  • [01] Last Meeting of the Present Parliamentary Session

    During their last meeting, the members of the Chamber of Deputies adopted the report of the Mediation Commission on the draft law regarding the public system of pensions and other social assistance payments. According to the bill, the National Pensions House and territorial pension houses in Bucharest and all county chief towns are to be created within 30 days after the law's publishing in "Monitorul Oficial". RADIO ROMANIA ACTUALITATI adds the Senate also adopted the mentioned report. At the same time, the ad interim chairman of the Senate Mircea Ionescu Quintus shortly reviewed the activity of the higher Chamber, and appreciated the oposition's support. RADOR

    [02] Legislative Proposal Put Forward by George Serban

    The independent deputy George Serban put forward during a press conference on Wednesday a legislative proposal concerning the modification of article 8 in the Law regarding the citizens' access to their own files drawn up by the Security as political police. The mentioned article stipulates the members of the National College for the Study of the Former Security Archives should have no previous party membership. George Serban suggests this provision should exempt those who had been expelled from the Communist Party because of their actions against the communist regime, and who became disidents of that regime, RADIO ROMANIA ACTUALITATI informs.     [03] Review of the Activity Carried Out by the Foreign Affairs Commission of the Chamber of Deputies

    During a press conference the Foreign Affairs Commission of the Chamber of Deputies reviewed the activity carried out during the period 1996-1999, RADIO ROMANIA ACTUALITATI informs. Most of this activity was devoted to the priority of Romanian foreign policy, namely the integration in the Euro- Atlantic structures. A special attention was payed to the relations with the Romanians living abroad, and to this purpose a subcommission had been created in 1997, whose main objective is the drawing up of a law regarding the Parliamentary representation of the Romanians living abroad.     [04] Petre Roman Considers the Government Is Expected to Prove Seriousness, Coherence and Professionalism

    PD President Petre Roman considers this year marked a change for the better in Romania's political life. During a press conference on Wednesday, Roman said that, notwithstanding the many political tensions, the premisses of an economic recovery appeared at the end of the year, due to the new Cabinet. He added the last so-called crisis was in fact a success, as the Government was changed in only eleven days. He explained the mentioned crisis was the consequence of a political decision to have another Cabinet following the Helsinki summet. The present Government is expected to prove seriousness, coherence and professionalism, Petre Roman said, quoted by RADIO ROMANIA ACTUALITATI. The PD leader expressed his conviction the steps towards integration in the European Union would be much faster next year, on condition there would be solidarity among the governing coalition. RADOR

    [05] Opinions Expressed During the ANCD Press Conference

    Matei Boila, honorary president of the National Christian-Democratic Alliance stressed once again the reason why this political party parted from PNTCD was one of principles, and not the appointment of Mugur Isarescu as prime minister. In Boila's opinion, the main advantage of Isarescu Cabinet is the financial support expected from the West, RADIO ROMANIA ACTUALITATI reports. RADOR

    [06] Statements Made by Defense Minister Victor Babiuc

    Defence minister Victor Babiuc, back from the visit he payed to Moscow, said the Russian officials he had discussed with understood Romania's wish to join NATO, but added no mention was made of Russia's resistance to Romania's entering the Alliance. In the defense minister's opinion, Russia is rather disappointed by its status and its relations with the West. Victor Babiuc tackled in Moscow the issue of the 14th Army in Transdniestria, that would retire according to the agreements reached in Istanbul, but RADIO ROMANIA ACTUALITATI adds, the problem of Chechnya was not approached.     [07] The Government Intends to Reduce Taxes

    The extraordinary Government meeting on Wednesday focused on a set of bills regarding the tax reform, RADIO ROMANIA ACTUALITATI informs. The finance minister pleaded for a reduction of the added value tax and the taxes on profit, and for a new system of accise duties calculation. RADOR

    [08] Order Issued by the Education Minister

    Education minister Andrei Marga issued an order regarding a new system of functioning and financing of pre-university education, to be implemented starting with 2000. According to RADIO ROMANIA ACTUALITATI, this system will lead to the institutional autonomy of schools and high schools. The order stipulates that each school should draw up by January 15, 2000 its own draft budget and its own programme according to the new national curriculum. In their turn, the inspectorates for education would receive the money for salaries according to the budget law, and should decide how to use it. RADOR
