MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb10/12/07[01] Promotion des produits agricoles communautaires à l’extérieur de l’UELa Commission européenne a approuvé des mesures d’information et de promotion en faveur des produits agricoles dans les pays tiers. Les États membres lui ont soumis 25 programmes pour examen. Les 18 programmes qui ont été acceptés sont ceux du Danemark, de l'Allemagne, de la Grèce, de la France, d'Italie, de Chypre, de la Hongrie, de la Pologne, du Portugal et de la Slovaquie. Ils s’adressent aux États-Unis, à la Russie et à la Chine et portent sur le vin, les fruits, la viande, les produits laitiers, AOP et IGP, l’huile d’olive et les produits biologiques. La contribution de l’UE s’élève à 19,6 millions €, soit 50 % du budget total des programmes.[02] Direct Taxation: The European Commission calls for a more targeted and better coordinated application of Member States' anti-abuse rules (see MEMO/07/558)The European Commission has today adopted a Communication inviting Member States to carry out a general review of their anti-abuse rules in the direct tax area, in light of the principles flowing from relevant ECJ case law, – and to explore possible coordinated solutions in this field. In order to prevent tax abuse, Member States have implemented anti-abuse rules with the aim of preventing economic operators from eroding the tax base in their territory by diverting their income to other countries. Member States' existing anti-abuse rules often do not properly take into consideration the freedoms of the Treaty and are therefore increasingly challenged. In the framework of an EU-coordinated approach in direct taxation (<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/06/1827&format=HTML&aged=1&language=EN&guiLanguage=en">IP/06/1827), the Commission is willing to assist Member States in bringing their anti- abuse rules in line with EC law requirements and to explore the scope for constructive and coordinated responses to the challenges faced by Member States.[03] Le plan d'action pour la mobilité de l'emploi devrait aider plus de personnes à trouver des emplois de meilleure qualitéLa Commission européenne a présenté aujourd'hui un nouveau plan d'action destiné à promouvoir la mobilité de l'emploi en Europe en s'attaquant aux obstacles que rencontrent encore les personnes qui cherchent un emploi dans un autre pays de l'Union européenne. Ce plan expose une nouvelle approche intégrée et énumère, pour la période 2007- 2010, 15 actions concrètes faisant intervenir les autorités nationales, régionales et locales, ainsi que les autorités européennes.[04] 8 milliards d'euros : un grand pas en avant pour le développement et des partenariats ambitieux pour 31 Etats d'Afrique sub-saharienne et la CommissionA l'occasion du Sommet UE-Afrique à Lisbonne, la Commission a signé dimanche 9 décembre les documents de stratégie par pays du 10ème Fonds Européen de Développement (FED) avec 31 pays d'Afrique sub-saharienne. L'enveloppe de 8 milliards d'euros est prévue pour la période 2008-2013. Les 8 priorités reflètent le nouvel agenda du partenariat lancé à Lisbonne: Paix et Sécurité, Gouvernance démocratique et Droits de l'Homme, Commerce et Intégration régionale, Objectifs du Millénaire pour le Développement, Énergie, Changement climatique, Migrations, Emploi et enfin Sciences, Société de l'Information et Espace.[05] L'UE approuve €80 millions d'aide macro-financière au LibanL'Union européenne a approuvé aujourd'hui €80 millions d'aide macro- financière au Liban. L'aide soutiendra le programme économique et social du Liban pour la reconstruction et le développement, notamment par une contribution pour réduire le niveau élevé de la dette publique et pour assainir la politique budgétaire. L'aide macro-financière facilitera et encouragera également des progrès dans la mise en œuvre du Plan d'Action entre l'UE et le Liban de la Politique Européenne de Voisinage.[06] New EU humanitarian "kite mark" launchedThe list reads like a "Who's who" of humanitarian actors – around 150 relief organisations who work with the European Commission's Humanitarian Aid department (ECHO). Collectively, they eased the suffering of millions of crisis victims in more than 60 countries this year alone. The relationship between the Commission and its non-governmental relief partners is set out in what is officially called the "Framework Partnership Agreement" (FPA) which is renewed every four years. Today the Commission and its humanitarian NGO partners signed the new FPA at ECHO's, annual partners' conference in Brussels. The new FPA will enter into operation on 1 January 2008.[07] EU Solidarity Fund: Commission proposes aid worth EUR 162 million for UK regions struck by floodsThe European Commission today proposed to grant European Union Solidarity Fund aid totalling € 162.388 million to help deal with damage caused by floods in England, Northern Ireland and Wales in June and July this year. The grant will go towards reimbursing part of the cost of emergency measures such as rescue services, cleaning up after flood damage, and restoring basic infrastructure.[08] Commissioner Piebalgs calls on energy companies to play an active role in implementing the new Euro-Mediterranean region energy partnershipEuropean Energy Commissioner Andris Piebalgs participated today as a keynote speaker in the Observatoire Méditerranéen de l'Energie General Assembly meeting in Brussels with a presentation on the future of the Euro- Mediterranean energy relations. A week ahead of the 5th Euro-Mediterranean Energy Ministerial Conference that will take place in Limassol, Cyprus, on 17th December, the Commissioner called on the leading energy companies operating in this region to play an active role in supporting the EU Priority Action Plan for 2008-2013 on the Euro-Mediterranean cooperation in the field of energy.[09] Nearly half of EU27 enterprises outsource ICT functionsIn the EU27, 94% of enterprises had access to the internet in January 2007, compared with 92% in 2006, and 77% had a broadband connection, compared with 73% in 2006. This data come from Eurostat and forms part of the results of a community survey conducted at the beginning of 2007 on Information and Communication Technologies (ICT) in enterprises in the EU27 Member States, Norway and Iceland. Besides the indicators presented, the survey also covers e-commerce, e-government and e-skills.[10] Rediffusion[11] Mergers: Commission opens in-depth investigation into Arjowiggins' proposed acquisition of M-real Zanders' Reflex millThe European Commission has opened a detailed investigation under the EU Merger Regulation into the proposed acquisition of M-real Zanders' Reflex mill located in Düren, Germany by Arjowiggins of France. Both companies produce carbonless paper and other speciality premium fine paper. The Commission's initial market investigation has indicated that the proposed merger would raise serious doubts with regard to the carbonless paper market. A decision to open an in-depth inquiry does not prejudge the final result of the investigation.
