of today's Commission meeting
[01] Commission presents priority actions for responding to the challenges
of migration
The European Commission has adopted a Communication laying down priority
actions for improving migration management in follow up to the informal
meeting of the EU heads of State and Government at Hampton Court on 27
October 2005. At that meeting heads of State and Government called for
renewed action to manage migration flows, and for the Commission to develop
a series of immediate, practical actions to be taken forward in partnership
with source and transit countries. The Commission's initiatives on
migration issues, presented in the Communication, will be taken forward
within the existing framework of the Commission work in the fields of
development, external relations, in particular the European Neighbourhood
Policy, and freedom, security and justice.

[02] José Manuel Barroso to attend EU-Ukraine Summit in Kiev on 1
December: Commission proposes granting of Market Economy Status for Ukraine
The EU and Ukraine will hold their first summit since the "Orange
Revolution" on 1 December in Kiev. The Summit will take place at a vital
point in the reform process in Ukraine. It will demonstrate how much has
already been achieved under Ukraine's new leadership, and the progress made
in implementing the Neighbourhood Policy Action Plan, through which the EU
is supporting Ukraine's reform efforts. The summit will provide the
backdrop for the signing of three agreements between the EU and Ukraine - a
memorandum of understanding on energy cooperation, and agreements on
Galileo and Aviation. The summit is expected to announce that Ukraine has
now met the technical criteria for the granting of Market Economy Status.
[03] Commission approves €185 million to fight animal diseases in 2006
The European Commission has approved a financial package of €185 million
to support programmes to eradicate, control and monitor animal diseases in
2006. The 129 programmes which were approved for EU funding will tackle
animal diseases that impact both human and animal health. The large EU
contribution towards these programmes reflects the high level of importance
attached to disease eradication measures, for the protection of both animal
and public health.
[04] Marque CE : 20 ans de sécurité des produits en Europe - des normes
et un marché unique à la portée de tous
L'année 2005 marque le 20ème anniversaire du lancement de la politique de
"nouvelle approche en matière d'harmonisation technique et de
normalisation". Cette politique a révolutionné le droit communautaire des
produits en rendant possible l'harmonisation au niveau de l'UE Ã la simple
condition que le fabricant garantisse la sécurité de ses produits. Cette
technique réglementaire couvre des secteurs économiques aussi divers que
les appareils ménagers, les autres matériels électriques, les
dispositifs médicaux, les machines, les appareils sous pression, les
instruments de mesure, les jouets, les équipements de protection
individuelle et d'autres. Les produits des principaux secteurs d'activité
représentent à eux seuls un volume d'affaires de €1500 milliards par an.
La plupart des produits relevant du champ d'application de cette
législation doivent porter la marque CE. En juin 2006, la Commission
proposera un examen de la nouvelle approche en vue de renforcer sa mise en
Å“uvre.
[05] Avertissements sanitaires illustres sur les paquets de cigarettes :
Markos Kyprianou se félicite du décret belge
Le Commissaire européen pour la Santé et la Protection des Consommateurs,
Markos Kyprianou, a écrit au Ministre belge de la Santé, M. Rudy Demotte,
pour le féliciter de l'adoption, aujourd'hui, d'un décret national qui
impose que les paquets de cigarettes portent des images pour avertir les
fumeurs des dangers du tabac, et ceci à partir de juin 2007. La Belgique
est le premier pays européen qui applique cette option prévue par la
Directive européenne sur les produits du tabac (voir IP/03/1213). "Je me
félicite de la décision des autorités belges de prendre la tête du
peloton européen pour ce qui est de l'utilisation d'images dissuasives
apposées sur les paquets des cigarettes, et j'espère que tous les Etats
membres suivront au plus vite", a indiqué le Commissaire Kyprianou. "Les
données scientifiques qui nous viennent du Canada et du Brésil
démontrent que les avertissements par l'image sont très efficaces : ils
découragent les jeunes de commencer et encouragent les fumeurs Ã
arrêter". Au mois de mai, la Commission a choisi une série de photos et
d'autres images que les Etats membres peuvent ajouter aux mentions
textuelles obligatoires sur les dommages que le tabac cause à la santé.
