HURRIYET (LIBERAL)

Parliamentary Consultation Commitee will convene on Monday and determine discussion calender. The parliament is expected to work day and night.

TEXTILE AND READY WEAR TO CONVENE IN ONE FAIR
Turkish textile and ready-wear sectors, which were arranging separate fairs so far, will for the first time convene in one fair following the economic crisis. The International Textile and Ready Wear Fair will take place in October 19 and 21.

The fair ITSE will be opened in CNR International Fair Center.

MILLIYET (LIBERAL)

No training flights were made on Sunday, and reconnaissance flights were made in the minimum level. A commander plane, a cargo plane C-5 and a passenger plane made landings.

NEW HEIR APPARENTS CEM AND GUREL
Speculations regarded with health condition of Prime Minister Bulent Ecevit increased because of the policies the government covered following the incidents in the U.S.

It was pointed out that those rumours spread in backstages of the Nationalist Movement Party (MHP).

Some high ranking administrators of the MHP said names of Foreign Minister Ismail Cem and State Minister Sukru Sinal Gurel were mentioned after Bulent Ecevit.

CONSTITUTIONAL AMENDMENT BILL TO BE PRESENTED TO PARLIAMENT TODAY
Parliament will take a historic step today and discuss the constitutional amendment bill consisted of 37 articles. The constitutional change package aims to make Turkey a more democratic and modern country. The package gives heavy responsibilities not only to the government but also to the opposition parties. Chief of General Staff clearly expressed his support to the changes.

ULUSOY WORRIED ABOUT TURKISH-AMERICAN RELATIONS
Turkish Travel Agencies Association (TURSAB) Chairman Basaran Ulusoy called on everyone to work in order to prevent Turkish-U.S. relations from being negatively affected after the terrorist attacks which hit this country on Sept. 11. ''Our biggest fear is that the American people might not realize that we're allies,'' Ulusoy said. He indicated that Turkey might suffer a loss of one billion U.S. dollars in 2002 because scared American tourists might decide not to visit Turkey.

16 PEOPLE DETAINED AFTER PROTESTING U.S.A
Some 50 members of the Labour Party (EMEP) protested the attitude of the United States towards Afghanistan. Sixteen of the protestors were detained by security forces. In Tuzla, three more people were taken into custody after hanging anti-U.S. posters. The posters said ''Let's not allow the United States to shed blood in the world. No to war.''

RADIKAL (LEFT)

Attending a program broadcast in private CNN Turk channel, Cem said that Turkey expressed its concerns about terrorism in different platforms before the terrorist attacks in the U.S. were made.

Cem said that a new period in fight against terrorism had started and that the rules of the game in the world had changed.

''I am unwilling to say that some positive results may come out of such a saddening incident, however, some opportunities for Turkey have been created as the views defended by Turkey have been adopted by mass groups. We should make use of these opportunities without exaggeration and carefully. We are exerting efforts to this end,'' Cem said.

TOBB: TOURISM IS IMPORTANT SECTOR
Rifat Hisarciklioglu, the Chairman of Turkish Union of Chambers and Commodity Exchanges (TOBB), said the only sector which stood still following the crisis Turkey experienced, was the tourism sector. He said, ''tourism is more important than exportation.''

Pointing out that Turkey obtained 25 percent of its exportation from tourism sector, Hisarciklioglu said, ''10 billion U.S. dollars is expected from tourism this year. Tourism's today's potential will increase to 15-20 billion U.S. dollars.''

TURKIYE (RIGHT)

Upon the directives of Foreign Ministry saying, ''leave Pakistan,'' wives and children of Turkey's Embassy in Islamabad left the country.

COMMAND BASE INCIRLIK
Turkey is foreseen to be operation center in operations toward Afghanistan.

Independent The Observer newspaper published in Britain, said Donald Rumsfield, the U.S. Defense Secretary, last weekend worked with the military officials, and wanted an urgent plan to be prepared to make command center in military operation that will be staged against Afghanistan.

ZAMAN (RIGHT)

State Meteorology Affairs General Directorate said eastern parts of Marmara and the Black Sea region will be rainy on Wednesday.

MERAL: DERVIS ALSO CAN NOT DO ANYTHING
Bayram Meral, the Chairman of Turk-Is, said economy collapsed in the country, noting that thousands of business places were closed because of the economic crisis, and tens of thousands of people were unemployed. Claiming that State Minister Kemal Dervis also had nothing to do, Meral said, ''Dervis also can not do anything.''

