EARLIER, PRIME MINISTER FINO THREATENED TO RESIGN. HIS SPOKESMAN SAID HE HAS WITHDRAWN THAT THREAT AFTER ITALIAN, U-S, AND OTHER WESTERN DIPLOMATS URGED HIM TO STAY ON. AT ISSUE IS THE DEEP MISTRUST THAT SEPARATES THE DEMOCRATIC PARTY OF PRESIDENT SALI BERISHA FROM THE SOCIALISTS AND OTHER POLITICAL GROUPINGS.
