The new members will become offic ially accessed on May 1, 2004. Special importance has been given to the participation of President of the European Convention on the Future of Europe Valery Giscard D'Estaing, who is expected to brief European leaders in the framework of the European Council's Meeting on the progress of the Convention's works. Above and beyond the historic significance of the Union's enlargement, the European leaders and the President of the European Convention are prepared to reinstate the Union in a new, more stable "orbit" of integration. The crisis that sent shockwaves throughout Europe, due to the war in Iraq, seems to have been overcome, and European leaders are prepared to reevaluate their opposite policies. The Greek Presidency's belief about the new status quo in post war Iraq, is also evident by the presence of UN Secretary General Kofi Annan at the signing this afternoon. The UN has never been connected to the institutional moves of the Union. And the me ssage, on behalf of the Greek Presidency, is clear. In the new order, being formed after the war in Iraq, the European Union still firmly believes that the UN must have the first word. In inviting Mr. Annan, the Greek Presidency is sending out a clear message that it does not want the limiting of the UN's role to the distribution of humanitarian aid. Meanwhile, the accession of 10 new members today has also opened the path for the preparation of those countries for the Euroelections to be held on June 12-13, 2004. It should be noted that candidate member-states will become official members on May 1st of that year. The citizens of the enlarged Union will elect their representatives at the new European Parliament, the tenure of which will be from 2004 to 2009. The new European Parliament will have 732 seats. The European Committee recommends that new members move to the immediate transfer of Direction #93/109/EK, in order to legally institute the right to elect and be elected in the 2004 elections. In his interview to the Macedonian Press Agency, the President of the EESC, the fourth institutional body of the EU, also spoke about the discomfort caused to US President George Bush by the influence of the European model on South American countries, an d the methods used by the US in order to weaken the European structure. "First of all", he said, regarding the new member states, "we must incorporate these countries to their real, natural family, that of Europe. At the same time it is an economic action and a generous action. The entire procedure that led these countries t o make an effort in order to conform with the criteria for accession to the EU, that contributed to the rise of their economic, social and industrial level". "With the completion of the enlargement, we will have an economic market policy with a social content, democracy and freedom", he added, continuing to say that, "in a globalized world we face difficult negotiations and conflict within the World Trade Org anization". "A second point that interests us is our relationship to third world countries, because we want to show them, within the framework of the World Trade Organization, that we want what is best for them, and that with cooperation we can help eradicate their problems". Regarding developments in Iraq, Mr. Briesch stated that "suddenly, the war in Iraq brought certain realities to light". "The US are playing their game in order to be able to weaken the European structure. And they are doing this by offering significant f inancial aid". To the question on whether there is a real common European economic policy, after the questions created by the different approaches on the issue of Iraq, the President of the EESC stated that the answer is both "yes and no". "As years and various treatie s go by, the Maastricht treaty, the Amsterdam treaty, the Lisbon treaty, a will has been expressed for the coordination of economic policies". "This will, of course, and the effort to coordinate has brought forth some results, there has been progress, but it is inadequate as far as economic development, economic enlargement and employment is concerned. This happens because we leave the choice o f coordination to individual countries, and they deal with their own best interest first of all, and with the general best interest afterwards, and for that reason, in my opinion, federalization the only solution". "I believe that the United Nations will play an important role in the future, and as we move into the next few weeks, the picture will become clearer. The Prime Minister of Britain and I are certain that we can cooperate with the rest of the leaders and members of the Security Council, in order to find a common course", said Mr. Annan. On his side, Mr. Blair said that he agreed with Mr. Annan on the important role of the UN in the Iraq conflict. "It is a role that does not just concern humanitarian relations. It also concerns issues of political reconstruction", said the British Prime Minister, while adding: "I think that really everybody agrees that our first concern should be the Iraqi people. This country must be reconstructed after years of Saddam Hussein's reign. Proper protection of human rights is necessary, and the government t o come about must be as representational in the eyes of the Iraqi people, as it is in the eyes of the international community". and Charalambopoulos as well as Greek opposition parties. The Foreign Minister stated that the debate on the future of Europe has already begun and today a first essential discussion was made at state leaders' level with the participation of all 25 member states. He stated that a decision has not been reached b ut at least there is greater consensus than expected on the issue of the EU Foreign Minister. Asked to comment on the absence of Turkish Foreign Minister Abdullah Gul from the Summit, he responded that Turkey will be represented by its ambassador. On the issue of Iraq, he said that views will be exchanged during certain contacts and in the discus sion on international issues. done in the EU as well. European Commission President Romano Prodi characterized as excellent the climate and atmosphere in the Athens Summit and added that there is unanimity within the EU not only on the issue of the EU Foreign Minister but on the need to strengthen the Europ ean institutions, incorporate the Fundamental Rights Charter into the future Constitution of Europe and strengthen the state Parliaments. He admitted that there were different views on the role the "big" and "small" countries will have in the Constitutional Assembly as well as on the role of the European Commission. However, he stressed that the progress made is so notable that there is we ll-founded hope that the EU Constitution draft plan will be presented in Thessaloniki in June. heeded. Today is a historic day. Because our achievement today creates new obligations for us: � To see the present and the future with sincerity and creativity � Not to settle for just managing our achievements to date, but to advance the process of unification. Cooperation which binds us but also expands our freedoms. To further the experiment of many countries with different levels of economic growth and social