The participants in the meeting came to the conclusion that citizens of Romania will be admitted to the polls if they have their identity card and the elector card or their military documents or their diplomatic passports on them. Absentee ballots are cast at diplomatic offices abroad and the electors have to have the tourist passport on them.

[02] The foundation PRO TRANSILVANIA was outlawed

The Court of Appeal of the town of Cluj decided to outlaw the Foundation PRO TRANSYLVANIA a foundation which is led by Sabin Gherman. The main argument of the Court of Appeal was that the main activity of the Foundation was to militate for the autonomy of Transylvania while the Constitution of the country proclaims that there is no regional autonomy in this country. The letter sent by Foreign Minister Roman mentioned that the persons sent in by the Council of Europe as observers do a routine job ment to give legitimacy once more to the democratic and correct character of the ballot.

[05] The European Union opens two more chapters with Romania for negociation namely telecommunications and competition

In as far as telecommunications are concerned the Community has noted that we have no specific law in the domain and likewise there is no adequate administration. It is here that we find the fact that there should be competition in the market of desk telephony as there is only one company operating, namely ROMTELECOM. The deadline for liberalization is 1 January 2003. Progress is this field is deemd to be as insatisfactory.

Competition has registered considerable progress but still the European Union asks for the more adequate implementation of the community acquis in the free areas.
