[01] Senate proceedings
The Romanian Senate has adopted on Monday the law on establishing,
organising and functioning of the Romanian Fund for Social Development,
previously approved by the House of Deputies. The document stipulates the
setting up of a development fund for poor rural communities and
disadvantaged groups. The four-year programme is to be extended through
another draft law. The World Bank (20 million dollars), international
donors (17 million dollars), the Romanian Government (5 million dollars)
and beneficiaries (3 million dollars) are involved in the 45 million dollar
project. RADOR
[02] Cabinet meeting
The Romanian Government has approved on Monday the law on the setting up of
the National Company of Electricity, Nuclear-Electric National Society and
the Autonomous Utility for Nuclear Activity. The Cabinet has also approved
the setting up of commercial companies through the restructuring of RENEL
subunits. Government spokesman Razvan Popescu said the two documents
represented the starting point of the short term governing programme
concerning the restructuring of RENEL. Mr Popescu has announced the
programme was expected to include three stages between two years and two
years and a half. The Labour and Social Protection Ministry has presented
the government with three versions of the draft law on basic salaries for
state-financed institutions. The project will be subject to further debates
in the Cabinet meeting on Thursday. RADOR
[03] Statement of the Aviation and Air Defence Chief of Staff concerning
"Cigarette 2" file
General Bucse, Chief od Staff of the Romanian Aviation and Air Defence,
said he might be questioned by the Military Attorney's Office though he did
not know when nor did he ever receive an official note on the matter. He
believes he can provide the Attorney's Office with some information
concerning the "Operation Cigarette 2", but he cannot put himself at the
Attorney's Office's disposal as there were rules one could not break.
General Bucse said he felt responsible but he did not believe he had been
broken any law. Following the request by journalists, the general said he
did not intend to resign, and only his commanders could decide if he were
expected to keep his job. RADOR
[04] Emil Hurezeanu may be the presidential spokesmam
The Romanian Presidency may hire a new spokesman: Emil Hurezeanu, the head
of the Romanian Service of RADIO DEUTSCH WELLE (DW). Mr Hurezeanu has
confirmed he was offered the job during recent private talks with Romanian
President Emil Constantinescu, but he added he could not make the final
decision yet, TVR 1 reported. RADOR <P>
[05] Protest rally of mining trade unionists
The Victoria Plaza in the southern Romanian town of Targu Jiu has hosted a
protest rally on Monday organised by the Union of Mining Trade Union
Federation of "Oltenia" belonging to the "Alfa" Cartel and County Union of
Free Trade Unions in the county of Gorj belonging to the CNSRL "Fratia".
Thousands of miners working in the mining regions of Rovinari, Motru, Jilt,
Mehedinti, Valcea and many other economic units along with retired or fired
people in the region have denounced the economic and social policy of the
government. Their declaration included 14 demands calling for an emergency
strategy to restore Romania's energy system, a new law on energy, the
designation of the Gorj county as special area, no more dismissals until
concrete alternatives were established, an efficient activity by the
National Agency for Developing Mining Areas. RADOR
[06] Romanian President Emil Constantinescu on a visit to New York
While in New York on Monday, Romanian President Emil Constantinescu met
representatives of the Romanian community mainly interested in getting back
the properties they owned before the communists came to power. The Romanian
head of state told the audience that Romanian lawyers with the Supreme
Court of Justice who were against the restoring property rights were
actually dismissed. The president has urged the American Romanians to unite
and answer the country's needs of help. RADOR
[07] Slovenian Parliament delegation on a visit to Bucharest
Delegates of the Foreign Affairs Commission in the Romanian Senate met
their Slovenian counterparts on Monday. The Deputy Chief Commissioner for
foreign affairs Senator Gheorghi Prisacaru said at the end of the meeting
the event was the first of its kind in relations between the two
parliaments. The senator representing the opposition Party of Social
Democracy in Romania (PDSR) has mentioned that bilaJeral relations between
Romania and Slovenia should be improved as no differences had emerged
between the two countries, and there was no competition concerning the two
countries' accession to NATO and the EU. The two countries could support
one another for the second round of NATO's expansion, Mr Prisecaru
concluded. The Slovenian delegates met also the leaders of parliamentary
groups in the Romanian Senate. RADOR
[08] Lord Mayor of London on a visit to Bucharest
While on a visit to Bucharest on Mondya, the Lord Mayor of London Richard
Nichols met Razvan Ungureanu, State Secretary with the Romanian Foreign
Ministry. The talks focused on new opportunities of further developing
Romanian-British cooperation. The projects include the restoration of the
Romanian port of Constantza and new transport facililities and fuel
warehouses, improvements in railway infrastructure and the "Bucharest 2000"
project aimed at restoring the ancient buildings in Bucharest. The Romanian
authorities said the visit was a significant event proving the growing
interest of British businessmen in the Romanian market. RADOR
Along with the British Ambassador to Romania, His Excellency Christopher
Donald Crabbie, the Lord Mayor of London met the acting Mayor of Bucharest
Viorel Lis. The British delegation also included Councellor Michael Oliver
and Colonel Tommy Toocker, spokesman and commander of the Guards in
Parliament. The Lord Mayor said Britain was supporting Romania in its
transition to the market economy and pointed out that the privatisation
process should go on in full transparency. The Lord Mayor has announced
that British businessmen were to attend the seminar on "Private Financing
for Investments and Infrastructure" to indentify new opportunities of
bilateral cooperation. RADOR
