[17] FROM THE COLUMNS... FROM THE COLUMNS... FROM THE COLUMNS...

[18] TURKEY'S ACTIVE ROLE BY SAMI KOHEN (MILLIYET)

In his column in the daily "Milliyet" Sami Kohen comments on Turkey's active role in the Middle East peace process. A summary of his column is as follows:

"Ankara suddenly became an active centre for Middle East peace process. After the Palestinian leader Yaser Arafat's visit, this week Israeli Minister of Public Order Slomo Ben-Ami is expected to arrive in Ankara. Meanwhile, Turkish diplomacy is trying to obtain direct and detailed information concerning what has happened during Camp David Summit. In fact, Ankara was not thinking of playing a more active role in the Middle East peace process except the normal contacts with the interested parties.

Upon the request of Arafat during his visit to Ankara, Turkey began to play an active role in this process. However, as a high-ranking official has said, Turkey's initiative should not be considered as an "official mediator". The aim of the Turkish initiative is to "contribute" to the process of discussions that started in the Camp David Summit. In fact, according to the Turkish sources, Ankara's initiative also should not be considered to be an "alternative" to the Camp David process. The aim of the Turkish diplomacy is to help to remove the problems in this process. Therefore Turkey wants to have closer contacts with the US and to work with the US on the issue.

If Israel also wants Turkey to play an active role in this process, now what will Turkey do? The Turkish diplomacy has already started an intensive work concerning the issue. However, all these initiatives and contacts, "silent diplomacy" will be given big importance. To tell the truth, during Arafat's visit to Ankara, the Turkish government's stance concerning the issue became clear to a great extent. One of the most important issues is the status of Jerusalem. Turkey supports Arafat's suggestions concerning this issue. Turkish officials think that Barak should take bigger steps and should agree with a solution on which all the parties involved (the Muslim, Jewish and Christian people) will reach a consensus. Otherwise peace will not be ensured and this development will cause violence. Perhaps Turkey's message to Israel during these contacts will be the same. One of the other important message of Turkey to Arafat is that he should maintain his determined stance in continuing peace process and should avoid unilateral actions that might hinder this."
