Athens News Agency Bulletin, Vance opens new round of FYROM talks, FM in New York ----------------------------------------------------- Athens, 11/7/1994 (ANA): United Nations special mediator Cyrus Vance starts a new round of talks with Greek and FYROM representatives at foreign minister level in New York today, on the issue of the Former Yugoslav Republic of Macedonia (FYROM). Foreign Minister Karolos Papoulias, who left for New York yesterday, seemed reserved on the outcome of the fresh round. Referring to the name of the former Yugoslav republic, Mr. Papoulias told reporters: "There is no scenario for a double or a triple name. However, as you are aware, the name is among the important problems of the issue". Athens argues that use of 'Macedonia' by Skopje conceals irredentist designs against Greece's northern province of that name. Athens, also demands removal from the FYROM flag of an ancient Greek symbol, and an amendment to the preamble of the neighbouring republic's constitution. Asked whether or not he would discuss the name question with Mr. Vance, Mr. Papoulias said: "I don't think so because, at the moment, I am waiting for a reply from Skopje on Greece's position". To a question of whether or not differences with FYROM would be brought up with Mr. Vance, Mr. Papoulias said: "This is a package of issues concerning Skopje. And whenever Mr. Vance and I have met, it was a topic for discussion. They are the claims of the Greek government". Replying to a question on whether or not the US was pressuring him to meet with his FYROM counterpart, Mr. Papoulias said: "I feel no pressure from Washington". Asked to comment if the recent European Court ruling had affected developments, Mr. Papoulias said: "Undoubtedly the ruling showed Greece's attitude was right. A different climate has been created. On the other hand, if one thought what climate an unfavourable ruling might have led to, it is easy to realise that the Court's decision is extremely favourable. I cannot gauge the extent of its further impact". The European Court of Justice reujected two weeks ago an appeal by the European Commission for temporary measures against Greece in order to force it to lift a trade embargo against FYROM. Greece imposed a trade embargo on the former Yugoslav republic as retortion measures in a bid to make the neighbouring republic abandon its intransigence. Meanwhile, the question of whether or not FYROM Foreign Minister Stevo Crvenkovsky will fly to New York is uncertain. Reliable sources were quoted as saying Mr. Crvenkovsky wrote Mr. Vance, informing him he would be unable to attend the talks. In that case, Foreign Ministry Secretary-Gereral Ambassador christos Zacharakis would carry on with the talks.
