INDEPENDENT OBSERVERS HOWEVER SAY THE BOYCOTT WAS MORE LIKELY DECLARED IN RESPONSE TO LIKELY LOST OF CONTROL OF THE KEY CITY OF MOSTAR. WHATEVER THE REASON WESTERN POWERS CONDEMNED THE ACTION SAYING THE BOSNIAN CROATS WERE OBSTRUCTING THE PEACE PROCESS BY REFUSING TO PARTICIPATE. ELECTION OFFICIALS ARE TRYING TO PRESUADE THE CROATS PARTY KNOW AS THE HDZ TO CALL OFF THEIR BOYCOTT, BUT FOR NOW MANY BOSNIAN CROATS ARE EXPECTED TO STAY HOME. AMONG THOSE SUPPORTING THE BOYCOTT IS THE MAYOR OF THE CENTRAL BOSNIAN TOWN OF JAJCE. JAJCE WAS IN THE NEWS LAST MONTH WHEN MUSLIM REFUGEES TRIED TO RETURN HOME AND WERE DRIVEN BACK BY ANGRY RESIDENTS. THE TOWN WAS IN THE NEWS AGAIN THIS WEEK WHEN THE UNITED NATIONS' REPORT CONDEMNED LOCAL POLICE FOR FAILING TO INTERVEN TO STOP LAST MONTH'S VIOLENCE. IN HIS WOOD PANEL OFFICE JAJCE MAYOR IVO SARAF EXPLAINED THAT EVENTHOUGH MOST RESIDENTS OF THE MUNICIPALITY ARE CROATS, THE MAJORITY OF REGISTERED VOTERS ARE MUSLIMS. THIS IS A RESULT OF ELECTION RULES THAT ALLOW BOSNIANS TO REGISTER EITHER WHERE THEY ACTUALY RESIGNED, WHERE THEY USED TO LIVE IF THEY WERE DISPLACED BY THE WAR OR EVEN WHERE THEY PLAN TO LIVE IN THE FUTURE. THE LATEST CHANGE STIPULATES THAT ONLY PERSONS WHO HAVE BEEN "OFFICIALLY" INDICTED FOR WAR CRIMES BY AN INTERNATIONAL TRIBUNAL IN THE HAGUE NEED WORRY ABOUT BEING ARRESTED, IF THEY TURN OUT TO VOTE. THE WORD "OFFICIALLY" WAS INSERTED TO REASSURE ANYONE WHO FEARED HIS OR HER NAME MIGHT BE ON A SECRET, OR SEALED, INDICTMENT. OTHER OFFICIALS IN BANJA LUKA ALSO EXPRESSED OPTIMISM THAT A
CRISIS HAD BEEN AVERTED AND SAID THEY EXPECT THE ELECTIONS TO GO

BOSNIA SAID THE BEST EVIDENCE OF THIS WAS THAT SEVERAL POLITICAL
