    INTRO: AS THIS WEEKEND'S ELECTIONS APPROACH IN BOSNIA, MANY REFUGEES WONDER WHETHER THEY'LL BE ALLOWED TO RETURN HOME TO LIVE, LET ALONE VOTE. IN PLACES LIKE THE VILLAGE OF AHMICI, THIS QUESTION IS NOT AN ABSTRACT CONCEPT. IT'S BEEN FIVE YEARS SINCE EVERY MUSLIM HOME IN THIS SMALL VILLAGE IN CENTRAL BOSNIA'S LASVA VALLEY WAS DESTROYED AND MORE THAN 100 MUSLIMS WERE KILLED. SIX BOSNIAN CROATS ARE NOW ON TRIAL IN THE HAGUE ACCUSED OF THOSE CRIMES. IN AHMICI, MUSLIMS ARE NOW BEGINNING TO RETURN. REPORTER LAUREN COMITEAU, WHO HAS BEEN FOLLOWING THE WAR CRIMES TRIBUNAL, HAS JUST VISITED AHMICI TO LEARN WHAT DIFFERENCE, IF ANY, THE TRIBUNAL'S HEARINGS MAKE.

    TEXT: //AMBIENT SOUNDS OF CONSTRUCTION WORK IN AHMICI -- CROSS-FADE WITH NEXT AMBIANCE//

    ... CONSTRUCTION IN THE VILLAGE OF AHMICI. SINCE MAY, 50 MUSLIM FAMILIES HAVE MOVED BACK. A TOPPLED MINARET LIES NEAR THE VILLAGE'S ENTRANCE AND BURNED-OUT HOMES LITTER NEIGHBORING HILLS. JUNUZ BERBIC CAMPS OUTSIDE THE RUINS OF HIS FORMER HOUSE, WAITING FOR IT TO BE REBUILT.

    //CUT: JUNUZ IN SERBO-CROATIAN; ESTABLISH BRIEFLY, THEN FADE AND LOSE//

    WE HAVE TO COME BACK, HE SAYS. I WAS GIVEN AN APARTMENT IN ANOTHER TOWN. BUT I PREFER TO LIVE HERE, EVEN LIKE THIS. THIS IS MY HOME.

    //COURTROOM AMBIENT SOUND; IN FULL ... ///

    CASE NUMBER I-T 9516 -T ...THE PROSECUTOR VERSUS ZORAN KUPRESKIC ...

    ///FADE AFTER HERE AND GRADUALLY LOSE//

    HUNDREDS OF KILOMETERS AWAY AT THE YUGOSLAV WAR CRIMES TRIBUNAL IN THE HAGUE, PROSECUTORS ARE TRYING TO PROVE THAT ON APRIL 16, 1993, CROATS ATTACKED THEIR MUSLIM NEIGHBORS, FORCING EVERY ONE OUT OF THE VILLAGE AND KILLING OVER 100. VLATKO KUPRESKIC IS ONE OF THE SIX MEN BEING HELD. WHILE HE IS ON TRIAL IN THE HAGUE, HIS WIFE LJUBICA IS IN AHMICI. SHE RUNS THE FAMILY'S CONVENIENCE STORE AND TAKES CARE OF THE HOUSE.

    //OPT// //

    AMBIANCE: LJUBICA IN HOUSE...BRING-UP...CROSS-FADE WITH NEXT ACT//

    PREPARING COFFEE IN HER LARGE, WELL-KEPT HOME, LJUBICA KUPRESKIC DOESN'T WANT TO TALK ABOUT THAT DAY IN APRIL 1993. //END OPT//

    //AMBIANCE: SOUND OF LJUBICA IN SERBO-CROATIAN...ESTABLISH BRIEFLY, THEN FADE UNDER AND HOLD //

    ALL SHE'LL SAY IS THAT HER HUSBAND WAS WITH HER AND THEIR TWO CHILDREN WHEN THEY FLED BEFORE THE ATTACK -- NOT ON THEIR PORCH SHOOTING AT FLEEING MUSLIMS, AS PROSECUTORS CHARGE. //OPT// LJUBICA SAYS HER HUSBAND WAS NOT A SOLDIER BUT A SUCCESSFUL BUSINESSMAN. MAYBE IT'S THAT SUCCESS, SHE MUSES, THAT MADE THEIR MUSLIM NEIGHBORS FALSELY ACCUSE HIM IN THE FIRST PLACE. THAT, AND THE HOUSE SHE STILL LIVES IN. //END OPT//

    //TAPE: BRING UP LJUBICA IN FULL, THEN UNDER NARRATION AND GRADUALLY LOSE//

    LJUBICA KUPRESKIC SAYS THE HOUSE WAS USED BY THE ARMY WITHOUT THEIR PERMISSION. "ALL OUR MUSLIM NEIGHBORS MENTIONED THE HOUSE AND NOT MY HUSBAND VLATKO," SHE SAYS. "MAYBE THEY SHOULD BRING THE HOUSE TO THE HAGUE TO BE JUDGED INSTEAD OF MY HUSBAND."

