[02] NEW ISRAELI AMBASSADOR'S STATEMENT TO THE A.A - AMBASSADOR BAR NER: ''OUR COOPERATION IN OTHER FIELDS IS INDEPENDENT FROM THE DEFENCE COOPERATION''

Responding to the questions of the A.A correspondent before he left Jerusalem, Bar Nar who presented his letters of credence to President Suleyman Demirel today, noted ''our cooperation with Turkey in the other fields is independent from the defence cooperation''.

Bar Ner told the A.A correspondent that both countries have domestic and foreign problems, but these should be solved by the governments without influencing the relations between the two countries.

-ECONOMIC COOPERATION
Pointing out that the trade volume between Turkey and Israel is 650 million US dollars and both countries have the potential to increase this amount up to 1.5 billion US dollars, Bar Ner added,

''A short while ago officials from the two leading Turkish banks came to Israel to hold talks on possible cooperation opportunities with Israeli banks. I think that there are important things to be done in the fields of agriculture and the medical equipment trade. Turkey and Israel have the most powerful democracies in the region, therefore both countries have significant roles for the balance and stability of the region. Only democratic countries can make peace and protect it''.

[03] THE OUTCOMES OF THE 11 YEARS STRUGGLE AGAINST TERRORISM - GOVERNOR ARSLAN: - ''25,654 TERRORISTS RENDERED INEFFECTIVE''

Addressing the meeting with the Southeasthern Journalists' Association, Arslan said that activities of the separatist terrorist PKK organization increased in the 1990s because of some developments in Northern Iraq and the migration which was caused by the Iran-Iraq war, but terrorism was reduced with the new arrangements in 1994.

Arslan noted that the terrorist organization has no action force in the city centers any more, but still didn't end, although it became controllable. He added, ''the PKK organization obtains aid from Turkey's close neighbours, which we described as our allies. The Turkish nation has a great role in the success of the struggle against terrorism. Terrorism lost its first priority. We believe that the economic and social activities should be started''.

Arslan pointed out that 20,379 terrorists have been killed, 2,576 terrorists have been captured and 2,128 terrorists surrendered since 1987, adding that 4,268 civilians and 4,501 security forces lost their lives during the clashes.

Noting that the efforts are underway to overcome the educational and health problems, Arslan said that economic investments in the region continue to create new job opportunities for the local people.

-MURAT OPERATION
Arslan stressed that the ''Murat Operation'' continues in Bingol, Diyarbakir, Bitlis and Mus Provinces, and 94 terrorists were captured during the operation, adding ''there are so-called responsibles persons for several regions among the terrorists who surrendered. The Turkish state gives all kinds of help to those who surrendered''.

[04] TURKISH-GERMAN FRIENDSHIP ASSOCIATION'S CALL FOR DIALOGUE

Addressing a press conference with Hasan Tekin, the Secretary General of HUR-TURK, Stercken said that the relations between Turkey and the European Union should be kept separate from the relations between Turkey and Germany and stressed that the Turkish-German relations should be revived.

Criticising the European Union's decisions which were taken at the Luxembourg Summit, Stercken reminded that Turkey has been in partnership relations with the EU since the 1960s and became a member of the Customs Union, adding ''Turkey as the right to know what the EU thinks about her''.

Stercken told the reporters that the offer of the EU ''strategy for making Turkey closer to Europe'' is an accurate method and should be supported by all the civil organizations, noting ''as the HUR-TURK we believe that the Turkish-German relations should be effective in the EU's decisions about Turkey''.

[05] WORLD BANK TURKEY DIRECTOR CHIBBER IN ANKARA

The World Bank officials said that Chibber is expected to meet with Yener Dincmen, the Undersecretary of the Treasury, on Friday.

Chibber will proceed to Trabzon Province on Saturday to observe the projects supported on the spot and will stay in the Black Sea province until Monday.

Chibber will later return to Ankara and will sign an agreement at the Treasury foreseeing giving a World Bank loan to a project to provice potable water and sewerage to Alacata, Cesme.

Chibber will go to Istanbul afterwards to participate at the Turkish World Economy and Industry Summit that will be staged between May 11-12 by Marmara Group Social and Strategical Research Foundation.

Chibber will also meet with Hikmet Ulugbay, the Minister of National Education and Halil Ibrahim Ozsoy, the Minister of Health.

Chibber is expected to depart from Turkey on May 14 after attending the Energy Conference.

