Army officers from the African Republic of Mali who were returning to their country after training in military schools of the former Soviet Union were the 6 passengers killed when their airplane an "Antonof 26" crashed last night near a populated area close to Thessaloniki.
According to information from the greek authorities, three of the victims were army majors and the rest were Airforce officers.
The russian-made airplane that belonged to Mali's airforce crashed while attempting an emergency landing and according to the findings of the greek Civil Aviation Agency's investigators the crash was the result of pilot error.
The airplane had taken off from Kiev with destination the tunisian capital, Tunis and while its was flying over greek territory its pilot became aware that his airplane was loosing fuel. He contacted the Control Tower in Macedonia Airport and requested priority for landing which was granted by the air-traffic controllers.
The crash happened during the landing procedure and according to the evidence provided by the Civil Aviation Agency it was the result of pilot error probably because he was not familiar with the territory in combination with the limited visibility due to low clouds observed at the time of the accident in the area of Thessaloniki.
Russian Foreign Minister Andrei Koziref will visit Thessaloniki on September 8th and according to greek government spokesman Evangelos Venizelos, the head of the russian diplomacy will meet with Prime Minister Andreas Papandreou.
Meanwhile, the last Soviet leader Michail Gorbatchev will participate in a round table discussion under the title "The fate of Democracy in the 21st Century". The discussion will be held in Athens on the occassion of the official opening of the international conference "Meeting of Athens" on September 4th.
In the meeting will participate among others cypriot President Glafkos Kliridis and former french Prime Minister Michel Rocard.
The greek-albanian discussions taking place in the Foreign Ministry building were interrupted today.
The discussions between greek Foreign Minister Karolos Papoulias and his albanian counterpart Alfred Sereki, on the signing of an agreement concerning the albanian seasonal workers in Greece and the operation of greek schools in Albania hit a snag when the albanian side expressed its opposition to the operation of greek schools and proposed the greek language to be tought in the existing albanian schools.
Mr.Papoulias disagreed with this position and the discussions were expected to continue this afternoon. Mr.Sereki left the discussions and went to the albanian embassy in Athens for consultations with his government.
Meanwhile, the joint press conference the two ministers were scheduled to give early afternoon was also cancelled.
Earlier, mr.Sereki had been received by President of the Republic Kostis Stephanopoulos and discussed issues concerning the greek-albanian relations and the developments in the Balkan region.

The US President mentions in detail the diplomatic activity of US State Department officials stressing that his envoys continued the efforts for the start of negotiations between the interested parties.
Mr.Clinton focused his attention on the efforts for Cyprus' accession into the European Union and on the EU Summit commitment to begin the accession negotiations after the Inter-Governmental Conference of 1996.

The optimism that the political initiatives for the solution of the Bosnian crisis will have the upper hand in the next few days was expressed by greek Defense Minister Gerasimos Arsenis speaking this morning in the conference on "The European Security and the Yugoslav crisis", organized in the ionian island of Corfu by the International Relations Institute of Pantio University.
Mr.Arsenis stressed that if there are positive results in the bosnian crisis then the issue of the overall security in Europe should be directly examined.
Responding to a question by a reporter, mr.Arsenis pointed out that a possible solution of the bosnian crisis will not automatically lead to the solution of all the problems in the region. He said that Kosovo continues to be a problem but problems can be resolved through the respect of borders and human rights.
Mr.Arsenis proposed the establishment of a regional council of Balkan development in which will participate all the Balkan countries, including Greece, and an EU representative.
The council will meet 2 or 3 times a year and will operate on Foreign Ministers' level to coordinate the national efforts on economic, transportation and tele- communications programmes creating the necessary infrastructure for the development of an economic sub- system in the Balkans incorporated in the economy of the European Union.
