The joint declaration, signed by Commissioner for Development and Humanitarian Aid, Louis Michel and Cuban Minister of Foreign Affairs, Mr. Felipe Pérez Roque at ceremony in Havana, provides a general framework to guide both parties as future cooperation is progressively developed.[02] Journée européenne de la Justice et Prix "Balance de cristal"- Prix européen de pratiques innovantes concourant à la qualité de la justice civile– des initiatives conjointes de la Commission européenne et le Conseil de l'EuropeAujourd'hui, dans le cadre de la 6ème Journée européenne de la justice civile, la Commission européenne et le Conseil de l'Europe ont décerné pour la troisième fois le Prix Balance de cristal qui récompense les pratiques innovantes concourant à la qualité de la justice civile. Le premier prix a été gagné par le Ministère de Justice du Royaume Uni. Ce concours est organisé tous les deux ans par la Commission européenne et le Conseil de l’Europe. EMBARGO 20h00[03] State aid: Commission consults on three year extension of film support criteriaThe European Commission has launched a public consultation on plans to extend the state aid assessment criteria of its Cinema Communication (see IP/01/1326) until 31 December 2012. Under the current criteria, state support for film production can be exempted from the EC Treaty's ban on state aid under certain conditions. In particular, such support must concern cultural films, while respecting certain thresholds regarding territorial requirements and aid intensity. Schemes must also comply with the EC Treaty rules and cannot focus on specific film-making activities. The Commission proposes to extend the validity of these criteria for three years and invites interested parties to submit their comments by 30 November 2008.[04] ASEM Summit: EU and ASEM secure financing for high-speed internet link until 2011Building on the success of the Trans-Eurasia Information Network 2 (TEIN2) research and education network the European Union (EU) and its partners today announced the launch date of its successor. The TEIN3 network will enable continued EU-Asia cooperation, directly benefiting researchers and the wider population. Funded by the EU with €12 million and an additional €6 million from Asian partners, the TEIN3 network will run until 2011. In comparison to its predecessor TEIN2, it will operate at a higher speed and across additional Asian countries. The official launch is foreseen for 8 December at the ASEM Workshop on ICT for Development in Vientiane, Laos.[05] Commissioner Hübner visits Marche (Italy): From historic sites to research centres, Cohesion Policy invests in successDanuta Hübner, the European Commissioner for regional policy, visits the Marche region in eastern Italy today to see the results of Cohesion Policy investment on the ground. EU co-funding for projects is a catalyst for innovation, competitiveness and jobs. During her visit, Commissioner Hübner will hold talks with Gian Mario Spacca, President of the Region, members of regional authorities and economic and social partners, reiterating the need to channel new EU investments for 2007-2013 towards research and development.[06] EU Solidarity Fund: Commission proposes € 7.6 million aid for Cyprus following severe droughtThe European Commission today proposes to grant € 7.6 million in aid from the European Union Solidarity Fund to help Cyprus meet emergency costs resulting from damage caused by an exceptionally severe drought. The aid will mainly help reimburse costs of emergency measures such as the transport of water from Greece.[07] Commission clears acquisition of North Sea Petroleum Holding by STAK Van der Sluijs Groep and Frisol BeheerThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of North Sea Petroleum Holding BV of The Netherlands by Stichting Administratiekantoor Van der Sluijs Groep Holding (STAK Van der Sluijs Groep) of The Netherlands and Frisol Beheer BV, also of The Netherlands. STAK Van der Sluijs Groep trades in petroleum products for land use, that is non-retail sales, transport, operation of depots and logistical services. Frisol Beheer trades petroleum products for ships and bulk sales on the spot market for petroleum products and derivates. North Sea Petroleum Holding is a newly created company constituting a joint venture which will carry out the combined activities of STAK van der Sluijs Groep and Frisol Beheer.
