Temperatures in Athens will range between 9C and 18C and in Thessaloniki betqween 4C to 14C(12/11/2002 12:04:00 ��) (12/11/2002 12:00:00 ��) [02] New U.N plan for Cyprus distributed to involved partiesThe U.N new Cyprus settlement proposal was distributed yesterday to the Greek-Cypriots and Turkish -Cypriots as well as to the three guarantor powers, Greece, Turkey and Britain.The 137 –page document for Cyprus future draws heavily from the Swiss model of a two canton indissoluble partnership with a single international personality and sovereignity. The new plan would create a six-member presidential council with a rotating presidency as the common state goverment s executive power. The council s presidency and vice –presidency would rotate every ten months between the Greek –Cypriot and Turkish-Cypriot sides and its membership would be proportional to the two component states’ population , although at least two of its members would have to come from each state. A supreme court would be composed of nine judges with three from each component state joined by three non-Cypriots .The plan leaves blank , for now the specifics of any territorial adjustment between the divided island s Turkish and Greek –Cypriot territories but offers proposals on territorial trade-offs under whcih the Turkish Cypriots would yield some 7% to 9% of the territory they now control in the northern part of the island. After receiving the document for Cyprus settlement , Greek Prime-minister Kostas Simitis and Cyprus President Glafkos Klerides underlined the need for cooperation between Athens and Nicosia as well as the decissive character of negotiations that will follow. The two men repeated their position for a solution which would guarantee the single international personality and citizenship of the Cyprus state. Cyprus National Council meets this afternoon to make a first assesment of the new peace plan while Cypriot President, Glafkos Klerides will arrive in Athens on Saturday at the invitation of Prime-minister Simitis Mr. Klerides said that the solution of the Cyprus issue largely depended on the handlings during this crucial stage adding that his vision was a unified Cyprus , member of the E.U which would open a new chapter of peace, prosperity and security to all its citizens. Finally Mr. Kleridis said that that the U.N Secretary General expects a response within 7 days , on whether involved parties are willing to start negotiations on the pace plan proposals. On his part , Greek Prme-minister, Kostas Simitis stressed that the U.N peace plan was the starting point for negotiations adding that the Cypriot people would take the final decision in two referendums. Mr. Simitis also underlined the important role of strengthening Cyprus European prospect strategy nd made an appeal for coolness and wisdom.Mr. Simitis will today meet the President of the Republic to convey him the U.N document while Foreign Minister will distribute the document to political party leaders. Briefing the U.N Security Council , U.N General Secretary, Kofi Annan said that the involved parties are called to take an important decision within the next few days and they should indicate courage , vision and wisdom. The President of the N.D party Kostas Karamanlis stressed the need for a meeting of political party leaders , saying that this is a time for high national cooperation adding the self evident support of his party to the struggle of the Cypriot people. The Coalition of the Left and Progress also asked for a meeting of political party leaders adding that it will announce its stand after having studied the plan. Turkish-Cypriot representative Raulf Dektash pledged to consider the plan with a positive mind and resolve the Cyprus problem without disturbing Greek-Turkish relations. The U.S praised the plan and encouraged both sides to seize a historic opportunity and try to reach agreement before the E.U summit opens on December 12 in Copenhagen.
