24,8, of the peppers by 35,4%, that of oranges by 4,6%, but there is a fall in the egg's price by 3%. PI of the group "Clothes and shoes" marks an increase of 0,3%. While the PI of "Transport and communication" group increased by 0,3%, mainly the price of the public and personal transport, respectively by 0,13% and 0, 57%. (ATA) - By D.Ko�a: The Minister of Finance, Anastas Angjeli, met Fridaya delegation of the Italian investitors in Albania, headed by Giancarlo Rizzola, the spokesman of the Finance Ministry, announces.The talks among the two parts were focused on the new law on incomes, which has recently attracted the attensioan of the public opinion and of the bodies of the Albanian and Italian investitors. According to Rizzola, this is a contemporary law, and lists Alabnia among the countries with the most advanced fischal legislation, but its imediat implementation would create problems. The Italian delegation expressed some remarks and suggestions regarding some set norms expressed in the articles of this law, which according to him want explanations. On his part, Minister Angjeli, stressed that he is opened for constructive dialogue with all the interested parties to be acquainted with special aspects of the law, and with the correspondebts remarks and suggestions. He admitted that the work of the competent organs for the publishing of the law, has not been in the required level, and adviced these bodies to do their work better, and to keep contact with other bodies, in order to reflect the remarks presented in the legal acts. According to him the farmers'incomes increased due to the increase of milk quantity. Nearly 6 000 ton cow milk is produced in 1998. The average output increases by 2010 l/per head, but it varies according to the areas. It is 1 500 l/head in Shengjergj district and nearly 2 600 l/head in Kamza district. The dean of the Albanian archeology and famous specialist in the field of the Illyr numismatics and the antique culture of our country." Also, during this ceremony, it was presented the book "In search of the Illyr history," a publishment which includes the studies of the founder of the Albanian archeology, realized during 1930-1998. During the long and tiring work as an archeologist, Hasan Ceka became famous as the scholar of the Albanian numismatics in all the Albanian archeological centers, studies which have been included in his work entitled "The Illyr Numismatics." /dast/mt/ Albanian Telegraphic Agency[32] Increase Commercial Banks' reservesTirana, Feb.12 (ATA) - By Lolita Thanasi - According to the recent figures taken from the Albanian Bank there is an increase in the reserve of the commercial banks from 19,1 billion in 19,8 billion lek.People continue to deposit their money prefering the time-limited deposits, which increase from 128.4 billion to 131.7 billion lek (39.8 of them are currency deposits). Although there is a change in the deposits with non limited time. On the contrary with figures of the previous periods where the deposits of non limited time decrease from time to time, but already the situation changed completely. They increase from 33.3 billion lek to 34.9 billion lek before. In general there is an increase in the banks' reserves, currency's assets and the pretensions toward the government, while there is a fall in the pretensions towards the non financed public enterprices and the private sector as well. Concretely, the currency assets mark 50.4 billion lek. The pretensions towards the government are 138.7 billion lek, those toward the public enterprices 2.76 billion lek and those towards the prive sector are 14.4 billion lek. The liabilities of the commercial banks are as following: There is an increase of the time limited and non limited time deposits and of capital account, while the currency liabilities, the government deposits abd the others decrease. Continue to remain zero the long term duties and the ones towards the other financial institutions. Currency liabilities mark the value of 2.8 billion lek, the government deposits are 23.6 billion lek. The credits from the monetar authority is -848 billion lek, the capital accounts is 32.8 billion lek and the others reached the value of 1.1 billion lek./linda/ Albanian Telegraphic Agency[33] Agriculture Ministry: Mollusc's export still in cross-roadsTirana, Feb.12 (ATA) - By E.Xhajanka - "The unlock of the Albanian exports of the fish and molluscs, and the abolition of the custom tax on the conserved fish from the European Union were the two main issues discused in the meeting between the Councils of Albania and European Union.According Vjollca Bimos, specialist in the Agriculture Ministry " The work group in this dikaster is working to meet the EU demands according to the European Community legislation and the function of the control system in coast monotoring". Bimo inform that in Febrary is expected the Government approval of the two new regulations drafted by this group, according to the EC instructions. But actually fonds are needed for the achievement of this project - plan on the labs of bacteriological examination of the sea products. "The custom tax on the exported products of the fish towards the countries of EU is 25%, where in the other Mediterian countries this tax is abolished", said Bimo.
