"It is obvious that the said matter is not up for pubic discussion, especially when the published reports are not accurate." A.F. [B] BALKANS[04] FYROM: PRESIDENTIAL ELECTIONS SECOND ROUND HELD TODAYWeb Posted: 19:14 GMT+2Skopje, 14/11/1999 (MPA) The second round of presidential elections in FYROM is held today, with the the main contenders vying for the country's top post being the candidate of the government coalition Boris Trajkovski (VMRO-DPMNE) and the Social Democratic Alliance's Tito Petkovsi.In October 31's first round, Mr. Petkovski had garnered 32.71% of the votes, while Mr. Trajkovski had 20.86%. A 50%+1 turn-out is required to make the second round result valid. If the participation rate does not surpass the fifty per cent mark, the country will be led to a new round of presidential elections within the net six months. A.F. [05] GREEK RESCUE TEAM IN TURKEY PROVIDING AID TO QUAKE VICTIMSWeb Posted: 19:14 GMT+2Ankara, 14/11/1999 (MPA) Greek search and rescue workers arrived in Turkey yesterday in three C-130 transport planes, in an operation led by Dimitris Katrivanos, the interior ministry's secretary general for civil protection.Greece has sent 25 search and rescue workers with four relief vehicles, 11 medical staff and two mobile units, four earthquake experts, and three sniffer dogs. Mr. Katrivanos that the Greek team was the first to arrive from countries that Ankara had petitioned for assistance. The earthquake on Friday evening centered on the town of Duzce, which is located about 170 kilometers east of Istanbul and has 300,000 inhabitants. Turkish officials told Mr. Katrivanos that early estimates indicated 50 percent of buildings in the town had collapsed. A.F. [06] DEATH TOLL RISES TO 374 IN TURKEY'S LATEST EARTHQUAKEWeb Posted: 19:14 GMT+2Ankara, 14/11/1999 (MPA) According to latest reports, 374 persons have been killed and nearly 3,000 injured by Friday's 7.2 Richter earthquake, the second to devastate Turkey in a period of three months.Local authorities fear that the death toll could rise sharply, as emergency workers have yet to sift through most of the rubble and hundreds of people remain missing. The tremor's epicenter occurred at Duzce, a farming town located 170 kilometers east of Istanbul. A.F. [C] EUROPE[07] EU COUNCIL OF FOREIGN MINISTERS MEETS IN BRUSSELS TOMORROWWeb Posted: 19:14 GMT+2Brussels, 14/11/1999 (MPA) The European Union Council of Foreign Ministers is scheduled to meet in Brussels tomorrow.Representatives from the EU's 15 member-states plan to focus on a possible defense role for the EU, reportedly the first session of its kind in the Union's history. Greek Foreign Minister George Papandreou and Defense Minister Akis Tsochatzopoulos will participate while NATO's former chief Javier Solana, presently the leader of the EU's Common Foreign Affairs and Defense Policy, will also attend. Talks will cover the institutional reforms which are being suggested for the EU and which relate to defense issues and activities, including the role of Nato in any new arrangement. A.F.
