    TIRANA, DEC. 20 (ATA) - The most important titles published in the Albanian dailies on Saturday belong to the black chronicle. The papers write about the clash between the police and a gang, where three policemen died, as well as about a road accident in Kukes, where several persons lost their live and others were hurt after a bus got out of the road and fell down in the abyss. In the political field, the papers cover the meeting of the Socialist Party Leading Committee.

    Under the headline "Ballsh: Two members of the 'Gaxhai' gang detained, " Zeri i Popullit reports "The gang of Berisha kills three policemen." The paper cites a statement of the Interior Ministry spokesman, who says that the head of the gang, who killed the policeman in Ballsh, has gained amnesty from the signature of Berisha for an amount of 50 million leks. With regard to the accident of Kukes, the paper reports on 7 killed and 20 injured. Rilindja Demokratike writes that 4 people have been killed in Ballsh, and accuses as the real authors of the killing the current leaders of the state. Republika carries the editorial "The murder of policemen - The murder of order," and also writes "Berisha 500 million USD from Gaxhai." The paper also publishes the report on the accident in Kukes. Under the headline "Ballsh: The masks kill three policemen. Tragedy in Kukes, four people die," Koha Jone writes "Albania smeared with blood." The paper also publishes the editorial "The fevers of anarchy returned." Albania reports on the murder of three policemen in Ballsh that the red gangs shot on them, while for the road accident of Kukes, the paper writes "By bus towards death." Shekulli publishes the article "Fight with Gaxhai, three policemen killed," and the editorial "The life of the policeman and the indifference of the state. In Dita paper we mention the titles "Gaxhai: 500 millions for the freedom," "The gang of Gaxhai kills three policemen. The Order takes vengeance on them: Three bandits killed." The paper carries the editorial "The heroes of the state." Gazeta Shqiptare publishes the editorial "A day to be forgotten as soon as possible."

    With regard to the SP National Conference, which will be held on Saturday, the paper quotes the Prime Minister and the party chairman Fatos Nano: We make the changes together," and also writes that among the candidatures to be presented to the conference for the General Leading Committee is also the PM spokesman, journalist Ben Blushi. RD writes that the conference foresees changes in the head of SP. The paper reports "SP, more incriminated than ever."

    In Koha Jone we mention the title "SP congress, Blushi instead of Majko?" "SP Leading Committee. Nano proposes: Blushi instead of Servet Pellumbi." On the same topic, Shekulli writes "Ranks of socialists increased," as well as "Hard debates are expected in the SP conference," while Dita publishes the article "Pellumbi out of SP list. "In SP the duel "Nano-Pellumbi starts. The battle for the conference is ready," is the article of Gazeta Shqiptare on the SP Conference.

    All the papers on the pages of culture pay special attention to the 36th Song Festival, which is being held since two days in Tirana. kei/mt/k

    [02] UNCHANGED SITUATION OF THE INJURED IN ACCIDENT OF KUKES

    TIRANE, DEC 20 (ATA) - The state of the injured in the latest accident in Kukes on December 19, in which four people died and 18 were wounded, continues to be the same.

    Sources from Kukes hospital say that none of the gravely wounded has died.

    The sources confirmed that the reason for the accident was the smog and the icy road.

    The accident happened on Friday at about 9 a.m. when the Kukes- Shkoder service bus with about 59 passengers got out of the road and fell in the abyss, 35 km from Kukes, Northern Albania. pas/xh/

    [03] NO ONE CAN STOP PROCESS OF CONSTITUTION - Nano

    TIRANE, DEC. 20 (ATA)-By A. Hasani, Albanian Prime Minister Fatos Nano said no one can halt the process of constitution and called on all parliamentary parties to take part in this process.

    "In the coming year the country will have a constitution, as a guarantee of the state's stability, irrespective of party lines; The lack of a constitution brought about the destruction of the state in the past years," Nano told the Socialist Party national conference today. a.ke/pas/lm

    [04] SP MUST NOT HIDE BEHIND GOVERNMENT - Nano

    TIRANE, DEC 20 (ATA) - By Aurel Simoni: In a message addressed to the SP national conference today, the chairman of this party, Prime Minister Fatos Nano said that the Socialist Party must have its place in the public debate and that it must not hide behind the Government.

    The socialist chairman continued on Saturday criticisms towards SP leaders as he did one day before in the meeting of the SP Steering General Committee and accepted "SP's weak points as an Albanian party."

    "Although we won, we did not behave as triumphalists - said Nano - but on the other hand we have felt our responsibilities towards the left wing, the pluralist left in this country."

    "As Prime Minister I have been careful not to pronounce myself as the representative of a party, but as a Prime Minister of all Albanians, said Nano. "I have never blasphemed the opposition, I have always called on them for dialogue and cohabitation. But some consider the spirit of reconciliation as an incorrect implementation of the law, something which is not true: for us the law is sacred."

