[01] Cephalonia declared earthquake stricken area, Infrastructure minister saysCephalonia was declared an earthquake-stricken island, Infrastructure Minister Michalis Chryssohoidis announced on Tuesday from the island's Operations Centre.Chryssohoidis said that the island will be placed under special support programs, ap-plicable in such cases, while in the coming days he will sign a common ministerial decision with Finance Minister Yannis Stournaras to help those affected. The state will pay the rent of those whose homes were deemed presently uninhabitable, it will finance the restoration of buildings, and it will create a settlement on the island for those who do not wish to rent another house. Chryssohoidis said that a scientific team, including 100 engineers along with seismologists and engineers from the Technical Chamber of Greece, has already come to the island to inspect all public buildings. According to first estimates, around 600 buildings are deemed demolished, 1,100 heavy damaged and 1,400 with minor damage throughout the region of Palliki while there are several problems in public infrastructure such as roads, ports and public buildings that need restoration. The minister stressed the need for the proper operation of the airport, which has suffered very little damage, as the island depends on tourism. The minister is heading to Lixouri to inspect the damage that Monday's earthquake - the most recent on the island - has caused and to talk with the residents. Education Ministers Costas Arvanitopoulos, Health Minister Adonis Georgiadis and Tourism Minister Olga Kefalogianni are also on their way to Lixouri. [02] PM to chair meeting on coordinating disaster relief efforts on CephaloniaPrime Minister Antonis Samaras will chair a government meeting on Wednesday attended by all ministers involved in disaster-relief efforts on earthquake-stricken Cephalonia. The meeting, scheduled to be held at 18:00, will assess all action taken so far on the island and the further coordination of relief efforts.Ministers attending the meeting are to include Defence Minister Dimitris Avramopoulos, Education Minister Constantine Arvanitopoulos, Finance Minister Yannis Stournaras, Interior Minister Yiannis Mihelakis, Infrastructure, Transport and Networks Minister Mihalis Chrysohoidis, Health Minister Adonis Georgiadis, Shipping and Aegean Minister Miltiadis Varvitsiotis, Culture and Sports Minister Panos Panagiotopoulos and Tourism Minister Olga Kefalogianni. It will also be attended by the ministry general secretaries and the head of the Greek armed forces' general staff General Mikhail Kostarakos. One more Greek Navy ship arrived on the island on Tuesday carrying heavy machinery to restore infrastructure and equipment to set up temporary shelters for earthquake victims. [03] Minesterial meeting underway on CephaloniaGovernment ministers, visiting the earthquake stricken island of Cephalonia, and local officials on Tuesday were holding a meeting to evaluate the situation on the island.Health Minister Adonis Georgiadis, Infrastructure Minister Michalis Chrysohoidis, Education Minister Costas Arvanitopoulos, Tourism Minister Olga Kefalogianni, the general secreatary of Public Works Stratos Simopoulos, the Chief of Hellenic National Defense General Staff Michalis Kostarakos, the Prefect of the Ionian Islands Spyros Spyrou and the mayor of Cephalonia Alexandros Parisis as well as seismologists Efthimios Lekkas and Gerasimos Chouliaras attended the meeting, which was taking place at the Educational Technological Institute. During the meeting, the ministers will be briefed on the damage recorded in Cephalonia following the recent tremors, the progress of inspections on the buildings as well as the coordination of ministries and local organizations regarding measures taken for the relief of the locals. "We will put students' lives at risk. The schools will remain closed for as long as needed," Education minister said, adding that 10 prefabricated halls are expected on the island on Tuesday and another 35 over the following days. "We will do everything possible to start lessons as soon as possible," he said. As for the cases of gastroenteritis on "Eleftherios Venizelos" ship, which has been anchored at Argostoli harbor for the past week, Health minister noted that a team of doctors from the Hellenic Center for Disease Control and Prevention has arrived on the island in order to check the situation. Tourism minister noted that the necessary inspections in tourist facilities have been completed. "Cephalonia is a global tourist destination. It is our obligation to preserve the tourist reputation and the image of the island," she stressed. [04] Defence ministry's mobilization on Cephalonia underwayGreece's Armed Forces have been mobilized for the relief of Cephalonia's quake stricken residents, under the Defkalion project for natural disasters activated by National Defence Minister Dimitris Avramopoulos on Monday morning.The team of Navy Underwater Demolitions commandos, who arrived in the morning on a C-130 