In March, the 27 winners of the "Juvenes Translatores" (young translators) contest will be invited for a three-day visit to Brussels to receive a certificate from the hands of the European Commissioner for Multilingualism, Mr Leonard Orban. The names of the 17-year old students – one per Member State – were published today on the contest website http://ec.europa.eu/translatores together with the winning translations.[02] Competition: Commission publishes study on EU conveyancing services marketThe European Commission has published a study by independent consultants on the EU markets for legal services associated with house and land sales (conveyancing services). The study finds that consumers have greater choice and are on average paying less for conveyancing services under deregulated systems, with no loss in quality. The market for conveyancing services is worth about €17 billion per annum; efficiency savings of even a few percent following deregulation would therefore save consumers millions of euros each year. The Commission is calling on Member States to look at the findings and to review and update national laws which limit competition and the free circulation of services throughout the Single Market instead of serving the interests of consumers.[03] New EU study to help improve care for people with disabilitiesInstitutional care for disabled people in Europe continues to fall short of acceptable standards in many cases, a new report released by the European Commission confirms. It recommends a wider use of quality, community-based services, which offer better quality of life to people with disabilities, without necessarily costing more.[04] Sustainable Energy Cities take the lead on climate change: the European Commission launches the Covenant of MayorsToday the European Commission launched the Covenant of Mayors, the most ambitious initiative to date involving the citizens in the fight against global warming. It comes after an informal consultation with numerous cities across Europe, whose Mayors will join the Commission in launching the Covenant. The Covenant consists of the formal commitment of the adhering cities to go beyond the objectives of the EU in terms of reducing their CO2 emissions through energy efficiency and renewable energy actions. Almost 100 cities throughout Europe, including 15 capital cities, have expressed their early support for the Covenant.[05] European Commission recognizes outstanding sustainable energy projects – EMBARGO 19h30 -On 29 January six winning projects from four EU member states - Italy, Austria, Hungary and France - were awarded trophies at the Sustainable Energy Europe Awards ceremony taking place under the umbrella of the second European Sustainable Energy Week. The European Commission initiative aims to raise public awareness on the use of renewable energy sources and energy- efficient methods. The winners were awarded for the exceptional work they have already accomplished but, above all, for the commitment they have made to the sustainable future.[06] Current aid scheme for flax and hemp extended by one yearThe European Commission today adopted a proposal to prolong the existing aid for the production of flax and hemp during the marketing year 2008/2009 (starting on 1 July 2008). Under the proposal, the aid for long flax fibre will remain at the current level of €160 per tonne and the aid for short flax and hemp fibres would be kept at € 90 per tonne. The existing CMO for flax and hemp does not foresee the granting of any aid for the production of short flax fibre and hemp fibre as of marketing year 2008/2009. However, the Commission will present before the summer a report to assess whether that regime should be prolonged. And as a matter of consistency, the modification of the flax and hemp regime should take place in the context of the overall Health Check Review foreseen for the second half of 2008. Therefore, the Commission considers that the current aid scheme should be prolonged for another marketing year and final decisions should only be taken as of the following marketing year in the framework of the policy reviews to be undertaken under the Health Check.
