    Summary of the political and economic news in the Turkish press this morning

    [01] DEMIREL HOLDS HECTIC TALKS AT LISBON SECURITY SUMMIT

    President Suleyman Demirel, attending the Organization for Security and Cooperation in Europe Summit in Lisbon, held bilateral meetings with Israeli Prime Minister Benjamin Netanyahu, Slovenian President Milan Kucan, Albanian President Sali Berisha, Polish President Alexandir Kwasniewski, President Alexander Lukashenko of Belarus, President Mircea Sinegur of Moldova, and President Aliya Izzetbegovic of Bosnia-Herzegovina.

    Demirel met with Netanyahu at a luncheon held in honour of the leaders. In that meeting, Demirel stressed the importance of the continuing Middle East peace process. President Demirel later had an impromptu meeting with Greek Prime Minister Costas Simitis in which both leaders reportedly agreed to improve relations between the two countries and build a framework of friendship. Demirel also met with the newly-elected Romanian President Emil Constantinescu and said he believed that under his leadership, Turkish-Romanian relations would be improved.

    At the end of the summit, two separate declarations the "Lisbon Summit Declaration" and the "Lisbon Declaration regarding the security model" were ratified. The Lisbon Summit Declaration included issues such as fighting against racism, xenophobia and aggressive nationalism. The second declaration encompassed a joint struggle against terrorism, organized crime, drug and arms smuggling. Another declaration, which foresees a schedule for negotiations to be held regarding the extension of the CFE and NATO, was also accepted at the summit. /Milliyet-Cumhuriyet/

    [02] CILLER TO ATTEND DUBLIN DINNER

    Prime Minister Necmettin Erbakan announced that he has turned down an invitation to take part in a dinner to be given in Dublin at the end of the European Union (EU) prime ministers' meeting. He said that he had received a letter from the Irish Prime Minister for the dinner to be given on December 14. He read out the letter at the regular meeting of the Welfare Party (RP) deputies.

    Erbakan said that he would not attend the dinner, saying that parliamentary debates on the budget bill would be taking place on that date and that he would send in his place Deputy Prime Minister and Foreign Minister Tansu Ciller. /All papers/

    [03] WORLD HANDICAPPED DAY CELEBRATED

    World Handicapped Day yesterday was celebrated by many organizations which struggle to solve the numerous problems handicapped people face. President Suleyman Demirel issued a statement on the occasion which said that the false and outdated view the public once had of the handicapped had been abandoned. Demirel strongly urged that the number of schools specifically designed for the handicapped, especially vocational schools, be increased at once and that administrative and legal working regulations for the handicapped be amended at once. /All papers/

    [04] WEU EYES BLACK SEA REGION

    Parliamentarians of the Western European Union (WEU), who yesterday spent their day discussing the defence future of the Baltic regions, later switched their attention to the Black Sea, urging the defence group to have greater cooperation with the Black Sea Economic Cooperation (BSEC) Organization. A report drafted jointly by Britain's John Hunt and Turkey's Lale Aytaman, which was unanimously accepted by the Parliamentary Assembly, said that closer cooperation between Turkey and the WEU on regional problems would be beneficial in terms of overall security, and is an approach that should be encouraged both by governments that regard themselves as concerned and as by the WEU assembly.

    As Aytaman had been the co-author of the report, the document adopted a particularly favourable attitude toward Turkey and its pivotal role in the cooperation. Aytaman, speaking just before the vote on the report, availed herself of the favourable atmosphere to push for Turkey's full membership in the WEU. /All papers/

    [05] FUTURE OF BOSNIA DISCUSSED IN LONDON

    The future of Bosnia-Herzegovina will be discussed at the "Peace Peace Conference" in London. Foreign Minister Tansu Ciller will represent Turkey at the conference in which the foreign ministers of 43 countries will attend.

    A new Bosnia constitution, forming an international police force, economic development, restructuring of the country, human rights and refugee issues will be discussed during the conference. Application of the decisions taken at the end of the conference will be followed up during the following twelve months./Hurriyet/

    [06] US INITIATIVE ON CYPRUS STARTS IN OSCE

    The US introduced a Cyprus initiative at the summit of the Organization for Security and Cooperation in Europe (OSCE) in Lisbon. US State Department Southeast Europe desk head Carey Cavanaugh came to Lisbon primarily for talks with Greek Cypriots, and Greek and Turkish officials. Cavanaugh met with Turkish Foreign Ministry Undersecretary Onur Oymen. At the talks confidence building measures were discussed, among them a ban on Greek or Turkish military aircraft flying over the island. /Milliyet/

    [07] TEXTILE EXPORTS FROM BURSA IN THE FIRST 11 MONTHS OF 1996

    In the first 11 months of the year $255.6 million worth of textile exports were realized from Bursa, the Uludag Exporters' Union disclosed. In the first 11 months of last year textile exports from Bursa were at the $254.9 million level. /All papers/

    [08] $30 MILLION FOR TOPRAKBANK

    Turkey's private Toprakbank signed an accord for a $30 million syndicated loan led by The Bank of New York, Toprakbank said in a statement. The agreement, extended with the participation of 14 banks, was signed in Istanbul two days ago. /Hurriyet/

    [09] BUSINESSMEN'S MEET IN ATHENS

    A group of businessmen led by Chairman of the Turkish-Greek Business Council, Rahmi Koc, and Head of the ENKA Holding Executive Board, Sarik Tara, will convene in Athens on 9-10 December and discuss solutions to problems in Turkish-Greek relations. /Milliyet/

    [10] ATHENS UNEASY ABOUT PKK ATTACKS

    The Kurdistan Workers Party (PKK) newly activated following the opening an PKK political wing office in Athens has started to disturb the Greek administration sfter their recent violent attacks.

    The PKK has increased its attacks against Kurdish and Turkish refugees who do not support the organization. PKK attacks are now being reported as first page news in Greek newspapers.

    On the other hand, Turkish Security Forces continue operations against the PKK in and around Diyarbakir, Kulp and Batman in the southeast of Turkey. According to the Emergency Rule Office in Diyarbakir, 52 PKK terrorists have been killed during recent clashes.

    The Izmir Police Headquarters have also reported that 30 PKK terrorists have been arrested./Cumhuriyet-Sabah/