L'Irlande, la Lettonie et le Royaume-Uni ont également l'intention
d'utiliser cette option.
[06] European Union and United States ministerial meeting drives forward
transatlantic economic integration
Today, the EU Presidency hosted the first informal EU-US economic
ministerial meeting to discuss transatlantic economic integration and
shared economic challenges. Senior Ministers and Commissioners welcomed
both sides' agreement to concrete action plans and timelines to tackle the
most significant issues in the transatlantic economy, including
Intellectual Property Rights (IPR), regulatory cooperation, trade and
security and improving innovation.
[07] Sécurité alimentaire : Louis Michel signe une convention de €14
millions avec l'UNRWA
Le Commissaire européen au Développement à l'aide humanitaire, Louis
Michel signe aujourd'hui à Gaza une convention de financement de €14
millions pour le Programme de Sécurité alimentaire coordonné par
l'UNRWA. Le Commissaire Michel effectue une mission de trois jours en
Israël et dans les Territoires Palestiniens pour évaluer la situation
humanitaire, qui reste inquiétante. A l'occasion de cette signature, le
Commissaire Michel a déclaré : "Depuis plus de 30 ans, l'UE soutient les
activités de l'UNRWA, qui travaille dans des conditions difficiles, pour
répondre aux besoins humanitaires les plus urgents. En signant cette
convention, je souhaite réaffirmer le rôle solidaire de la Commission
envers les victimes civiles du conflit."
[08] Partnership for Growth and Jobs well on track : 23 Member States have
delivered national reform programmes
The European Commission has informed ministers of the Competitiveness
Council today that it has received the growth and jobs national reform
programmes (NRPs) from all EU Member States except Poland and Germany,
where new governments have just taken office. The Commission has already
started to assess the programmes and will table a report in January 2006,
which will subsequently go to the March European Council. Most national
reform programmes are available online (see "national reform programmes" at
<a href="http://europa.eu.int/growthandjobs/key/index_en.htm">http://europa.eu.int/growthandjobs/key/index_en.htm).
[09] Margot Wallström meets with new German government, German Parliament
and civil society
Margot Wallström, Vice-President of the European Commission responsible
for Institutional Relations and Communication Strategy, will visit Berlin
on 30Â November and 1 December 2005. Speaking before her visit, Ms
Wallstrom said : "My aim is to encourage new German Government to play
again an active role in European Union. I look forward to meetings with
representatives of Bundestag and Bundesrat as well as civil society. My
message to them will be that the Commission is open for dialogue and is
prepared to listen to their proposals and concerns." During the visit, Ms
Wallstrom will meet speaker of Bundestag Mr Norbert Lammert and deputy
speaker Ms Katrin Göring-Eckhardt, members of European Affairs committee
in Bundestag and new members of Bundestag elected for the first time in
September (30/11). On 1 December, she will meet with Mr Günter Gloser,
State Minister for Europe, with Ms Angelica Schwall-Düren; vicechairperson
of the Social Democrat Group (SPD), Ms Renate Künast chairperson of the
Green Party, and Willi Stächele, Chairman of the committee on European
Union of Bundesrat. In the afternoon, she will visit a high school, and
meet with key non-governmental organisations as well as in the evening,
citizens in a pub.
[10] UN climate change conference : a first opportunity to advance global
efforts against climate change
The European Environment Commissioner Stavros Dimas will attend the annual
UN climate change conference, in Montreal, Canada, next week. The
conference with its 189Â participating nations is the main international
forum to discuss climate change, whose effects are becoming increasingly
pronounced around the globe. A key aim is to launch a process of
negotiations on an international climate change regime after 2012 when the
Kyoto emission reduction targets expire. Other important agenda items are
decisions strengthening the implementation of the Kyoto Protocol,
streamlining the operation of key Kyoto mechanisms, such as investment in
clean technology for developing countries, and providing the details of a
five-year programme to help countries adapt to the effects of climate
change.