military plane, has concluded inspections at the Argostoli harbour, saying ships can safely approach and lay anchor there. The team will also inspect Lixouri harbour. Authorities have sent 300 tents on two C-130 flights, while 32 specialized army personnel, that will reach the island on a NH-90 helicopter, will assist with their assembling. Another C-130 military plane, carrying supplies and equipment, is expected on Cephalonia later in the day. "Ikaria", the second tank-landing craft that set sail on Monday night, carrying heavy machinery supplied by the army, is also expected later in the day. [05] ND delegation briefs the prime minister on its visit to CephaloniaThe members of a New Democracy (ND) parliamentary group delegation on Tuesday briefed the prime minister on the outcome of their visit to the earthquake-stricken Ionian island of Cephalonia.ND parliamentary group general secretary Athanassios Bouras, parliamentary spokesperson Sophia Voultepsi and alternate general secretary Dimitris Tsoumanis visited the island by order of the prime minister, a party announcement said. The delegation attended Coordinating Body meetings and the briefing of government ministers who have arrived on Cephalonia. They also visited the region of Lixouri, cooperated with local authorities and recorded problems and requests. The prime minister received a memo with the recommendations of the ND delegation which will continue to follow closely the island's rehabilitation course. [06] Tourism minister announces measures to safeguard Cephalonia's tourism reputationMinister of Tourism Olga Kefalogianni, speaking during a ministerial meeting on the island of Cephalonia on Tuesday, stressed the support by the government to the residents of the earthquake-struck island and emphasized the important role that tourism plays in the development of the local economy.The assessment of the situation in Cephalonia and actions for the immediate future were at the heart of the discussion during the meeting held at the city hall of Argostoli. Kefalogianni also announced a series of concrete actions to protect Cephalonia's reputation as a popular tourist destination. The actions she presented related to communication strategies to support the tourist image of the island, including using the internet to promote it as a safe destination in all major international exhibitions abroad such as Milan, Berlin and Moscow; promotional events on the island; and promotion through offices of the Greek National Tourism Organization (EOT) abroad with foreign journalists and travel agents, and by showing the true situation on the island. [07] Cephalonia earthquakes seriously damage approximately 25 monumentsApproximately 25 monuments, including churches and antiquities, on the island of Cephalonia have been seriously damaged by the earthquakes and will require immediate salvaging interventions and restoration plans, Culture Ministry Secretary General Lina Mendoni told the Central Archaeological Council on Tuesday, following an on-site assessment with a delegation.Mendoni said that the Argostoli Archaeological Musem and the Castle with its monuments also have serious problems that must be handled immediately. As regards antiquities, the secretary general revealed that glued joints in about 20 vases of the Argostoli Archaeological Museum became loose and that 5-6 glass vessels broke. But what sustained the most serious and apparently non-reversable damage was the Museum, whose ground floor pillars sustained deep horizontal cracks from the two major earthquakes. "The Castle and its monuments have a problem. Together with the Museum, they are two locations that must be handled immediately, especially due to their effect on tourism as well", the secretary general said. However, the monuments being worked on with National Strategic Reference Framework funds presented no problems, while the de Bosset bridge, whose technical restoration work has been completed to a considerable extent, "withstood (the earthquakes) very well", according to Mendoni. She concluded by saying "the problems can be handled, but they are serious. A great deal of work and good organisation is necessary". [08] SYRIZA leader to visit earthquake-stricken CephaloniaMain opposition Radical Left Coalition (SYRIZA) leader Alexis Tsipras will visit the island of Cephalonia on Wednesday to survey the damages caused by the earthquake.Tsipras will arrive in the island on Wednesday at 14:00 and will visit the earthquake-stricken areas around Lixouri and the villages of Palliki. He will be met at the island by SYRIZA MPs Sophia Sakorafa, Theano Fotiou and Aphroditi Theopeftatou and SYRIZA's candidate for director of the Region of Ionian Islands, Theodoros Galiatsanos. [09] Hellenic Red Cross president arrives on CephaloniaPresident of the Hellenic Red Cross, ambassador Dionyssis Kodellas, headed a government delegation to the island of Cephalonia on Thursday morning and participated in a meeting held by ministers who are on the island to assess the situation and to promote support measures