  • [01] Sécurité routière : le programme d'action européen continue afficher de bons résultats – l'objectif de sauver 25.000 vies sur les routes de l'Europe peut être atteint en 2010

    L'objectif du programme d'action européen pour la sécurité routière, lancé en 2001 par la Commission européenne, peut être atteint dans le délai prévu. Il s'agit de diviser par deux le nombre de tués sur les routes européennes dans la période 2001-2010, réduisant ainsi le nombre total de tués de près de 50.000 25.000. C'est le message principal qui ressort des derniers chiffres disponibles, dévoilés au cours de la première Journée européenne de la sécurité routière. Ces chiffres indiquent que l'objectif ambitieux était bien le bon : les 12 derniers mois écoulés se sont traduits par une réduction de 8% du nombre de tués. En 2006 par rapport l'année 2001, près de 12.000 vies ont été sauvées dans l'Union européenne.

    [02] First European Road Safety Day: a safer future for young people on our roads

    As part of its strategy to halve the number of road accident victims by 2010, the European Commission is today organising the first European Road Safety Day. This year, the Day - which will be an annual event - is dedicated to young drivers : 'Youth on the Road, Road Safety is no Accident'.

    [03] La directive sur la responsabilité environnementale assure le respect du principe du "pollueur payeur"

    Un acte législatif important établissant des règles en matière de responsabilité pour les atteintes l'environnement entrera en vigueur le 30 avril. Particulièrement novatrice, la nouvelle directive, fruit de discussions qui ont débuté la fin des années 80, est le premier acte législatif européen spécifiquement fondé sur le "principe du pollueur payeur" établi dans le traité CE. La directive permettra désormais d'éviter les atteintes l'environnement dans l'UE ou d'y remédier, et de mettre en cause la responsabilité des auteurs. La directive concerne notamment les atteintes aux ressources en eau, aux habitats naturels, aux animaux et aux végétaux, ainsi que la pollution des sols, très nocive pour la santé humaine. Les Etats membres doivent transposer la directive dans leur législation nationale pour le 30 avril, mais jusqu' présent seules l'Italie, la Lettonie et la Lituanie se sont acquittées de cette obligation.

    [04] Commission clears acquisition of Enterprise by 3i Investments

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Enterprise plc of the UK by 3i Investments plc Investments, also of the UK, controlled by 3i Group. 3i Group is a private equity and venture capital company. Enterprise provides services to utility companies and consulting services in the UK and overseas. The operation was examined under the simplified merger review procedure.

    [05] La Commission autorise le projet de rachat de Tussaud's par Merlin

    La Commission européenne a autorisé, en application du règlement CE sur les concentrations, le projet de rachat du groupe Tussaud's, le prestataire britannique de services de loisirs et de divertissement, par Merlin Entertainments Group Luxembourg S.a.r.l. Après examen, la Commission est parvenue la conclusion que l'opération n'entraverait pas de manière significative l'exercice d'une concurrence effective dans l'Espace économique européen ou dans une partie substantielle de celui-ci.

    [06] Commission approves proposed acquisition of Coryton Refinery by Petroplus

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Coryton Refinery, a UK crude oil refinery, by the Swiss based Petroplus Refining and Marketing Limited. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [07] Des records de participation pour les vingt ans d'Erasmus

    Le programme d'échanges universitaires Erasmus, action phare de la Commission européenne dans le domaine de l'éducation, a poursuivi sa progression pendant l'année 2005-2006. Le nombre total d'étudiants participant ces échanges s'est accru de plus de 7% par rapport l'année précédente, tandis que les échanges d'enseignants ont augmenté de plus de 12%. C'est principalement dans les pays d’Europe centrale et orientale que le programme a enregistré ses meilleurs résultats. Les échanges d'étudiants ont progressé d'environ 20% dans les Etats membres qui ont intégré l'Union européenne il y a trois ans, et la mobilité des enseignants a conservé un taux de croissance rapide (20%).

    [08] Nouvelle enquête de l'UE : la révolution numérique s'accélère en Europe

    Selon une enquête réalisée auprès d'un échantillon représentatif de 27.000 foyers de l'UE, près de 20% des ménages européens choisissent une offre groupée de télécommunications et près de 30% disposent d'une connexion internet haut débit. Les téléphones mobiles sont de plus en plus employés, l'inverse des lignes fixes. 17% des Européens qui disposent d'une connexion internet domicile l'utilisent pour téléphoner par internet.