[11] Markos Kyprianou to visit Denmark
The European Commissioner for Health and Consumer Protection, Markos
Kyprianou, will visit Copenhagen on 1-2 December. During this trip, Mr
Kyprianou will meet with Danish Minister for Food, Agriculture and
Fisheries, Hans Christian Schmidt and with Minister for Family and Consumer
Affairs, Lars Barfoed. Discussions will encompass a range of issues,
including feed hygiene, in particular dioxins, avian influenza, BSE and EU
plans to improve nutrition, among others. The Commissioner will also visit
the Danish Institute for Food and Veterinary Research, where he will attend
workshops on nutrition and human health, food safety and infectious
diseases in the animal population. He will then meet with the Danish
Parliament's Health Committee to discuss EU cooperation and response with
regard to pandemics. On Friday, the Commissioner will also meet the Danish
Agricultural Council to discuss the Commission's animal health and welfare
policy.
[12] Le nouveau Comité de surveillance de l'OLAF entre en fonction
Le nouveau Comité de surveillance de l'Office européen de lutte anti-
fraude (OLAF) entre en fonctions aujourd'hui. Il est composé de cinq
personnalités indépendantes extérieures aux Institutions européennes et
a pour mission de conforter l'indépendance de l'OLAF par un contrôle
régulier sur l'exercice de la fonction d'enquête de l'Office.
[13] November 2005 : Business Climate Indicator for the euro area decreases
slightly
After having improved since June, the Business Climate Indicator (BCI) for
the euro area decreased slightly in November. Despite this recent weakening,
the BCI remains above its long term average of zero. The small change of
the BCI was caused by a weakening of industry managers' production
expectations. While two other components of the indicator, export order
books and stocks of finished products, were assessed slightly more
positively, this was not enough to offset the decline in the production
expectations. The two remaining components, total order books and
production trend in the recent past, remained stable.
[14] November 2005 : economic sentiment weakens slightly in both the EU and
the euro area
After improving in each of the previous four months, the Economic Sentiment
Indicator (ESI) saw a small decline in November for both the EU and the
euro area - by 0.5 points in the EU and by 0.3 points in the euro area.
However, owing to its marked increase in October, the indicator still
remains clearly above its September value in both areas.

annuel de la zone euro s'établirait à 2,4% en novembre 2005. En octobre,
le taux était de 2,5%. L'inflation de la zone euro est mesurée par
l'Indice des Prix à la Consommation de l'Union Monétaire (IPCUM). Pour
élaborer les estimations rapides de l'IPCUM, Eurostat utilise les
informations préliminaires sur les prix du mois de référence, diffusées
par les Etats membres pour lesquels les données sont disponibles, ainsi
que des informations préliminaires sur les prix de l'énergie.
[16] First estimates for the third quarter of 2005 : Euro-zone and EU25 GDP
up by 0.6% ; +1.6% and +1.7% respectively compared to the third quarter of
2004
Both euro-zone and EU25 GDP grew by 0.6% in the third quarter of 2005,
compared to the previous quarter, according to first estimates released by
Eurostat. In the second quarter of 2005, growth rates were +0.4% in both
zones. Compared to the third quarter of 2004, GDP rose by 1.6% in the euro-
zone and by 1.7% in the EU25, after +1.2% and +1.4% respectively in the
previous quarter. Please note that starting with this release, accounts for
the euro-zone and the EU25 incorporate important changes in methodology,
namely the allocation of financial services indirectly measured (FISIM) and
the use of chain-linked volume measures.
[17] Lancement du dictionnaire européen des relations industrielles : un
aperçu clair du mécanisme des relations industrielles au niveau européen
La Fondation européenne pour l'amélioration des conditions de vie et de
travail, agence de l'UE dont le siège se trouve à Dublin, publie le
dictionnaire européen des relations industrielles (European industrial
relations dictionary), un recueil exhaustif des termes les plus couramment
utilisés actuellement dans le domaine de l'emploi et des relations
industrielles au niveau européen.