for residents."The Hellenic Red Cross with its long-term experience and its volunteers'solidarity spirit is in Cephalonia to actively support the efforts of the state," said Kordellas. A group of volunteers has also arrived on the island from Patras to provide first aid and assist doctors. [10] Cephalonia schools to remain closed until Friday, Education minister saysSchools on quake-stricken Cephalonia will remain closed until Friday, Education Minister Constantinos Arvanitopoulos told ANA-MPA on Tuesday."Schools will remain closed until Friday to conclude inspection, re-evaluate the situation and decide further action. We have also asked the School Buildings Organization to provide us with prefabricated school halls, 10 of which will be delivered today while the remaining 30 by the end of the coming week," Arvanitopoulos said. "Our main concern is student's safety but we also focused on restarting the educational procedure. For psychological reasons, students should go back to schools but in a safe way," he said. Three school buildings were found to have suffered damage, according to the first inspection, Arvanitopoulos said. "After the second inspection, that has already started and will be concluded tomorrow morning, we will consider and evaluate the situation." The minister also referred to the island's infrastructure, saying that "the airport is fully operational. The Argostoli-Lixouri road has been restored, but the main issue is the Lixouri port, which has been significantly damaged." [11] KKE secretary general to visit Cephalonia on ThursdayCommunist Party of Greece (KKE) General Secretary Dimitris Koutsoumbas will visit the earthquake-stricken areas in Cephalonia on Thursday, according to a party announcement.Koutsoumbas will meet with the mayor of Cephalonia, in Argostoli (8:45), the deputy regional manager of Cephalonia, at the Technical University of Ionian Islands (9:30), attend a meeting of all island authorities (11:00) and visit those affected by the earthquake, in Lixouri (12:30). [12] MEP Giannakou calls on EU to support Cephalonia residentsEurodeputy and head of the New Democracy group of deputies at the European Parliament Marietta Giannakou on Tuesday asked for the EU's support and aid regarding the earthquake victims in the island of Cephalonia.The EU must be on the earthquake victims' side, Giannakou told the European Parliament's plenum, which was also attended by Foreign Minister Evangelos Venizelos and European Commissioner for Internal Market and Services Michel Barnier. [13] Insurance company to pay out beneficiaries on Cephalonia immediatelyEuropean Reliance (Evropaiki Pisti) insurance company will pay beneficiaries on the island of Cephalonia, effective immediately, up to 10,000 euros as a first installment of compensation for the damage caused to their houses by the earthquakes, the company announced on Tuesday.The amount to be received will depend on the extent of the damages. In addition, its clients on Cephalonia will be given a three-month extension to pay premiums due in February-March 2014. [14] Cephalonia gets aftershock of 4.2 on Tuesday eveningAn earthquake measuring 4.2 points on the Richter scale occurred on the island of Kefalonia on Tuesday evening, alarming inhabitants again.According to the Geodynamic Institute at the National Observatory of Athens, the strong aftershock had its epicentre 17 kilometres northwest of the city of Argostoli and was at a depth of 5 kilometers. The tremor took place at 21:42 and was also felt on the island of Zakynthos. [15] Venizelos urges EU Parliament to approve 'Tobin-style' tax on financial transactionsGovernment Vice-President and Foreign Minister Evangelos Venizelos on Tuesday supported a "rapid adoption of a tax on financial transactions on a broad basis," while speaking before the European Parliament.Venizelos said the measure would be a tool for "drawing capital gains from the financial sphere and transferring them to a redistribution mechanism" but had run into a snag after the United Kingdom challeged a decision taken by 11 EU member-states to adopt the tax at the European Court of Justice, calling for the cancellation of the process. The adoption of the measure is being proposed after the European Parliament adopted a report on the issue prepared by MEP Anny Podimata, a member of Venizelos' PASOK party. "If we react to the EU of austerity and unemployment, we must be able to finance hope. And because the existing funds are not enough, new ideas and tools must be put forward," Venizelos said. In his final intervention, Venizelos stressed that the Greek EU presidency will bring the issue back to the foreground, given that the Podimata report was adopted by an overwhelming majority of MEPs. He also noted that those objecting to the introduction of the tax "are in reality those that object to any form of tax. The issue that has arisen, in this case, is that the financial sphere has become free of the element of domination and the wager is whether it will remain beyond any institutional control." [16] Measures