[06] CEM, FOREIGN MINISTER, MEETS WITH NORWEGIAN PARLIAMENT FOREIGN RELATIONS COMMISSION MEMBERS

Cem told the Foreign Relations Commission members of the Norwegian Parliament, with whom he met within the framework of his contacts, that the concept of race wasn't dominant in Turkey.

Responding to the questions of the Turkish journalists after the meeting, Cem said that some of the Norwegian members have accurate and some of them have wrong ideas and pointed out, ''I prefer to discuss these thoughts and assumptions one by one.''

Cem stressed that the models of Western Europe couldn't be implemented in Turkey as it is and that no outcome could be reached by doing this and added that the concept of race and racism has a very important place in the history of Western Europe.

''There is no such situation in our history, especially in the implementation of Islam in the Ottoman Empire. Minority and majority are specified according to religion'' Cem said.

Noting that Norway was an important country, Cem said his visit was positive and that this will be reflected in bilateral relations.

Diplomatic sources said that human rights was discussed during Cem's contacts and that Cem conveyed Turkey's European identity to the Commission members.

[07] REPRESENTATIVES OF THE BUSINESS WORLD IN ANKARA

Addressing the journalists after the meeting, Temizel said that a great change is being experienced in Turkey, adding, ''there are no sides any more, unity starts to occur in the business world. One of the most important problems in Turkey is obtaining information to make the necessary decision at the right time''.

Okan Oguz told the reporters that they conveyed the problems and offers of the sector to the Minister of Finance and Temizel told them that the Ministry will provide the required support.

The delegation visited Isin Celebi, the Minister of State, after the meeting with Temizel.

Responding to the questions of the journalists before the meeting, Husamettin Kavi said that their aim is to ''convey the problems of foreign trade to the government''.

[08] TURKEY IN BRIEF - MAY 8, 1998

Basesgioglu met with Andrei Plesu, the Romanian Foreign Minister.

Delegations from both countries also attended the meeting. He was received by Radu Vasile, the Romanian Prime Minister, and President Emil Constantinescu.

No statement has been made about the meetings.

ISTANBUL - Ahat Andican, the Minister of State, who was in Tatarstan as the official guest of the Tatar Prime Minister, returned to Turkey on Thursday after concluding his contacts in this country. Addressing the journalists at the Ataturk Airport, Andican said that his visit was the first visit to Tatarstan at the ministerial level.

Pointing out that the relations between Turkey and Tatarstan developed continuously, Andican told the reporters that he discussed economic, political and cultural issues with the Tatar officials during his visit.

Andican noted that Turkey wants to develop economic and touristic relations with Tatarstan, which is rich in oil and petroleum industry products.

BONN - A delegation lead by Hasan Korkmazcan, the Chairman of the Inter- parliament Accord Commission and the Acting Speaker of the Parliament, met in Bonn on Thursday with Edzard Schmidt Jortzig, the Federal Justice Minister.

Korkmazcan told the A.A correspondent that the law which foresees that the Turkish people living abroad, will be able to vote in the elections in Turkey, will be issued during this legislative year.

ANKARA - The Swedish Air Forces Band will give a concert on May 10 in the framework of the Ankara Music Festival, it was reported on Thursday.

The concert will be held at the stadium of the Middle East Technical University.

Works such as Leidzen's ''First Swedish Rhapsody'', Mozart's ''Abduction from the Palace'', Nevit Nodalli's ''Telli Turna'' and August Soderman's ''Swedish Folk Dances'' will be played at the concert.

CEM'S CONTACTS IN NORWAY
Turkey and Norway have decided to establish regular political ties in the future during a current two-day official visit by Ismail Cem, the Foreign Minister to Norway. Cem said in a joint press conference with his Norwegian counterpart, Kunt Vollebeak, that Norway and Turkey have a mutual interest in the Central Asian oil reaching the Western markets and in the Middle East Peace Process. Cem has met with the King of Norway and is expected to meet with members of the Parliament's Foreign Relations Commission. /All papers/

BULGARIA HIGHLIGHTS THE IMPORTANCE OF CEM'S VISIT
Radko Vlaykov, the Bulgarian Spokesman of the Foreign Ministry, emphasized yesterday the importance of the official visit of Ismail Cem, the Foreign Minister to their country between May 13-14. Vlaykov said that the visit was a sign of enhancing relations in many fields between Bulgaria and Turkey and added that the Foreign Ministers of the two countries would sign a protocol of cooperation. /All papers/