    [09] EU-US Summit : an EU27 surplus in trade in goods of more than €90 billion with the USA in 2006 ; an increasing trade surplus with the USA

    Taking goods and services together, the EU and the USA account for the largest bilateral trade relationship in the world. The significant amount of bilateral trade and investment illustrates a high degree of interdependence of the two economies. On the occasion of the EU-US summit, which will take place on Monday 30 April in Washington DC, Eurostat issues data on trade and investments between the USA and the EU.

    [10] Louis Michel invite toutes les parties redoubler d'efforts pour préserver l'espace humanitaire au Moyen-Orient

    Louis Michel, membre de la Commission européenne chargé du développement et de l'aide humanitaire, fait le bilan de la situation humanitaire au Moyen-Orient dans le cadre d'une visite de cinq jours dans la région. Dans un discours sur la dimension humanitaire du processus de paix au Moyen-Orient, prononcé aujourd'hui au cours d'une conférence Jérusalem, le commissaire a souligné la nécessité pour toutes les parties concernées de respecter l'élément fondamental du droit humanitaire international que constitue la protection des civils. Il a notamment rappelé l'obligation d'assurer l'accès aux victimes du conflit et a enjoint toutes les parties respecter l'espace humanitaire.

    [11] High Level Event to call for faster, long-term aid to educate the world's children before 2015

    Rich country donors, international organizations along with civil society leaders, will appeal for concrete new aid commitments to educate all the world's children by 2015 during a High-Level Education Conference in Brussels on May 2, 2007, hosted by the European Commission and co-organized by the UK government and the World Bank. Conference participants will include Ministers of Finance and Development Cooperation of the EU Member States, the OECD donor countries, emerging donors and developing countries, leaders of international organizations, foundations, civil society organizations and the private sector as well as Members of the European Parliament, individual advocates and experts. There will be photo and TV opportunities for accredited audiovisual media at the beginning of the second conference session at 10.30 on May 2nd.     [12] EU and Russia restructure their energy dialogue with three new working groups

    Russian Energy Minister Viktor Khristenko and European Energy Commissioner Andris Piebalgs have agreed on restructuring the EU-Russia Energy Dialogue thematic groups. This was discussed and confirmed at the bilateral meeting that top energy officials of the EU and the Russian Federation held on 26 April to evaluate latest developments in bilateral energy relations. The new groups will address such issues as (i) Energy strategies, Forecasts and Scenarios, (ii) Market Developments and (iii) Energy efficiency. "Since 2000, the EU-Russia Energy Dialogue has been a constructive forum for developing energy cooperation which benefits both parties. I expect the new working groups will start working as soon as June this year and provide a significant contribution in order to deepen our energy relationship", Commissioner Piebalgs said.

    [13] Commission looks to decisive progress on creation of Fisheries Organisation in South Pacific

    The European Commission is looking forward to decisive progress at the third meeting on the establishment of a Regional Fisheries Management Organisation (RFMO) to manage non-tuna fish stocks in the South Pacific which will start in Reñaca, Chile next week (30 April-4 May). The Commission believes that an agreement is necessary and possible in order to adopt voluntary interim measures to be applied immediately. These measures should be focused on addressing destructive fishing practices by introducing a "freezing" of the current level of fishing activities with bottom gears and banning the extension of this type of fisheries to new areas pending scientific advice. Such an approach should respect the orientations contained in the United Nations General Assembly Resolution of November 2006. Parties are also going to discuss possible voluntary interim measure to be applied to pelagic fishing activities which will be analysed in the light of the work currently being developed by a meeting of scientific experts. This scientific meeting will hopefully provide an assessment of the status of the main stocks in the area, notably jack mackerel. The Commission considers that very important progress should also be made on the establishment of the legal framework for the new Regional Fisheries Management Organisation for the South Pacific, as well as on sharing of data and information on the fishing activities in the area. It should be noted that the South Pacific is one of the few remaining parts of the Oceans which is not yet regulated by an RFMO for non-tuna species. The Commission is confident that the parties will conclude the negotiations at this meeting in order to ensure the establishment of an RFMO in the area as soon as possible, as well as the implementation of interim measures.
