IT WAS COMPLETELY AGAINST THE U-N MISSION TO HIT CIVILIAN TARGETS, THE GENERAL SAID, ADDING THEY HAD NO WISH TO CAUSE CIVILIAN CASUALTIES ON ANY SIDE.