development, which are however intertwined in a single area of freedom and democracy. This day creates new obligations: � To ensure employment and prosperity for our citizens by combating unemployment, poverty and social exclusion. � To adjust the European social model to the new social conditions, so that our progress ensures greater social cohesion and justice. � To win the battle for sustainable development and put an end to the downgrading of the environment. � To promote a society of knowledge with responsible, informed and competent citizens. A civil society. Here, in this place, the Agora of Athens, two and a half thousand years ago, people from different races and countries, people with different convictions, came into contact. They met one another with a feeling that they were in one of the centers of the c ivilized world. Here we can realize that there is no end to history. Life will continue after today. It is up to us whether this continuation will be a history of peace, creation, cooperation and solidarity. This is what we want from the European Union". He also stated that Cyprus pledges to undertake and fulfil all obligations stemming from its accession into the European Union, adding that the Cyprus problem will not make Cyprus' presence in the EU problematic and will not stop the efforts for the solu tion of the Cyprus problem. The Cypriot President thanked the Greek EU Presidency, the EU member states, the European Commission and the European Parliament for their valuable assistance in the course of Cyprus toward the EU and for the opportunity offered to Cyprus to be where it belongs historically, geographically, politically and culturally. The draft text underlines the EU determination to have an active contribution in the stabilization process in Iraq. Earlier, the European Parliament President had pointed out that a week ago, when the voting in the European Parliament was taking place, and today there is a tangible feeling that Europe meets history. The European Commission President stressed the need to strengthen the democratic institutions in the EU. Regarding the single currency, the Euro, he said that it is not used by every EU member yet, adding that there is still no close enough coordination of the economic policies of the EU countries in order to be able to combat unemployment and poverty. On the Lisbon Strategy, he said that there are still important steps to be made to fully mobilize the human and technological powers in our society. On the war in Iraq, he said that it showed us to what degree we have to work together if we want to influence the international scene, have our voice heard and defend our principles. He also pointed out the need to develop a common EU foreign policy and develop the collective security and defense means. He said that there is a need for a framework of friendly countries along the EU borders beginning from Morocco and moving along the coasts of the Mediterranean and eastward to Russia. He sent a message of solidarity and friendship to the African countries, stressing that the cooperation with the EU will continue to be a priority, while a similar message was sent to the countries of Latin America and Asia. Referring to "our friends and allies, the Americans", he said that "nobody in Europe can forget that we owe you our freedom". He said that now is the time to overcome the recent differences, adding that it is time for a new cooperation between Europe and the United States that will constitute the basis for a stable peace in the world. Mr. Prodi also stated that in a world of globalization the principles we have inherited from the EU founders which come from the age of the Enlightenment: freedom, democracy, state of law, justice, tolerance and peaceful settlement of conflicts, have a m eaning only if they are implemented by everybody. He concluded that Europe is our home and our ambition is the creation of a fair world. The enlargement will not lead the EU to a paralysis and will not limit the value of the EU, stated Belgium's Prime Minister Guy Verhofstadt. Czech Prime Minister Vladimir Spidla stated that today is a historic day for the European continent. Historically and culturally we always belonged to Europe, stressed Estonian President Arnold Ruutel. Danish Prime Minister Anders Fogh Rasmussen welcomed the new members, stressing that today materializes the vision of a Europe for which generations of people have fought. The certainty that the EU will be strengthened by the enlargement, was expressed by Irish Prime Minister Bertie Ahern, while referring to Bulgaria, Romania and Turkey wished for a favorable conclusion to their EU accession negotiations. We believe in the future of Europe, stated President of Latvia Taria Halonen expressing her country's wish to become a member in the union of free and prosperous countries. Lithuanian President Rolandas Paksas underlined the great significance of the signing of the accession treaty. Prime Minister of Luxembourg Jean-Claude Juncker stated that today is a historic conjuncture for Europe and congratulated the peoples of eastern and central Europe. Hungarian Prime Minister Peter Medgyessy stressed that democracy and solidarity are celebrated today. Prime Minister of Malta Eduard Fenech referred to the symbolism of the signing of the enlargement agreement in Greece. Dutch Prime Minister Jan Peter Belkenende characterized the enlargement as the most ambitious undertaking of the EU in its history. Austrian Chancellor Wolfgang Schuessel pointed out that the common political will for coexistence in the future as partners with equal rights is sealed with the EU enlargement. Poland's President Alexander Kwasniewski referred to his country's contribution to the European heritage. Portuguese Prime Minister Jose Manuel Barroso used the words of Aristotle that we become fair when we do the right thing, adding that Europe's door is opened today for ten countries that want to fulfil with us the common European vision. Slovenian President Janez Drnovsek referred to the efforts of Europe to live peacefully. Under the Acropolis we are bound by marriage with the EU, stressed Slovakia's President Rudolf Schuster, who referred to his country's history and its Christian principles and values. Finland's President Tarja Halonen agreed that the festive atmosphere reminds of the atmosphere of a wedding. Prime Minister of Sweden Goran Persson spoke about a family sharing common values like, freedom, solidarity and equality. British Prime Minister Tony Blair stressed that at a time of disagreement the Accession Treaty is a fundamental agreement of unity. Spanish Prime Minister Jose-Maria Aznar congratulated the Greek EU Presidency and all the new EU members saying that they bring along a huge hope for the future. French President Jacques Chirac pointed out the need for the reform of Europe, saying that the time has come for Europe to be reformed. He stressed that Europe will not move forward only through its enlargement but through its unification as well. Italian Prime Minister Silvio Berlusconi referred to the significance this day has, the vision of the founders of Europe and the dream of the reunification of the citizens of Europe who believe in the same values.