TURKEY WINS 15 MORE ''BLUE FLAG'' AWARDS
The European Jury of the Environmental Education Fund has awarded 11 coastal areas and four marinas in Turkey with the organization's Blue Flag prize, signifying that the areas are clean and unpolluted. According to the Ministry of Tourism, the jury announced the winners after reviewing files on coastlines in 18 other countries. Turkey had 25 coastal areas and six marinas awarded with the ''Blue Flag'' in 1997. With this year's awards, Turkey has won a total of 56 such prizes. /Milliyet/

TURKISH CLOTHING EXPORTS TO US RISE
Turkish clothing exports to the US jumped 36.9 percent in the first three months of 1998 to 218.2 million US dollars, but fell 9.8 percent to 690.9 million US dollars to Germany, the Clothing Manufacturers' Association of Turkey (TGSD) said yesterday. In a report made public yesterday, the TGSD said that Turkish clothing exports to Russia plunged 14.3 percent to 135 million US dollars in the first quarter of the year, compared to 157.6 million US dollars in the same period in 1997. Clothing exports to England and France also rose 10.2 percent and 6.7 percent respectively. The report said that the US represented Turkey's fourth largest market for Turkish clothing and garment exports. An estimated 11.7 percent of Turkey's clothing exports went to the US in the first quarter of 1998. /Hurriyet/

FORESTRY COOPERATION WITH US
Activities are being made to initiate a joint training research programme between the Turkish General Directorate of Forestry and the Virginia Technical University in the United States. To this end, an eight-person delegation will visit Washington, D.C. and Roanoke, Virginia, beginning on May 9. /Hurriyet/

IMF EXECUTIVE DIRECTOR TO VISIT TURKEY
Willy Kiekens, the Executive Director of the International Monetary Fund (IMF) will arrive in Turkey on May 10. After meeting with officials in Ankara, Kiekens is expected to leave Turkey on Tuesday. Officials have noted that Kiekens will participate in consultation activities.

Meanwhile, Martin Hardy, the Chief of the Turkish Desk for the IMF, who is also making contacts in Turkey, said that Turkey had made a good start in reducing the rate of inflation and added, ''I hope this will continue also in the forthcoming months''. Hardy met with Isin Celebi, the Minister of State and Zekeriya Temizel, the Minister of Finance separately yesterday. The IMF delegation is expected to leave Turkey on Tuesday. /Hurriyet-Sabah

FOREIGN EXCHANGE RESERVES INCREASE
The Central Bank foreign exchange reserves have reached 24.7 billion TL. According to the Central Bank data, the foreign exchange reserves, which totalled 23,004 billion US dollars on 24 April, increased by 1.655 billion US dollars, and reached 24.659 billion US dollars. The Turkish international reserves have risen to 31,545 billion US dollars, while the gold reserves amount to 1,124 billion US dollars on 17 April. /Hurriyet/

UN SHOCKS GREEK CYPRIOTS
When Gustave Feissel, the UN Representative noted the existence of the Turkish Republic of Northern Cyprus (TRNC), he created strong reactions in Greek Cyprus. Gustave Feissel, the Permanent Representative of the UN Secretary General to Cyprus, said, ''Whether you view them as legal or illegal, general elections were held in the TRNC when Denktas was elected as the President''. Hristos Stilyanides, the Greek Government Spokesman noted that Feissel's remarks were ''unbecoming'' for a UN official. The Simerini newspaper said, ''Following the US, the UN has also opened the way to recognizing this fictitious state''. /Hurriyet/

CETIN: ANTI-TURKISH LOBBIES ARE STRONG
Hikmet Cetin, the Speaker of the Turkish Parliament, who is making contacts in the US, said yesterday that anti-Turkish lobbies imposed intense pressure on the American Congress regarding Turkish-Greek and Turkish-Greek Cypriot problems. Delivering a speech at a reception given in his honour by the ''Forum'' institution consisting of young Turkish businessmen in the US, Cetin said, ''There are a lot of anti-Turkish lobbies active in the US. They block the purchase of defense equipment from the US, and negatively affect other relations.''