    //OPT// //

    AMBIENT SOUND -- CHICKENS IN A YARD..CROSS-FADE WITH NEXT ACT//

    SITTING IN THEIR YARD, LJUBICA'S CROAT NEIGHBORS SHARE HER VIEWS.

    //TAPE: CROAT NEIGHBORS...ESTABLISH BRIEFLY...FADE//

    THEY SAY VLATKO KUPRESKIC AND HIS TWO COUSINS ON TRIAL WITH HIM ARE INNOCENT, THAT A MUSLIM NEIGHBOR FALSELY ACCUSED THE KUPRESKIC FAMILY TO A TRIBUNAL ALREADY BIASED AGAINST CROATS. THE MAN THEY BLAME IS SAKIB AHMIC. //END OPT//

    // AHMIC ACT SERBO-CROAT; ESTABLISH, THEN UNDER AND LOSE//

    OUTSIDE HIS APARTMENT IN A NEARBY TOWN, SAKIB AHMIC DOESN'T WANT TALK ABOUT HIS TRAGEDY. HE WATCHED AS HIS ENTIRE FAMILY WAS KILLED DURING THE BOSNIAN CONFLICT //OPT// -- HIS SON AND DAUGHTER-IN-LAW AND THEIR TWO YOUNG CHILDREN. AHMIC MANAGED TO ESCAPE THE HOUSE, BUT WAS BADLY BURNED. "I THINK ABOUT IT EVERY DAY WHEN I WAKE UP AND EVERY NIGHT WHEN I GO TO SLEEP," HE SAYS. "I DON'T WANT TO AWAKE MY MEMORIES NOW."

    //SECOND AHMIC ACT -- TESTIFYING IN SERBO-CROAT; IN FULL TO ESTABLISH, THEN UNDER AND LOSE// //END OPT//

    BUT SAKIB AHMIC DID TELL HIS STORY TO TRIBUNAL JUDGES RECENTLY IN THE HAGUE (EDS: LAST WEEK). ALTHOUGH HE HAS ALSO TESTIFIED IN AN EARLIER TRIAL, HE SEEMS ALMOST INDIFFERENT TO THE TRIBUNAL. "IT'S NOT GOOD OR BAD," HE SAYS. "PEOPLE MUST ANSWER FOR WHAT THEY DID. BUT EVEN A GUILTY VERDICT WON'T EASE MY SUFFERING," HE SAYS. "MY FAMILY WILL NOT COME BACK."

    YET SAKIB AHMIC WANTS TO GO BACK HOME TO AHMICI.

    //OPT// //

    AMBIENT SOUND OF DRILLING -- CLEAN OPEN IN FULL, UNDER AND LOSE//

    IN THE CENTRAL BOSNIAN VILLAGE, WORK CONTINUES ON REBUILDING THE HOMES OF RETURNING MUSLIMS. JUNUZ BERBIC SAYS THEY EXPECT JUSTICE FROM THE TRIBUNAL, EVEN THOUGH NO PUNISHMENT COULD EVER FIT THE CRIMES. AND HE'S NOT CONVINCED THAT ANY CONVICTIONS WILL HELP GET CROATS AND MUSLIMS LIVING TOGETHER AGAIN IN AHMICI, WHERE THE DAY BEFORE THAT FATEFUL ATTACK FIVE YEARS AGO, ACCUSED KILLER VLATKO KUPRESKIC INVITED HIM FOR COFFEE.