[02] TURKISH AND MACEDONIAN JUSTICE MINISTRIES TO COOPERATE IN LEGAL MATTERS

Under the protocol, Turkish and Macedonian justice ministries will work together in legal matters, preparation of bills, implementation of punishments, and training of the justice ministry personnel.

[03] ITO CHAIRMAN MEHMET YILDIRIM: ''ECONOMIC PROGRAM, WHICH IS UNDER IMPLEMENTATION, IS NOT APPROPRIATE FOR TURKEY''

Yildirim told A.A correspondent that the economic figures and the economic program that is under implementation were not positive.

Yildirim said, ''they said the 2000 year program was wrong and they started a new one. This year's program is also wrong. Those who administer Turkey does not have the luxury to make so much mistakes. None of the economic programs are made to shrink. Economic program are implemented to make the country economy grow and develop.''

A news that appeared on www.unece.org internet site, indicated that woman entrepreneurs were facing very serious obstacles in many countries of the world and the news calls on the related institutions to create opportunities for women.

[05] TANRIKULU:''TURKEY IS GETTING ITS SHARE FROM ECONOMIC CRISES''

Speaking at the 3rd Economy Summit organized by Scientific Research and Promotion Center (TEBIAT) in Kemer on Monday, Tanrikulu said that all countries, including G-8 countries, were negatively affected by economic crises since global dependency was increasing in a global world.

''Turkey is also getting its share from these crises. It is important to make good plans, decide on strategic priorities and assure the implemention of these strategies even when governments change,'' Tanrikulu said.

He indicated that the goal of economic stability programs all around the world was to maintain a balance in finance and real sectors. ''In other words, what is important is to give the right medicine at the right time at the right dose,'' he commented.

Drawing attention to Turkey's debts, Tanrikulu said the national budget almost turns into a ''debt budget'' due to following wrong economic policies. He said that the results of the economic program indicated progress, however two big crises which hit Turkey ''sabotaged'' the economic program.

''Turkey has high political and economic risk for foreign investors,'' he said and added that economy was too vulnerable to negative developments in politics.

Tanrikulu said that the implementation of the stability program was necessary to recover the Turkish economy and this would make Turkey a developed and industrialized country.

[06] NATO DEFENSE MINISTERS TO CONVENE

The meeting, which had been foreseen to take place in Italy at the same date, was cancelled afterwards upon the demand of Italian Prime Minister Silvio Berlusconi and with the approval of NATO Secretary General George Robertson.

Terrorist attacks to the U.S. on September 11, joint fight against terrorism as well as situation in Macedonia are expected to be discussed at the meeting.

Donald Rumsfeld, the U.S. Defense Secretary, would not attend the meeting in question due to his intense agenda.

Sabahattin Cakmakoglu, the National Defense Minister, is expected to represent Turkey at the meeting.

[07] PASSAGE OF VARYAG FROM THE STRAITS

Responding to the questions of reporters pertaining to the passage of Varyag ship from the straits, Mirzaoglu said, ''Varyag is not a regular ship. It is a platform which does not have a rudder and engine. It can only be dragged with tug boats. To this end, Chinese and Turkish experts agreed that some changes should be made on the ship to link the tug boats in a healthy way. Chinese technical delegation was informed about them. However, we want bank guarantee. They proposed to give state guarantee but we wanted bank guarantee. Varyag will be able to pass from the straits if China fulfils the necessary conditions and if the weather conditions are available.''

Mirzaoglu said, ''Safe passage is essential here. We are taking any kinds of measures for secure passage.''

Meanwhile, Hucum Tulgar, the Director General of Coast Guard and Ship Rescue Enterprises, said the risk of accident during Varyag's passage from the striats was not below 30 percent, noting that Istanbul Strait would be closed to sea traffic at least for six months in case of an accident.

[08] HISARCIKLIOGLU:''MEASURES SHOULD BE TAKEN TO INCREASE PRODUCTION, INVESTMENTS AND EMPLOYMENT''

Speak�ng at the 3rd Economy Summ�t �n Kemer on Monday, H�sarc�kl�oglu sa�d that chron�cal �nflat�on wh�ch has been cont�nu�ng for 25 years was the b�ggest problem of the Turk�sh economy. He sa�d that the �nflat�on caused s�gn�f�cant damage to Turkey's econom�c and soc�al l�fe and prevented the correct usage of f�nanc�al sources.

