TEXT: YESTERDAY, PRESIDENT CLINTON LED MEMORIAL SERVICES FOR THE 19 U-S AIR FORCE PERSONNEL KILLED BY THE BOMBING IN DHAHRAN, SAUDI ARABIA. MR. CLINTON TOLD THEIR FAMILIES THAT "AMERICA STANDS WITH YOU IN SORROW AND IN YOUR OUTRAGE." IN ITS LEAD EDITORIAL, MONDAY, THE USA TODAY NEWSPAPER SAYS THAT ONE LESSON LEARNED IS: "DON'T IGNORE THE OBVIOUS." VOICE: "DEFENSE SECRETARY WILLIAM PERRY, IN T-V INTERVIEWS FROM A SHIP IN THE MEDITERRANEAN, SAID SUNDAY THE TERRORIST ATTACK...IS LIKE OTHER TRAGEDIES: IN RETROSPECT, THINGS COULD HAVE BEEN DONE DIFFERENTLY. PERRY'S RIGHT UP TO A POINT. BUT WHAT SEPARATES THIS TRAGEDY FROM OTHERS IS THAT U-S MILITARY COMMANDERS KNEW ABOUT THE THREAT AND DEVISED WAYS TO REDUCE DANGER TO THEIR TROOPS, THEN FAILED ON THE FOLLOW-THROUGH... VOICE: "THERE WILL BE MORE SUCH ATTACKS. EACH MUST BE EXPECTED TO DEEPEN AMERICA'S ENGAGEMENT IN SAUDI ARABIA. [OPT] EACH ENLARGEMENT OF THE AMERICAN PRESENCE, THERE AND IN NEIGHBORING STATES, WILL MAKE MATTERS WORSE. F-B-I AGENTS ARE NOW IN SAUDI ARABIA TO INVESTIGATE THE BOMBING. BOUTROS-GHALI HAS BEEN PAYING ATTENTION TO U.S. POLITICS THE PAST THREE YEARS, HE'S KNOW THAT THIS CANDIDATE WOULD SEPARATE HIMSELF FROM ANYONE OR THING RESEMBLING A RE-ELECTION LIABILITY, NO MATTER WHAT." [END OPT] TEXT: NEGOTIATIONS IN GENEVA, SWITZERLAND, TO COME UP WITH A TREATY TO EXTEND THE NUCLEAR TEST BAN TO INCLUDE UNDERGROUND TESTING WERE RECESSED LAST WEEK FOR GOVERNMENTS TO REASSESS THEIR POSITIONS. BUT NOW IT HAS BECOME AN OBSTACLE TO A TREATY, SHIELDING ITS PURPOSES BEHIND A NEW CALL FOR GLOBAL NUCLEAR DISARMAMENT FIRST. THIS PROPOSAL IS A NONSTARTER. ANYWAY, IF THAT IS TRULY INDIA'S PURPOSE, IT IS ONE BEST SERVED BY THE PROMPT CONCLUSION OF AN ENFORCEABLE TEST BAN." IN FRUSTRATION, THE HOUSE HAS VOTED UNANIMOUSLY TO IMPOSE PENALTIES ON FOREIGN COMPANIES THAT INVEST IN IRAN'S OIL INDUSTRY OR SEE SENSITIVE GOODS TO LIBYA, ANOTHER TARGET OF AMERICAN SANCTIONS. THE SENATE IS EXPECTED TO ENDORSE THE MEASURE AS WELL, AND PRESIDENT CLINTON SAYS HE WILL SIGN IT. [OPT] FOREIGN COMPANIES THAT VIOLATE THE LAW WOULD BE PROHIBITED FROM DRAWING LOANS FROM PRIVATE AMERICAN BANKS AND LOSE ELIGIBILITY FOR UNITED STATES GOVERNMENT CREDITS AND LOAN GUARANTEES... [END OPT] TODAY'S TRADING PATTERNS INVOLVE MANY COUNTRIES AND TO BE MOST EFFECTIVE, ECONOMIC SANCTIONS NEED TO BE APPLIED INTERNATIONALLY. WHEN VOA' PAMELA TAYLOR VISITED MOSTAR, SHE FOUND A SHATTERED CITY STRUGGLING TO REBUILD, IF NOT TO RE-UNITE: TEXT: TODAY MUCH OF THE OLD PART OF MOSTAR -- WHICH STRADDLES BOTH SIDES OF THE RUSHING NERETVA RIVER -- LOOKS MORE LIKE A BLACK AND WHITE PHOTOGRAPH FROM WORLD WAR TWO THAN THE COLORFUL BALKAN TOWN BELOVED BY POETS AND TRAVELLERS FOR HUNDREDS OF YEARS. THE MINARETS THAT ONCE DOMINATED THE SKYLINE HAVE ALL BUT DISAPPEARED, ALONG WITH THE PICTURESQUE ORIENTAL BAZAAR AND RIVERFRONT CAFES. MOSTAR'S MOST CELEBRATED LANDMARK, A GRACEFULLY ARCHED STONE BRIDGE, BUILT BY THE OTTOMAN TURKS IN 1566, NOW LIES AT THE BOTTOM OF THE NERETVA RIVER. BUILT TO LINK ORIENTAL ISLAM AND WESTERN CHRISTIANITY, THE 'STARI MOST' -- MEANING OLD BRIDGE -- WAS TARGETED DURING THE WAR BY SERB AND CROAT NATIONALISTS WHO VIEWED IT AS A SYMBOL OF TURKISH RULE. BUT TO