TEXT: ACCORDING TO NEWS REPORTS, A SENIOR CHINESE OFFICIAL SAID THAT "CHINA HAD DECIDED TO TEST-FIRE SURFACE-TO-SURFACE BALLISTIC MISSILES BEGINNING ON FRIDAY, NEAR THE NORTHERN HARBOR OF KEELUNG AND OFF THE SOUTHERN HARBOR OF KAOHSIUNG, TO CURB WHAT IT SAW AS CONTINUING TAIWAN EFFORTS TOWARD INDEPENDENCE. INDEED, WHEN THE STATE DEPARTMENT SPOKE WEDNESDAY, 24 HOURS AFTER THE RESOLUTION WAS INTRODUCED, THE TENOR WAS MORE GUARDED. SPOKESMAN NICHOLAS BURNS SAID IN COMMENTING ON CHINA'S PENDING MISSILE TESTS IN WATERS OFF TAIWAN: 'WE BELIEVE PLANS FOR THESE MISSILE TESTS ARE IRRESPONSIBLE, AND WE HAVE INFORMED THE CHINESE GOVERNMENT THERE WILL BE CONSEQUENCES SHOULD THESE TESTS GO WRONG'. IN TWO WEEKS TAIWAN WILL CONDUCT ITS FIRST DIRECT PRESIDENTIAL ELECTION, AND BEIJING IS CLEARLY SHOWING ITS DISPLEASURE WITH AN INDEPENDENCE MOVEMENT ON THE ISLAND. WASHINGTON'S ONE-CHINA POLICY HAS PROVED TO BE A RELIABLE IF TRICKY DEFENSE OF AMERICAN INTERESTS IN CHINESE QUESTIONS AND IN EAST ASIA GENERALLY. THE HOUSE REPUBLICAN RESOLUTION TAKES AIM AT THIS POLICY OF 'STRATEGIC AMBIGUITY'. DO THE HOUSE REPUBLICANS REALLY WANT TO TORPEDO THIS LONG STANDING AND SO FAR SUCCESSFUL POLICY? OR IS THE INTENT TO POLITICIZE FOREIGN POLICY ON CHINA IN THIS AMERICAN ELECTION YEAR?" THE POST POINTS TO THE EFFORTS OF "BILLIONAIRE SPECULATOR" GEORGE SOROS, WHO RUNS PRIVATE FOUNDATIONS "TO ENABLE PEOPLE TO DO THINGS WHICH ARE NOT CENTRALLY DETERMINED BUT AUTONOMOUS AND SPONTANEOUS." HE HAD MADE A SPECIAL TARGET OF THE LOCAL SOROS FOUNDATION, WHICH DOES SCHOLARSHIPS, SUMMER CAMPS AND TOYS FOR CHILDREN, RELIEF FOR SERB REFUGEES, MEDICAL INSTITUTIONS, NONGOVERNMENTAL ORGANIZATIONS, THE INDEPENDENT WORKS. THE FOUNDATION HAS SUSTAINED SERBIA'S ONLY INDEPENDENT MEDIA, INCLUDING THE NEWSPAPER NASA BORBA AND TELEVISION'S STUDIO B. BUT AFTER A CAMPAIGN (400 ARTICLES AND BROADCASTS) IN THE OFFICIAL MEDIA, SERB AUTHORITIES HOKED UP A TECHNICALITY TO CLOSE THE FOUNDATION DOWN. EVIDENTLY, MR. MILOSEVIC, HEADING TOWARD ELECTIONS, WANTS NO OPPOSITION, DEMOCRATIC OR OTHERWISE -- LEAST OF ALL AN OPEN SOCIETY." TEXT: THE BOSTON GLOBE COMMENTS TODAY ON ANOTHER CONCERN IN THE BALKAN REGION. VOICE: "GIVEN THE WEST'S DILATORY REACTION TO THEIR ORDEAL, IT IS NOT SURPRISING THAT BOSNIAN LEADERS HAVE TURNED TO TEHRAN FOR ASSISTANCE. BUT THEIR DECISION TO SEND HUNDREDS OF SOLDIERS TO IRAN FOR MILITARY TRAINING AND POLITICAL INDOCTRINATION CAN ONLY EXACERBATE THE INTERCOMMUNAL CONFLICTS THAT HAVE BEEN MUFFLED, BUT NOT EXTINGUISHED, UNDER THE DAYTON PEACE AGREEMENT BROKERED BY WASHINGTON... THE TWO MOST POPULOUS SERB SUBURBS, ILIDZA AND GRBAVICA, WILL CHANGE HANDS IN THE NEXT TWO WEEKS.
