    Greek government negotiators and the heads of the institutions' missions in Athens are to begin a new round of talks for the completion of the 2nd review of Greece's programme after 15:00 on Monday, instead of 13:00 as originally scheduled. The delay was decided in order to write up the agreement texts.

    In a statement at 2:00 after midnight on the morning of the May 1st Labour Day holiday, a senior Greek government official said that the talks had covered "all the dossiers and there isn't anything in either the Memorandum of Understanding (MoU) or the Memorandum of Economic and Financial Policies (MEFP) that we have not discussed. Today we will discuss the texts on which we have differences."

    The MoU is the text of the agreements drawn up with European institutions and the MEFP is the agreement with the International Monetary Fund (IMF).

    The same official said that there were no outstanding issues in about four or five areas of the talks , such as education, health and energy, four dossiers with "quite significant issues" and another four to five where issues of lesser importance was still outstanding. "In each major sector, one issue is important," the official said.

    There has been no negotiation yet on primary surpluses after 2018, since this is linked to the measures for easing Greece's debt that will be discussed at the Eurogroup of May 22.