    //BERBIC ACT -- ESTABLISH IN SERBO-CROATIAN, THEN TO ENGLISH TRANSLATION///

    IT SHOULD BE A STEP. BUT IT'S REALLY A SMALL STEP -- OKAY, IT'S SOME SORT OF STEP IN THAT DIRECTION. BUT IF THEY SENTENCE HIM TO FIVE YEARS LIKE THEY DID WITH ERDEMOVIC, THEN THERE'S NO JUSTICE. IT'S ORDINARY FARCE. (BRING UP TRANSLATION AFTER SECOND LAUGH)

    /// END ACT ///

    MR. BERBIC IS REFERRING TO THE FIVE-YEAR SENTENCE HANDED DOWN THIS PAST MARCH AGAINST A BOSNIAN CROAT NAMED DRAZEN ERDEMOVIC WHO ADMITTED KILLING UP TO 100 MUSLIMS. //END OPT//

    THE TRIBUNAL'S CHIEF PROSECUTOR, LOUISE ARBOUR, SAYS SHE UNDERSTANDS THE FRUSTRATION, BUT SENTENCING IS A COMPLICATED LEGAL MATTER. WHILE IT WILL TAKE TIME, MS. ARBOUR SEES THE TRIBUNAL AS A LONG-TERM INVESTMENT.

    ///ARBOUR ACT///

    WE'RE PART OF THAT EFFORT, BUT WE'RE NOT IT. BUT IT WILL HELP. BECAUSE WHETHER THESE PEOPLE WILL LIVE TOGETHER IS ONE THING. WHETHER THEY WILL LIVE TOGETHER PEACEFULLY IS ANOTHER. AND TO EXTENT THAT THEY MAY BE MADE TO LIVE TOGETHER, IF WE CAN REMOVE SOME OF THE WORSE CRIMINAL ELEMENTS AMONG THEM, I THINK THEY'LL LIVE TOGETHER A LITTLE MORE PEACEFULLY THAN THEY WOULD HAVE WITHOUT OUR INTERVENTIONS.

    /// END ACT ///

    //AMBIENT SOUND -- WORKERS AT LUNCH; IN FULL TO ESTABLISH, AND UNDER//

    BUT TO THOSE MUSLIMS REBUILDING THEIR HOMES BACK IN CENTRAL BOSNIA, THE LEGAL-SPEAK IN THE HAGUE HAS LITTLE RELEVANCE FOR EVERYDAY LIFE. JUNEZ BERBIC AGREES THAT GETTING THE MEN OFF THE STREET WHOM HE HOLDS RESPONSIBLE FOR AHMICI'S CRIME IS CRUCIAL FOR ANY KIND OF RECONCILIATION. BUT EVEN IF HIS FORMER NEIGHBORS GET LIFE PRISON SENTENCES, MR. BERBIC SAYS NOTHING WILL EVER BE THE SAME.

    //SECOND BERBIC ACT IN SERBO-CROATIAN; ESTABLISH AND FADE //

    "I WILL NEVER DRINK A CUP OF COFFEE IN THEIR HOMES. THEY WILL NEVER EAT BREAD OR COOKIES IN MINE. WE'LL HAVE NO CHOICE BUT TO SAY HELLO, BUT WE'LL NEVER BE NEIGHBORS," HE SAYS. "WE WILL BE STRANGERS." (SIGNED)

    [02] KOSOVO / DISARM (L ONLY) BY PHILIP SMUCKER (ZUR, YUGOSLAVIA)

    DATE=9/9/98
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-238336
    CONTENT=
    VOICED AT:

    INTRO: ETHNIC-ALBANIAN VILLAGERS IN KOSOVO SAY A SERB DISARMAMENT CAMPAIGN IS LEAVING THEM WITH A TOUGH CHOICE -- THEY MUST SURRENDER THEIR GUNS OR SERB SECURITY FORCES WILL DESTROY THEIR VILLAGES. PHILIP SMUCKER REPORTS FROM ZUR ON THE BORDER BETWEEN YUGOSLAVIA AND ALBANIA.

    TEXT: SERB SECURITY FORCES ARE PRESSING A DISARMAMENT CAMPAIGN ACROSS KOSOVO. ETHNIC-ALBANIAN VILLAGERS WHO HAVE TAKEN UP ARMS AGAINST THE GOVERNMENT SAY THEY ARE LEFT WITH A STARK CHOICE -- THEY MUST SURRENDER THEIR WEAPONS OR EXPECT THE DESTRUCTION OF THEIR VILLAGE.

    THE SERBIAN CAMPAIGN HAS ALREADY LEFT SCORES OF PEOPLE DEAD, THOUSANDS OF ETHNIC ALBANIANS ON THE RUN, AND DOZENS OF VILLAGES DESTROYED.