Cetin also made a statement at the Turkish House in New York and said, ''Turkey may have some problems, but there are also some positive aspects. I believe that we will overcome our problems. Turkey is trying to reach the level in 50 years' time which the Western countries reached in 200 years''. /Hurriyet/

PKK STRIKE KILLS SOLDIER
When PKK terrorists fired on a taxi with a rocket-launcher in Hakkari, one Turkish sergeant died and two sergeants and the taxi driver were wounded. /Hurriyet/

HEROIN WORTH TWO TRILLION TL SEIZED
During operations carried out jointly by the Security Directorates of Bilecik and Bursa, 51.5 kg of heroin worth two trillion TL was confiscated. Sevki Dincal, the Bilecik Security Chief Sevki Dincal said it was discovered that the heroin was from Iran and was being taken to Istanbul. /Sabah/

The Foundation for the 1968 Generation will hold a series of conferences on the ''World, Youth and Turkey from 1968 to 1998'' on the 30th anniversary of the movement. SAKIK FOUND GUILTY OF 254 CRIMES
Responding to the questions of journalists during a visit to the Southeast Anatolia Journalists' Association yesterday, Aydin Arslan, the Governor of the State of Emergency Region, declared that the enquiry involving Semdin Sakik, a leading PKK terrorist who was apprehended recently, was continuing and that the results so far showed that Sakik was responsible either directly or indirectly for 254 different crimes of terror. CLINTON WANTS MORE SUPPORT FOR TURKEY'S EU MEMBERSHIP
In a meeting with Romando Prodi, the Italian Prime Minister the US President Clinton suggested that Turkey's full membership in the European Union should be supported by Italy. During a press conference held after the meeting, Clinton noted that the problems between Greece and Turkey must be overcome in order to secure stability and peace in the region. /Cumhuriyet/

EUROPEAN EXPERT COMMENTS ON THE CYPRUS PROBLEM
In a statement to Cumhuriyet newspaper, Dafne Papacpopulos, the European Political Research Center's Cyprus specialist, said that it was not surprising that US Cyprus envoy Richard Holbrooke hadn't seen any real result from his latest contacts on Cyprus, because it was too early to determine Cyprus' future, Papacpopulos added that the solution would be found by the people actually on the island. /Cumhuriyet/

INTERIOR MINISTER IN ROMANIA
Murat Basesgioglu, the Minister of the Interior, started a three-day visit to Romania yesterday, within the framework of his Balkan tour visits to block the PKK activities in the Balkan region. In his high level meetings, Basesgioglu requested the Romanian security officials to bring the PKK activities under control and close their offices in Romania. At the meeting Romanian officials assured Turkey of their support against the PKK. The Turkish-Romanian delegations also discussed the struggle against organized crime in the Balkans.

Later Basesgioglu was received by the Romanian Foreign Minister, Prime Minister and President. /Milliyet/

''THE TURKISH WORLD WRITERS' AND ARTISTS' FOUNDATION AWARDS''
President Suleyman Demirel yesterday presented the Turkish World Writers' and Artists' Foundation awards. Haydar Aliyev, the Azerbaijani President, Isilay Saygin, the Minister of State, Ismail Cem, the Foreign Minister, Mustafa Cemiloglu, the leader of the Crimean Turks and M. Nuri Yilmaz, the Head of the Religious Affairs were among those who won awards. /Milliyet/

US DETERMINED ON CYPRUS ISSUE
James Foley, the Spokesman for the Secretary of State, said that Richard Holbrooke, the US Special Envoy to Cyprus, and Thomas Miller the Coordinator would visit the island at the end of May. Foley added that the US administration supported the establishment of a federation on the island. /Milliyet/

NEW ISRAELI AMBASSADOR TO TURKEY
President Suleyman Demirel received yesterday Uri Bar Ner, Israel's new Ambassador to Turkey, at the Presidential Villa. At the reception Ner said that he would try to increase cultural, economic, industrial and trade relations, and boost the volume of trade between Turkey and Israel to one billion US dollars by the end of 1998. /Milliyet/

TURKEY REACTS TO SYRIAN STATEMENT
Turkish parliamentarians showed strong reaction to the words of Velid El- Muallim, the Syrian Ambassador to the US, who had declared that Syria would invade Hatay, in the southeast of Turkey, after taking the Golan Heights. A group of Hatay deputies said that the controversial statement would have a negative impact on Turkey-Syria relations and the Middle East Peace Process.

The Turkish Foreign Ministry, however, hasn't taken seriously El-Muallim's statement, saying that Turkey doesn't have a Hatay problem. Prime Minister Mesut Yilmaz also said that the statement was so obviously misguided that it didn't deserve an answer. /Milliyet/

[12] REACTION TO SYRIA'S AMBASSADOR TO THE US - AYDINER, HATAY GOVERNOR: ''THE TURKISH STATE IS CAPABLE OF REPRIMANDING THOSE WHO ARE AFTER DREAMS''

In a written statement Aydiner recalled that the great leader Mustafa Kemal Ataturk, Founder of the modern Republic of Turkey, speaking about Hatay said that it has been Turkish territory for 40 years.

Aydiner said ''I want to make the public know that we don't take into consideration the words of Syrian Ambassador which are distant from good manners.''

