THE PARLIAMENT IS THE ONLY INSTITUTION DIRECTLY ELECTED BY THE PEOPLE OF THE EUROPEAN UNION. IT VOTES THURSDAY MORNING ON THE TWO MOTIONS TO DISMISS THE COMMISSION WHICH IS THE UNION'S EXECUTIVE BODY. THIS FOLLOWS THE PARLIAMENT'S VOTE LAST MONTH TO REJECT THE COMMISSION'S 1996 BUDGET AMID ALLEGATIONS OF FRAUD. WHILE THE DEBATE IS AN EMBARRASSMENT FOR THE COMMISSION IN A PARLIAMENT THAT FACES A NEW ELECTION IN JUNE, THERE IS LITTLE DANGER THE 20 MEMBER GROUP WILL BE DISMISSED.