H�sarc�kl�oglu �nd�cated that the structural reforms wh�ch held an �mportant place �n the econom�c program was a very pos�t�ve step.

H�sarc�kl�oglu also spoke about the f�ght aga�nst corrupt�on and sa�d that �t was very �mportant to prevent corrupt�on wh�ch causes great f�nanc�al loss to the state.

Deputy Treasury Undersecretary Ferhat Em�l who also spoke at the meet�ng sa�d that the new econom�c program was chang�ng the operat�on mechan�sms of the Turk�sh economy. He sa�d that the state banks came on top of the �ssues wh�ch need to be dealt. Corrupt�on and the State Tender Law are two other �mportant problems, he sa�d.

''We have to spend the sources we take from people and we should be able to g�ve an account of what we do w�th that money to the people,'' he sa�d.

[09] NEW LEGISLATION YEAR OF PARLIAMENT TO START ON OCTOBER 1

The legislation year ceremonies will start after parliamentarians lay wreath to Anitkabir, the Mausoleum of Mustafa Kemal Ataturk, the Founder of Modern Turkish Republic.

Parliament Speaker Omer Izgi, Prime Minister Bulent Ecevit, Tansu Ciller, the leader of the True Path Party, members of Council of Ministers, Political Party leaders, Parliamentary Chairmanship Council members, Commission Chairmen, and parliamentarians will attend the ceremonies.

Parliamentary General Committee will convene at 15:00 local time under the leadership of Izgi.

President Ahmet Necdet Sezer will make the opening speech of the new legislation year after Izgi's speech.

[10] ONAL:''TERRORIST ATTACK WON'T AFFECT THIS YEAR'S TOURISM TARGETS''

Onal told reporters that the world would understand Turkey better after the devastating terrorism attack in the United States since Turkey suffered great damage because of terrorism for several years.

He said that he believed all the world's nations would unite to combat against terrorism in the coming years.

Onal stated that there was a general recession in the leading economies of the world including the United States and Japan, in the recent years. Drawing attention to the conncection between the terrorist attacks and the economy, Onal said ''There could be a revival in the world economy after the recent developments. The military spendings might leave its place to insurance and construction sectors in order to prevent the damage caused by terrorism.''

Responding to a question about Turkey's export and tourism revenues and how these might be affected by the recent terrorist attacks, Onal said ''It might offer us new opportunities to expand our trade. There could be a shrinking in tourism but I don't think that it will affect this year's tourism targets,'' Onal said.

[11] EYUP PUBLIC PROSECUTOR HASAN YILMAZ COMPLETED INTERROGATION OF GARIH MURDER AND PREPARED INDICTMENT

Yilmaz, who carried out the investigation regarded with killing of Garih on August 25, 2001 in Eyup Sultan Cemetery, completed his works today.

Yilmaz prepared the indictment to open a public case against suspect Yener Yermez. The indictment will be sent to chief prosecutor's office for approval.

[12] PM ECEVIT DENIES U.S. PLEE TO OPEN COMMAND BASE IN TURKEY

Responding to a question if a demand came from the U.S. to make Turkey the command base in a probable U.S. military operation, Ecevit said ''no.''

Asked when the decree, which was opened to signature regarding opening of air space to the usage of the U.S., will be sent to Cankaya Palace, Ecevit said they did not discuss the issue yet.

[13] GREEK AMBASSADOR IN ANKARA SAYS EVERY KIND OF MEASURES WOULD BE TAKEN AGAINST INTERNATIONAL TERRORISM

Responding to the questions of reporters, Corantis said Greece for long years, was exposed to the attacks of ''November 17'' terrorist organization.

Corantis said the terrorist attacks experienced in New York underlined the importance of international cooperation to prevent terrorism. He said every kind of measures would be taken against international terrorism in line with the decisions taken in Council of Europe, and that cooperation would be made.

Corantis said democratic rights and freedoms would be respected while taking those measures.

Corantis said mutual foreign trade volume of Turkey and Greece increased to 700 million U.S. dollars in 1999, and to one billion U.S. dollars in the year 2000.

Recalling that seven of the 10 agreements signed between Turkey and Greece were about economic cooperation, Corantis said, ''there is a very broad exportation area. Both countries may launch initiatives in this field. There are Greek companies working in computer, medicine and banking sectors in Turkey. However, exportation of Greece to Turkey decreased to an important extend because of the economic crisis in Turkey. Works are underway to prevent double taxation between the two

countries.''
