BAKU, July 31 (A.A) - Yaman Baskut, the Deputy Undersecretary of the Foreign Ministry said on Thursday that the Baku-Ceyhan oil pipeline is the main element of the East-West energy and transport corridor.

Responding to the questions of the A.A correspondent, Baskut described the results of the Turkish-American joint delegation visits to Turkmenistan and Azerbaijan in order to realize the projects of the East-West energy and transport corridors as soon as possible, as positive.

Quoting the words of President Haydar Aliyev of Azerbaijan that the political decision concerning the Baku-Ceyhan oil pipeline has been made and no other alternative can be considered, Baskut stressed that it is a ''significant development.''

Baskut pointed out that the second issue that was taken up during the contacts, was to reinforce the Baku-Ceyhan oil pipeline with the oil pipeline that will come from Kazakhstan and the natural gas pipeline from Turkmenistan. He stressed that they expressed the opinions of Turkey and the US on solving the dispute between Turkmenistan and Azerbaijan on the issue.

Noting that they are hopeful for the construction of the natural gas pipeline in Turkmenistan in parallel with the Baku-Ceyhan line,

Baskut stressed that the pipelines are convenient for the interests of the all countries in the region along with those of Turkey. Pointing out that Turkmenistan brought onto the agenda the allegations related to the Azerbaijani and Cirak oil and natural gas beds in the scope of the Mega Project agreement signed by Azerbaijan with the international consortium, Baskut said that Azerbaijan has a completely different opinion on the issue. He added, ''Azerbaijan and Turkmenistan will solve the dispute between themselves. The two sides are willing to reach an agreement. We are sure that they will find a solution to strengthen the region. We expect them to reach a decision in October.''

Ashkhabad claims that the Azerbaijani and Cirak oil and natural gas beds are belonging to Turkmenistan. Russia cancelled the agreement concerning the Kepez bed, signed between Azerbaijan and the related Russian companies in July 1997, because of the reaction of Turkmenistan.

Baskut also added that Turkey's and the US's messages concerning the oil and natural gas pipelines, will be conveyed to Georgia and Kazakhstan by their embassies in these countries.

Meanwhile Richard Morningstar, the Special Adviser of the US President Bill Clinton for energy and the development of the Caspian Basin, stressed that Turkey and Azerbaijan should take concrete steps in order to persuade the other sides for the Baku-Ceyhan project.

Addressing the joint press conference with Baskut after their meeting with Aliyev, Morningstar noted that the pipelines that are planned to transport the oil and natural gas from Central Asia and Azerbaijan to the Western markets via Ceyhan, will take the sovereignty and independence of the regional countries under guarantee.

Morningstar stressed that the negotiations about the pipelines via the Caspian should be held in parallel with the negotiations on the status of the Caspian.

ANKARA, July 31 (A.A) - The Undersecretariat of Foreign Trade (DTM) prepared an ''export strategy'' including 1998-2005 and including the required policies to make Turkey get a large share of the international trade.

If the proposed policies are implemented, then Turkey will be able to realize 85 billion US dollars in exports in 2005.

The structural problems with which exports are faced are shown as ''sectoral and regional dependence and inability to provide a stable increase in exports.''

The strategy study which the DTM prepared said that the only product (textiles and ready-to-wear) and dependence on a single market (EU-Germany) are obstacles preventing the increase of stable exports.

Among the other elements negatively effecting exports are inflation, ''inability to provide macrobalances, inadequacy of source, inability to produce its own technology, insufficient railway, sea and air transportation, and inability to direct investments.''

According to the study, one of the measures that will be taken for Turkey to get the largest share is to export information products having high added value, directed at the dynamic markets having a high purchasing power and reaching to final consumer.

In order to reach the specified targets, by considering the structure of the world trade, there is the requirement to orient towards several new sectors.

In addition to the existing markets, in order to achieve new mobilizations in these sectors, there should be improvement in entering new markets namely the Commonwealth of Independent States, Centeral and Eastern European Countries, North and Latin America, Far East and the Middle East countries as well as South African Republic.