[13] PRESIDENT DEMIREL RECEIVES ROMAN, THE BSECPA TERM PRESIDENT

Addressing the meeting with Roman, Demirel said that relations with Romania were positive and that high level bilateral visits had taken place recently.

Demirel said Turkey was one of the main countries investing in Romania and added that new investments will take place in this country.

[14] TEMIZEL, THE MINISTER OF FINANCE: - ''SOCIAL SECURITY IS TURKEY'S NATIONAL ISSUE''

Speaking to reporters after meeting with the International Monetary Fund (IMF) delegation led by Martin Hardy, the Chief of the Turkish Desk, Temizel said that the IMF observed the implementations of Turkey and that it realized the changes according to the preceding meetings.

''We discussed in detail the measures in the stability programme. They saw that we had achieved the budget targets and there won't any difficulty in the targets for revenues until the end of the year. Besides they realized that the necessary discipline had been made for the public expenditures,'' Temizel said.

Finance Minister Temizel said the IMF experts always put the social security issue on the agenda, adding that social security is a national issue of Turkey.

''Turkey definitely doesn't require the specific prescriptions of some organizations. Turkey will absolutely find a solution to her national issue of social security,'' he added.

Responding to the question ''whether or not the IMF has concern about the tax reform?'', Temizel said, ''you can yield a higher level of income when the draft enters into force. The aim of every good arrangement is to decrease the budget deficit of 3.9 quadrillion Turkish Liras.''

[15] MULTILATERAL INVESTMENT AGREEMENT PANEL DISCUSSION

Addressing the ''Multilateral Investment Agreement Panel Discussion'' jointly staged by the Turkish Union of Chambers and Commodity Exchanges (TOBB) and the Undersecretariat of the Treasury, Emil said that developing countries meet their source needs from foreign capital investments. He said that foreign capital investments bring capital, technology, administrative power and export experience and opportunities.

Noting that Turkey needed foreign capital investments mainly in the field of energy, Emil said, ''the decrease of inflation and privatization will be welcomed by the foreign investors. The incentive regulations are very important for the foreign entrepreneur.''

[16] CONTACTS OF THE IMF DELEGATION - STATE MINISTER CELEBI: - ''TURKEY WILL ACHIEVE HER TARGET TO DECREASE THE INFLATION''

After meeting with Martin Hardy, the Chief of the Turkish Desk of the International Monetary Fund, State Minister Celebi told the A.A correspondent that we reached an agreement that the second half the year would be an important period during which the government should realize its implementations with discipline.

''We agreed that the expectations regarding our inflation target will come to a positive level as of the end of the year. We exchanged views on our determination in decreasing especially the public borrowing,'' Celebi said.

''I told the IMF delegation that the struggle against inflation is the top priority of the Turkish nation. Turkey will achieve her target to decrease the inflation. The dynamism and power of Turkey will cut the inflation within the market mechanisms and within the framework of her rules. Turkey won't implement an election policy even when she has a general election,'' he added.

[17] CEM'S VISITS TO BULGARIA AND ROMANIA

The Foreign Ministry written statement said that Cem's visit to Bulgaria takes place at a time when bilateral relations gain a momentum, adding that bilateral relations as well as regional and international issues will be discussed during the visits.

Cem will pay an official visit to Romania after concluding his contacts in Bulgaria.

This visit of Cem to Romania is the first official visit at the level of Foreign Minister since 1993.

Tanju Guvendiren, the standby Judge of the State Security Court No. 1 interrogated those 27 people for nearly six hours.

Guvendiren decided for the arrest of 19 people according to the demand of the Prosecutor's Office and also decided for the release of eight others.

The arrested ones were sent to the Ankara Central Closed Prison.

[19] 30 MORE TURKISH FAMILIES FLEE FROM THE AYASUFI CAMP

The Northern Iraqi sources told the A.A correspondent that the Turkish familities continue to flee from the Ayasufi camp near Mosul which is under the control of the separatist terrorist organization. Those people immigrated and went to the Atrush camp in 1992 which is under the UN supervision. The people immigrated as a result of the threats and tricks of the separatist organization.

Recently, 30 families, composed of 90 people fled from this camp and arrived in the Kasrog region near Duhok city in Northern Iraq. Those families will enter Turkey from the Habur Border Gate next week with the help of the Iraqi Kurdish Democratic Party (KDP).

Meanwhile, it was reported that 18 families who fled from these camps last month settled near their relatives in southeastern Mardin and Sirnak Provinces.