    SOME ALBANIAN VILLAGERS ARE NOW HELPING THE SERBIAN GOVERNMENT IN THE DISARMAMENT CAMPAIGN. ONE VILLAGER, RESAT GARAZAJ, EXPLAINED HOW HE HELPED THE PEOPLE OF ZUR SURRENDER HUNDREDS OF WEAPONS.

    /// RESAT GARAZAJ ACT ///

    THEY COME IN WITH THE SPEAKERS, OVER THE HIGHWAY OVER THERE, THEY SAY TOMORROW MORNING SAY THREE O'CLOCK, BRING THE GUNS, WHO GOT THE GUNS. AFTER THAT, WE MAKE THE MEETING IN THE VILLAGE. WE ARE SEVEN. TALK TO THESE PEOPLE. AFTER 12 O'CLOCK MIDNIGHT BRING (THE GUNS) IN THIS PLACE, THIS PLACE WHO GOT THE GUNS, BRING THE GUNS. IN THE MORNING, WE CALL THE POLICE COME PICK UP THE GUNS.

    /// END ACT ///

    THE VILLAGERS IN ZUR TURNED IN THEIR WEAPONS SECRETLY TO A DEPOT IN THE CENTER OF TOWN. BUT SERB SECURITY FORCES STILL HAVE NOT COME TO SEARCH THE VILLAGERS' HOMES.

    BUT ZUR IS SURROUNDED BY DESTRUCTION. IN ONE NEIGHBORING VILLAGE, RESIDENTS SAY SERBIAN FORCES CARRIED OUT A RITUAL OF BOMBARDMENT, LOOTING, AND BURNING.

    ETHNIC-ALBANIAN VILLAGERS POINT TO SEVEN NEW GRAVES. THEY SAY MOST OF THE DEAD ARE ELDERLY PERSONS UNABLE TO FLEE THE FIGHTING.

    TRACTORS CAN BE SEEN HAULING AWAY SALVAGED BICYCLE FRAMES, WARPED SATELLITE DISHES, AND METAL BED FRAMES. VILLAGERS SAY THEIR CATTLE WERE HERDED INTO A NEARBY RAVINE AND SHOT DEAD.

    MANY OF THE VILLAGE'S YOUNG MEN HAVE FLED, OTHERS SAY THEY WILL STAY AND TRY TO FIGHT. (SIGNED)

    [03] KOSOVO AID (L) BY KEN SCHWARTZ (WASHINGTON)

    CONTENT=
    VOICED AT:

    INTRO: AS FIGHTING BETWEEN ETHNIC ALBANIAN SEPARATISTS AND SERBIAN FORCES CONTINUES IN KOSOVO, THE REFUGEE CRISIS IN THE YUGOSLAV PROVINCE GROWS. V-O-A CORRESPONDENT KEN SCHWARTZ REPORTS ON THE CLINTON ADMINISTRATION'S RESPONSE TO WHAT IT CALLS A POTENTIAL HUMANITARIAN CATASTROPHE.

    TEXT: AT A NEWS BRIEFING IN WASHINGTON, U-S ASSISTANT SECRETARY OF STATE FOR POPULATION, REFUGEES, AND MIGRATION, JULIA TAFT, SAID SHE SAW THE BEGINNINGS OF THAT CATASTROPHE DURING A RECENT VISIT TO KOSOVO.

    /// TAFT ACT ///

    WHAT I DID SEE WAS ALMOST AN EERIE LANDSCAPE, TRAVELLING FOR HOURS OUTSIDE THE CAPITAL CITY WHERE THERE WERE VIRTUALLY NO LIVING HUMAN BEINGS.

    IN LOOKING FOR ALBANIAN SEPARATIST FIGHTERS, SERBIAN FORCES HAVE DRIVEN ABOUT 100-THOUSAND REFUGEES OUT OF THEIR VILLAGES AND INTO THE MOUNTAINS, NEIGHBORING COUNTRIES, OR REFUGEE CAMPS.

    MRS. TAFT SAYS A TOP PRIORITY IS FOR THE SEPARATISTS AND SERBIAN FORCES TO STOP FIGHTING.

    /// TAFT ACT ///

    WITHOUT A CEASE-FIRE, WITHOUT A PULL-BACK OF THIS INTRUSIVE FIGHTING, THERE WILL BE 100 TO 200-THOUSAND CASUALTIES LOOMING IN THE NEXT MONTH AHEAD.