for banking reform 'necessary and urgent', Venizelos tells EU ParliamentGovernment Vice-President and Foreign Minister Evangelos Venizelos on Tuesday said it was "necessary and urgent" to promote measures for banking reform in Europe, while speaking before the European Parliament on behalf of Greek presidency of the European Council.Participating in the discussion on a report submitted by Portuguese MEP Elisa Ferreira on the banking union, Venizelos noted that one of the lessons learned from the crisis was linked to the importance of a banking union as a "fundamental pillar of economic governance". The overall "uniform handling of the systemic banks" and a "uniform approach to protecting deposits" alongside the single supervisory mechanism are outstanding issues that must urgently be resolved, Venizelos said, during the current Parliamentary session if possible. Recognising that there were certain "institutional issues" that must be resolved (such as the barriers raised by Constitutional courts in certain member-states concerning the allocation of resources), Venizelos underlined that "the market and society await the establishment of a Single Resolution Mechanism and the Single Bank Resolution Fund" and a compromise is feasible, avoiding clashes with national Constitutional sensitivities. [17] Greek political forces to participate in PES European elections ballotSTRASBOURG (ANA-MPA / N. Roussis)European Parliament President and Party of European Socialists (PES) candidate for European Commission President Martin Schulz, the European Parliament's Progressive Alliance of Socialists and Democrats (S&D) group president Hannes Swoboda and government Vice-President and Foreign Minister Evangelos Venizelos on Tuesday announced that the party will go to the European elections with a dynamic ballot. In a meeting held in Strasbourg, the three politicians concluded that the PES ballot to be presented will be put together through open democratic procedures and with the participation of Greek political forces that agree with the Socialists party's proposal. [18] EU Commission sources caution against 'premature' speculation that fiscal gap issue is resolvedSources at the European Commission on Tuesday said it was "premature" to talk about a convergence of views between Greek authorities and the troika over the fiscal gap, responding to a report by an international news agency."We do not yet have the complete data for 2013. When we it is available we will analyse it in depth. Until then it is premature to speculate to what extent the issue has been resolved," they said. A Reuters report citing two anonymous sources directly involved in the talks said on Tuesday that "Greece and its foreign lenders have largely bridged differences over a potential fiscal gap this year, removing a key sticking point holding up talks to release more bailout funds." Tsipira)The people of Europe need a major, peaceful overturn of policies and rule, main opposition SYRIZA leader Alexis Tsipras said on Monday, addressing a public event of the Left Front in Paris. Tsipras said he was pleased that Paris was one of the first stops of his Europarliament elections campaign and referred to France as the country "of big revolts and overturns", criticizing choices made by Francois Hollande's government. "The European Union policy needs to have a overhaul of orientation. It needs a bid change of correlations, which will be the first step towards a radical turn, towards its re-establishment and its return to the values of solidarity, democracy and social cohesion," Tsipras said. Tsipras termed the European Central Bank the "iron arm of neoliberalism" that has put up a new wall in Europe and had not contributed to the euro area's stabilization. "Today, we have to re-establish Europe, to knock down the new dividing wall between the rich North - with the trade surpluses - and the poor South - with the trade deficits. Between the lenders and the borrowers," he said. Tsipras called all forces of the Left to work on a "democracy-, society- and ecology-oriented Europe" focusing on six priorities: putting an end to austerity and annulling memoranda, re-establishing the euro area in a democratic way, holding a European Summit on debt, achieving a European 'New Deal' for Europe's balanced and sustainable growth, having an ecology-oriented productive process and reforming the European framework on migration. Referring to Hollande's government, Tsipras said: "If Hollande's government were different, then the whole of Europe would have been different today. But Hollande's government instead of counterbalancing and preventing neolibarlism has become a political multiplier of (German Chancellor Angela) Merkel's government ? and he apologizes for the hardest right-oriented policy ever implemented in Europe." Addressing a large audience at the conference hall at the premises of the French Communist Party, Tsipras, who is also a candidate president for the European Commission, said: "Today, your presence has given hope to change. You have strengthened