MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb25/05/07[01] 25 May 2007 - International Missing Children's Day : Commission steps up efforts to better protect children in EUFor the third consecutive year, the European Commission is supporting the International Missing Children's Day on 25 May, organised by the European Federation for Missing and Sexually Exploited Children of which the main purpose is to spread a message of hope and solidarity at the international level. To strengthen its actions in favour of children and young people, the Commission adopted a Communication "Towards an EU strategy on the rights of the child" on 4 July 2006 which advocated the setting up of a "European Forum for the Rights of the Child" as an instrument for promoting the effective exchange of information and good practices and establishing a network of stakeholders in this field. The first meeting of the Forum will be held on 4 June in Berlin.[02] EU Ministers commit to a vibrant European audiovisual sector without frontiers at CannesEU Ministers for Culture gathered today on Europe Day at the Cannes International Film Festival to pledge their support for Europe's audiovisual industry at a time when it faces unprecedented change, driven largely by the impact of digital technologies and the resulting change in audience behaviour.[03] La Commission salue l'accord politique sur la nouvelle directive relative aux médias audiovisuels en EuropeA l'issue d'un processus législatif de 18 mois seulement, un accord politique est intervenu le 24 mai sur la nouvelle directive relative aux services de médias audiovisuels sans frontières. La directive fournira un cadre réglementaire exhaustif couvrant tous les services de médias audiovisuels, une réglementation moins détaillée et plus souple, et des règles modernisées concernant la publicité télévisuelle afin d'améliorer le financement du contenu. Elle doit entrer en vigueur d'ici à la fin de l'année 2007.[04] Commission clears acquisition of UK Electricity generation business by IPR and MitsuiThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Deeside Power Development Company Limited, Rugeley Power Limited, International Power IQ Limited (Indian Queens) and International Power Fuel Company Limited (IPFC), all of the UK, by International Power plc (IPR) of the UK and Mitsui & Co., Ltd. of Japan. IPR is active in electricity generation both in the UK and countries outside the EU. Mitsui trades in various commodity businesses worldwide. Deeside, Rugeley and Indian Queens generate electricity in the UK. IPFC is active in coal and biomass purchasing. The operation was examined under the simplified merger review procedure.[05] ASEM Foreign Ministers meet to further Asia-Europe relationsThe 8th ASEM Foreign Ministers' meeting will be held in Hamburg on 28-29 May 2007. Foreign Ministers or their representatives from 43 Asian and European ASEM countries, as well as the Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner and ASEAN Secretary General Ong Keng Yong as well as the High Representative Javier Solana will attend the meeting which takes place every two years.
