[01] Romanian President Emil Constantinescu on a visit to India
"Romania is willing to develop relations with India, especially in the
commercial field", Romanian President Emil Constantinescu declared in New
Delhi after meeting Indian Prime Minister Inder Kumar Gujral. He also said
that Romania's position as a pole of stability in a dveloping market like
Central and Eastern Europe could interest both India and Romania. Romania
wants to attract Indian investments in its infrastructure and heavy
industry. The Romanian president is accompNnied by a delegation of
businessmen. Two agreements on protection and promotion of investments and
on technological and scientific cooperation were signed on Monday. The
Romanian president arrived in New Delhi from the Vietnamese capital of
Hanoi where he attended the 7-th summit of French Speaking Countries. RRI-

[02] Spanish Justice Minister on a visit to Romania
On Monday in Bucharest, Romanian Prime Minister Victor Ciorbea met Spanish
Justice Minister, Mrs. Margarita Mariscal de Gande y Miron. The Romanian
prime minister talked about opportunities of intensifying bilateral
relations and expressed his gratitude for the constant support of Spain for
Romania's NATO integration. A bilateral agreement was signed yesterday on
cooperation between the two sides in legislation, lawyers' training and

[03] Minister Alexandru Herlea on a visit to the German city of Stromberg
Romanian Minster for European Integration AlexanNru Herlea participates in
a seminar on "The Europe of Tomorrow - What Europe Do We Want?" organised
in the German city of Stromberg. His participation is part of a series of
actions promoted by Romania to tighten its relations with the EU Member

[04] Giurgiu Free Area inauguration
The Free Area of Giurgiu was inaugurated on Monday. The 153 hectares region
is offering new opportunities of rapid access to motorway, railway and
waterway infrastructure. Over 100.000 square meters of land are already
under the 50-year administration of some 30 companies. Romanian Transport
Minister Traian Basescu has participated in the event. Activities in the
region include mainly processing fields such as special steel, metal
accesories, container terminals, plastic elements, etc. RADOR, November

[05] New laws promulgated
Romanian President Emil Constantinescu has promulgated the Law on corn
reserves for domestic consumers and the Law on funds to be provided for
insuringNcrops stores of land owners or land administrators in 1997. A
presidential press communique informed that the president has also
promulgated the Law stipulating financial support for farmers affected by

[06] Oil National Company under debate
The draft law to approve the emergency Government Ordinancy stipulating the
set up of the Oil National Company (SNP) PETROM S.A. was presented to the
Permanent Bureau in the House of Deputies for approval. Already adopted by
the Romanian Senate, the ordinancy stipulates that the new company should
be set up following the Oil Autonomous Company restructuring and should
take over all the rights and obligations included in agreements already
signed with the National Agency for Mineral Resources. SNP includes some
commercial companies of oil processing such as ARPECHIM S.A. Pitesti and
PETROBRAZI as well as other 40 territorial companies such as PECO,
TRANSPECO, COMPETROL and the Romanian Oil Company. RADOR, November 18
[07] Agriculture and Food Ministry communique
The Romanian Agriculture and Food Ministry (MAA) informed that the deadline
allowing farmers to take their coupons will be delayed by November 28.
Though the coupons were already distributed to post offices in the counties,
their distribution has been delayed especially in the counties of Arges,
Gorj, Vrancea and Calarasi. In order to prevent any deficiencies,
commercial banks will provide the equivalent in lei by December 10.
According to MAA, the delay in some counties is due to the mayors who tried
to distribute the coupons on condition of other financial obligations.

[08] Dacia Felix Bank almost restructured
Creditors of Dacia Felix Bank met in the County Court of Cluj on Monday.
The meeting was aimed at presenting the restructuring plan as drawn up by
the National Bank of Romania (BNR), the State Ownership Found (FPS) and the
CEC. The court decision will be announced on November 24. RADOR, November

Weather in Romania is getting colder in most of the country. Snow and
rainfalls are forecast in some regions. Temperatures will range from -2