THE REST OF THE WORLD THE BRIDGE'S DESTRUCTION WAS ONE OF THE MORE GRAPHIC SYMBOLS OF THE DISMEMBERMENT OF BOSNIA'S ONCE-FAMOUS MULTI-CULTURALISM. IN ITS PLACE, AN UGLY, SUSPENSION LINK BRIDGES THE CHASM. HOWEVER, ONLY WOMEN, CHILDREN AND FOREIGNERS MAY CROSS THE BRIDGES FREELY. MUSLIM MEN BETWEEN THE AGES OF 16 AND 60 MUST HAVE SPECIAL PERMISSION. AND WITHOUT SPECIAL PERMISSION, MUSLIMS CANNOT RECEIVE MEDICAL ATTENTION AT HOSPITALS ON THE WEST SIDE. NEITHER MAY SCHOOL CHILDREN FROM MUSLIM EAST MOSTAR ATTEND SCHOOL IN THE CROAT WESTERN PART OF THE CITY, AS THEY DID BEFORE THE WAR. BUT SOME POCKETS OF RESISTANCE TO THIS ETHNIC PARTITION REMAIN. MARINA CVJETANOVIC IS IN CHARGE OF FOUR KINDERGARTENS IN CROAT WEST MOSTAR; A FORMER COLLEAGUE AND FRIEND IS IN CHARGE OF FOUR OTHERS ON THE MUSLIM SIDE. THEY ARE PART OF ANOTHER E-U-ADMINISTERED PROJECT CALLED 'MLADI MOST', OR 'YOUNG BRIDGE', AN ATTEMPT TO REUNITE PEOPLE AT THE PRE-SCHOOL LEVEL OF EDUCATION. SPEAKING THROUGH AN INTERPRETER, MS. CVJETANOVIC SAYS REBUILDING SCHOOLS BECAME A TOP PRIORITY ONCE THE FIGHTING STOPPED: TAPE: CUT # 2 CVJETANOVIC/INTERPRETER "(SERBO-CROATIAN) DURING THE WAR ALL PRE-SCHOOLS ON BOTH SIDES OF MOSTAR HAD STOPPED WORKING. WHEN THE FIGHTING WOUND DOWN, THE E-U PUT A TOP PRIORITY ON REBUILDING SCHOOLS AND KINDERGARTENS. PRE-WAR MOSTAR HAD 11 KINDERGARTENS; ITS JUST A MATTER OF COINCIDENCE THAT FIVE ARE HERE AND SIX OR SEVEN ARE THERE, BUT THAT'S NOT IMPORTANT SO I DON'T WANT TO TALK ABOUT MOSTAR AS A DIVIDED CITY. IT'S A CITY THAT HAS TWO PARTS BUT THEY STILL KIND OF WORK -- WITH THESE CHILDREN -- TOGETHER." BEFORE THIS WAR, MOSTAR WAS 35 PERCENT MUSLIM, 34 PERCENT CROAT AND 19 PERCENT SERB. TODAY THE CITY IS ROUGHLY DIVIDED BETWEEN CROATS AND MUSLIMS, MOST OF THEM NEWCOMERS. MOST OF THE SERBS HAVE FLED TO SERB-HELD LANDS. MUSLIMS FLEEING THE ETHNIC CLEANSING CAMPAIGNS IN EASTERN BOSNIA BEGAN FLOODING INTO MOSTAR, CAUSING THE CROAT POPULATION TO PANIC AT THE PROSPECT OF COMING UNDER MUSLIM DOMINATION. SO THEY TURNED ON THEIR FORMER MUSLIM ALLIES IN AN ETHNIC CLEANSING CAMPAIGN OF THEIR OWN WHICH INCLUDED BURNING AND DYNAMITING SERB AS WELL AS MUSLIM HOMES. [END OPT] TODAY, DIPLOMATS AND AID WORKERS SAY, MOSTAR IS RUN BY FORMER CROAT FIGHTERS FROM THE MOUNTAINS OF HERZEG-BOSNIA WHO ARE DETERMINED TO PRESERVE THEIR OWN CROAT STATELET, DESPITE THE DAYTON ACCORD WHICH CALLS FOR A UNITED BOSNIA-HERZEGOVINA. MANY INTERNATIONAL OBSERVERS SAY THE WELL-MEANING
EFFORTS OF THE EUROPEAN UNION TO RE-UNITE THE CITY HAVE
LARGELY FAILED. IN ITS PLACE IS A CITY DESCRIBED BY
RECENT VISITORS AS DIVIDED BETWEEN A EUROPEAN-MUSLIM
GHETTO ON THE EAST SIDE AND A BALKAN VERSION OF LAWLESS

THE STATE DEPARTMENT SAYS JULY FIRST WAS NOT THE AMERICAN DEADLINE FOR RADOVAN KARADZIC, ONE OF THE MAIN SUSPECTS, TO STEP DOWN FROM POWER. THAT WAS THE DEADLINE OF INTERNATIONAL MEDIATOR CARL BILDT. SPOKESMAN NICHOLAS BURNS SAYS THE UNITED STATES IS WILLING TO WAIT TO SEE IF SERBIA TAKES STRONGER ACTION TO REMOVE THE BOSNIAN SERB LEADER'S AUTHORITY BEFORE ECONOMIC SANCTIONS ARE RENEWED. ///BURNS ACT///THE RE-IMPOSITION OF SANCTIONS IS A DISTINCT POSSIBILITY AT ANY TIME SHOULD WE DECIDE THAT THAT IS THE PROPER AND BEST COURSE OF ACTION.