democracy, you have given prospects to the European Left. On May 25, we will make a positive surprise. We will have high election rates and take Democracy in Europe to new heights." [20] SYRIZA leader meets with journalists, senators in ParisPARIS (ANA-MPA/O. Tsipira)Main opposition Radical Left Coalition (SYRIZA) leader Alexis Tsipras on Tuesday met with journalists from the most important mass media groups of France as part of his campaign as candidate for the EU Commission presidency. "We are entering this battle not for symbolic reasons but because we believe that with the support of many people - for the citizens afflicted by these austerity policies are many - we can change correlations in Europe the same way SYRIZA did in Greece and gained Greek people's trust," Tsipras said, noting that "besides, the fact that our representation in the European Parliament is small, the European Left can be a pleasant surprise and change correlations." In an interview to ANA-MPA, Tsipras stressed the need of a "New Deal" regarding the partial deletion of the Greek debt. "I think that most of the people in Europe realize that Greece is an example to avoid. The fiscal adjustment austerity programme has failed," Tsipras said and underlined the need of a "radical reorientalization of the Greek problem, because the Greek problem is not a distinct case but rather a part of the European problem." Tsipras also said that after three consecutive bailout programmes the debt has reached 175 pct of the GDP from 120 pct, unemployment rates are unacceptable for a European country and the vast majority of the Greek citizens lives in poverty. In addition Greece is asked to proceed with new loans on top of previous ones that cannot be afforded, he said stressing that the only solution for Greece is the deletion of the largest part of the debt and a "new deal which is not only of Greece's concern, but of Europes as well. After the meeting an event was held, attended also by Eliane Assassi, leader of the Communist Group in the French senate and European Left Party president Pierre Laurent. [21] Central Committee of SYRIZA calls for party forces to go 'on alert' ahead of European and regional electionsSYRIZA called all forces of the party to "be on alert" for the successful outcome of regional and European elections, in a document released on Tuesday on the official proceedings of the Central Committee, which met this past weekend."'We are being called to give a great fight for an overturn, a venture of historical importance which affects millions of people. This task represents for us a challenge and we respond positively. Yes we are ready to take the historical responsibility," it is stressed in the decision. Commenting on recent statements by Prime Minister Antonis Samaras who expressed his opposition to any cooperation between New Democracy and SYRIZA, the main opposition's Central Committee sharply attacked the premier, saying that "we do not know who dreams up these monstrosities. All we know is that SYRIZA, the radical left, is miles away from the policy of his government." The Central Committee considers that the power is tipping in favor of SYRIZA and that this movement will "grow enormously" in the coming months. For this reason, the Central Committee said, it is asking party forces to turn their attention and action to the mass movement and particularly to labor to multiply the centers of social resistance to any measure. Furthermore it emphasizes the preparation of SYRIZA in a policy level stressing that texts already exist in the context of the processes of the Program Committee which are in the process of completion and will be discussed within the party and local branches. Finally the Committee asked members of the party to utilise the nomination of party leader Alexis Tsipras for the presidency of the European Commission, stressing that this nomination is extremely important as it brings together the European left and awakens social forces against the dominant policy currently applied in Europe. [22] President Papoulias to attend Olympic Games opening, meet with three heads of statePresident of the Hellenic Republic Karolos Papoulias announced on Tuesday his departure for Sochi in Caucasus, in order to represent Greece at the Winter Olympic Games opening ceremony on Friday.In an exclusive interview with the ITAR-TASS Russian News Agency in Athens, Papoulias stressed that "Greece welcomes and expects the Russian investments in the economy." Papoulias said that the two countries retain close ties in several sectors that "reflect the depth of the historical ties among our people and are established on a firm basis," and emphasized Russia's strong support of Greece's stance on the Cyprus problem. A separate report stated that during his visit in Sochi, Papoulias is scheduled to meet with Russian President Vladimir Putin during the reception following the opening ceremony. On Thursday, he will attend the welcoming ceremony for the Greek Olympic team at the Krasnaya Polyana Olympic Village. On Friday, February 