    "Actually, the right wing is passing a crisis," said the PM, Nano, adding that this has been caused by the very crisis in which the DP plunged the country. "Someone says with pleasure that as long as Sali Berisha will be leading the Democratic Party, our governing will last long: this is a naive and wrong opinion, this situation will not continue for long," said the Socialist chairman, adding that the opposition will pass this crisis and become an alternative opposition. ake/pas/xh/

    [05] ALBANIA IS ITALY'S FRIENDLY COUNTRY, NOT A COUNTRY TO BE PROTECTED - Italian party leader

    TIRANE, DEC. 20 (ATA) By A. Simoni, Massimo D'Alema, leader of Italian Democratic Party of the Left, (PDS), said his country considers Albania a friendly country and not a country that should be protected.

    "We share in your people's troubles. We are happy Albania has taken the road of courageous reforms, shown by Fatos Nano and led by a responsible government, open to the opposition," D'Alema said.

    "Italy has rendered its contribution in this respect. Relations between Albania and Italy have passed the emergency period: the Italian government wishes to help Albania get closer to Europe," the leader of Italy's largest party said.

    The speech of the Italian politician did not lack ironic notes towards Greece:

    "Your government is realising a wise policy with Greece and FYROM, as our Greek friends call Macedonia," he said.

    "The socialists and other forces of the government coalition must know that Albania is a factor for stability in the Balkans," said D'Alema.

    Referring to the fall of communism, D'Alema said: "The collapse of communism did not bury the left even in the countries which suffered from dictatorships, but it created a new and democratic left wing, capable of linking its ideals with those of freedom, able to govern and link itself with the democratic European left."

    "You have courageously taken the road which leads Albania to Europe and the Albanian socialists to the Socialist International," said the leader of the Italian Democratic Party of the Left. ake/pas/lm/xh/

    [06] PASOK TO HELP ALBANIA INTEGRATE INTO EUROPE

    TIRANE, DEC. 20 (ATA)-The representative of the Greek Ruling Party, Stefanos Manikas, said PASOK will help Albania join the European Union.

    "PASOK will help Albania integrate into the European Union and the Albanian Socialist Party join the Socialist International," the member of the PASOK presidency told the SP National Conference in Tirane today.

    "Greece is committed to helping Albania with concrete programmes. Together we can go ahead with the creation of an ever better climate in the region," he said.

    Also present in the conference was Greek deputy foreign minister Janos Kranidhiotis. a.ke/pas/lm

    [07] ALBANIAN PRESIDENT MEETS ITALY'S PDS LEADER

    TIRANE, DEC. 20 (ATA)-Albanian President Rexhep Meidani met with the delegation of the Democratic Party of the Left (PDS), headed by its leader Massimo D'Alema, today.

    Meidani regarded D'Alema's visit as a very significant support and cooperation between the two countries political forces, according to the President's press and information office.

    He asked the Italian friend grater support for the Albanian police in equipment and technical assistance.

    The Albanian president, who met the Italian delegation right after his return from Ballsh, where he attended the funeral of the three policemen killed two days ago by criminals, expressed determination to fight crime to the end.

    "This crime is still present in Albania today because of direct influence or indirect support by several confronting clans or mentalities of the past," said Meidani.

    "I came here on a difficult day and the tragic event requires frutful assistance and cooperation between the Albanian and Italian police. I share in the pain of the families of the victims, who lost their lives on duty," said D'Alema at the meeting.

    "We are determined to promote cooperation in all fields, politics, economy and culture as we consider Albania an important factor of stability and peace in the region," D'Alema added.

    Referring to the conference of the Socialist Party, D'Alema laid the stress on the emancipated policy of this party and added that building democracy is a process of participation of all political parties, especially when it is about such issues as the constitution, in which there should be no strict party positions.

    On this issue Meidani and D'Alema shared the same position that the constitution should be drafted in a political climate of consensus and understanding, through an emancipation of the whole Albanian society. a.ke/pas/lm

    [08] SP WILL PRESENT APPLICATIONS FOR SOCIALIST INTERNATIONAL SOON - Nano

    TIRANE, DEC.20 (ATA)-By A. Simoni, Nano said the SP will present applications for the Socialist International soon.

    "In few weeks we will present our applications for the Socialist International which will be examined in May next year," Prime Minister Fatos Nano said at a meeting with a high ranking delegation of PASOK in Tirane on Friday.

    This was made known on Saturday by the Socialist Party's Media and Information department, according to which, the Greek representatives, among them Stefanis Manikas, member of the Greek socialists' presidency, "were sure the applications would be welcomed".

    Also, the leader of the Italian democratic party of the left, Massimo D'Alema has assured nano of support for admission in the International. D'Alema pledged another near visit to Albania. pas/lm