    MRS. TAFT SAYS THE UNITED STATES IS FUNDING A VARIETY OF NON-GOVERNMENTAL ORGANIZATIONS WORKING TO GET FOOD TO THE REFUGEES IN KOSOVO. THE WHITE HOUSE HAS ANNOUNCED ANOTHER 20-MILLION DOLLARS FOR FOOD AND SHELTER FOR KOSOVO.

    MRS. TAFT SAYS SERBIAN AUTHORITIES MUST TAKE FULL RESPONSIBILITY FOR GETTING THIS AID TO REFUGEES, BY LIFTING CHECKPOINTS THAT IMPEDE AID WORKERS AND LETTING ENOUGH FOOD TO GET THROUGH SO STORES AND MARKETS CAN RESTOCK THEIR SHELVES.

    BUT SHE SAID WITHOUT AN END TO SERB AGGRESSION AGAINST VILLAGES, NO AMOUNT OF MONEY CAN AVERT A CALAMITY IN KOSOVO. (SIGNED)

    [04] KOSOVO / CHILDREN (L ONLY) BY LISA SCHLEIN (GENEVA)

    DATE=9/9/98
    TYPE=CORRESPONDENT REPORT

    VOICED AT:

    INTRO: A UNITED NATIONS OFFICIAL THURSDAY IS GOING TO THE KOSOVO PROVINCE, IN YUGOSLAVIA'S SERBIAN REPUBLIC, TO INVESTIGATE THE PLIGHT OF CHILDREN VICTIMIZED BY THE WAR. LISA SCHLEIN IN GENEVA REPORTS THE U-N'S SPECIAL REPRESENTATIVE FOR CHILDREN AND ARMED CONFLICT SAYS HE IS DISTURBED BY REPORTS THAT CHILDREN IN KOSOVO ARE BEING SUBJECTED TO HUMAN RIGHTS ABUSES.

    TEXT: THE U-N'S SPECIAL REPRESENTATIVE, OLARA OTUNNU, SAYS HE IS GOING TO KOSOVO BECAUSE IT IS AN AREA WHERE VIOLENCE AND BLOODSHED ARE HAVING A TERRIBLE IMPACT ON CHILDREN.

    /// OTUNNU ACT ///

    THERE IS CERTAINLY EVIDENCE THAT THE SITUATION HAS BEEN GETTING MORE DIFFICULT AND THAT THE MAGNITUDE OF SUFFERING AFFECTING CHILDREN AND WOMEN HAS BEEN INCREASING. SO, I'M VERY INTERESTED TO GO AND EXAMINE FIRST HAND THAT SITUATION.

    /// END ACT ///

    DURING HIS FOUR-DAY VISIT, THE U-N REPRESENTATIVE WILL MEET IN BELGRADE WITH YUGOSLAV GOVERNMENT OFFICIALS AND WILL VISIT KOSOVO AND THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA. HE SAYS HE HOPES TO BE ABLE TO HELP CHILDREN IN KOSOVO BY PUBLICIZING THEIR PLIGHT AND PUTTING PRESSURE ON THE AUTHORITIES TO PROTECT CHILDREN FROM ABUSE.

    MR. OTUNNU SAYS HE HAS NOT SEEN MUCH EVIDENCE OF CHILDREN BEING RECRUITED AS SOLDIERS IN KOSOVO. BUT HE SAYS THIS IS ONE OF THE ISSUES HE WILL INVESTIGATE WHEN HE IS IN THE AREA.

    THE U-N OFFICIAL SAYS THAT WORLDWIDE, THE NUMBER OF CHILD SOLDIERS IS RISING AND NOW STANDS AT AROUND 300-THOUSAND.

    /// 2ND OTUNNU ACT ///

    THIS WOULD BE AN UPDATE FROM A QUARTER OF A MILLION, MAYBE ABOUT THREE YEARS AGO. SO, UNFORTUNATELY, THE SITUATION IN WHICH THE NUMBERS ARE RISING IN PART BECAUSE THE THEATERS OF CONFLICT IN WHICH CHILDREN ARE BEING USED INCREASINGLY ARE ALSO GOING UP.

    /// END ACT ///

    THE UNITED NATIONS ESTIMATES ABOUT 12-MILLION CHILDREN HAVE BECOME REFUGEES OR INTERNALLY DISPLACED AS A RESULT OF CURRENT CONFLICTS IN ABOUT 50 COUNTRIES.. HE SAYS MILLIONS MORE HAVE BEEN KILLED, INJURED, OR ORPHANED. (SIGNED)