7, he will meet with President of the People's Republic of China Xi Jinping and later with Sheikh Tamim bin Hamad bin Khalifa Al Thani, the emir of Qatar. [23] Development minister holds meeting with Task Force headEU Task Force for Greece chief Horst Reichenbach held a meeting with Development Minister Costis Hatzidakis on Tuesday and said afterwards that there are certain indications by banks towards an increase in liquidity and support of the real economy, adding that "we have seen certain results and we hope to see more".Referring to OECD's proposals and the reforms that the Development ministry is promoting, Reichenbach termed them important for the economy and consumers and stressed that he is aware that interests will be harmed; "however, a better functioning of the market will be achieved," he added. The EU official also said that the Task Force's report on Greece will be presented this coming April, noting also that the major issue is how SMEs will be supported with existing and future funds from EU structural funds. [24] PASOK parliamentary group calls for urgent meeting with FinMinThe PASOK party's parliamentary group called for an urgent meeting with Finance Minister Yannis Stournaras, in the presence of Secretary General for Revenues Haris Theoharis as well, on the occasion of specific interventions in taxation policy that "create injustices and raise new obstacles and problems for the non-powerful in the market and rouse the indignation of citizens and small businesses".The parliamentary group added that "every new arrangement must take into consideration the conditions that have been shaped in the economy and mainly in society - which is experiencing the consequences of the crisis - and produce a positive result, without creating further difficulties and deadlocks for small and medium-size enterprises, farmers and Greek households". [25] DIM.AR in Parliament questions progress on Siemens commitmentOpposition Democratic Left (DIM.AR) tabled a current question in parliament on Tuesday requesting to be briefed on the course of the implementation of the compromise agreement reached between the Greek state and the German telecoms company Siemens. DIM.AR noted that other two current questions it had tabled back in March 2013 have not been answered yet by the ministry of Finance.Referring to the obligations undertaken by the German company, DIM.AR said that in the case of Siemens BSH (formerly Pitsos) in Agios Ioannis Rentis, "the company did not proceed with a planned investment and instead, reduced its personnel from 900 to 500 employees, while a relevant investment was made by the company in Turkey". DIM.AR noted that all indications show that the production unit will leave Greece. According to DIM.AR., the company Eviop Tempo in Evia, central Greece, in which Siemens holds 48 pct of the shares, should also be included in the investment plan that was announced by Siemens. [26] Greek authorities on Ziraat Bank's activitiesZiraat Bank, a Turkish bank with established activities in Greece, has not made in foreclosures or auctions during its operations in the country, a Foreign Affairs ministry report said.In a report sent to Parliament by Deputy Foreign Minister Dimitris Kourkoulas, in response to a question by Independent Greeks deputy Terence Quick, the minister noted that "the Foreign Affairs ministry was monitoring, recording and assessing all developments in its field", adding that "having a full picture over the real situation in the region, it proceeds with necessary actions when needed based on national interests and not to impress public opinion". The minister noted that existing supervisory and regulatory mechanisms, such as the Bank of Greece, were institutional safety nets offering guarantees over the transparent operation of foreign financial institutions in the country. The Bank of Greece, in a report, said that the central bank's supervisory role in credit policies implemented by credit institutions was to set strict supervisory criteria (covering of capital requirements) and that this role prevented the central bank from prohibiting the funding of local economy, or to set criteria over the recipients of such funding. [27] Defence minister meets chief of British Royal NavyNational Defence Minister Dimitris Avramopoulos on Tuesday met with Chief of the Naval Staff of the British Royal Navy Sir George Michael Zambellas, who is on a official visit to Greece, according to a ministry statement.[28] European Commission releases documents on Greece's entry into the eurozoneSTRASBOURG (ANA-MPA/N. Roussis)The European Commission released a total of 140 EU documents related to the time of Greece's entry into the eurozone to a German journalist who had made the request in 2011, European Ombudsman Emily O'Reilly announced on Tuesday. Following the ombudsman's intervention, the European Commission was obligated to meet a relevant request by a German journalist for access to documents drafted between January 1, 1999 and June 30, 2000, when Greece was accepted into the eurozone.
