[01] Commission clears acquisition by Deutsche Post of full control of DHL
The European Commission has granted regulatory clearance to an agreement
which will give Germany's Deutsche Post AG sole control of Bermuda-based
express mail company DHL International Ltd. The operation will not
significantly modify the current competitive structure of the market since
Deutsche Post is already closely linked to DHL, which it presently shares
control of with Lufthansa.
[02] Commission clears Jabil's acquisition of Philips' printed circuit
board business
The European Commission has cleared the proposed acquisition of the Dutch
company Contract Manufacturing Services International B.V. (CMS) by the US-
based firm Jabil Circuit, Inc (Jabil) from Koninklijke Philips Electronics
N.V. (Philips) of the Netherlands. The Commission has concluded that the
transaction will not significantly alter the competitive structure of the
market for electronic manufacturing services, either world-wide or at the
European level.
[03] Commission clears acquisition of Jessops Limited by ABN AMRO
The European Commission has granted clearance under the Merger Regulation
to the acquisition of full control of the whole of the group of companies
owned by Jessops Limited (UK), active in the retail sales and services of
photo imaging products, by the British financial services company ABN AMRO
LBO Fund. (The operation, notified 18 September 2002, was examined under
the simplified merger review procedure)

modèles au niveau européen approche
La Commission européenne a arrêté un règlement permettant à l'Office de
l'harmonisation du marché intérieur (OHMI) de l'UE, qui se trouve à
Alicante, de commencer à enregistrer des dessins et modèles communautaires
au début de l'année 2003. Le règlement de la Commission met en œuvre le
règlement sur les dessins ou modèles communautaires adopté par le Conseil
en décembre 2001 (voir IP/01/1803) et donne à l'OHMI les instruments
administratifs dont il a besoin pour appliquer, de manière souple et
efficace, les procédures nécessaires, comme par exemple l'enregistrement et
l'annulation de dessins ou de modèles ainsi que les recours.
L'enregistrement de dessins ou de modèles communautaires offrira aux
entreprises une protection à l'échelle européenne grâce à une demande
unique. Néanmoins, les entreprises conserveront la possibilité
d'enregistrer les dessins ou modèles selon le droit national, harmonisé par
la directive 98/71/CE.
[05] August first estimates, July revised figures : Euro-zone external
trade surplus ; €9.6 billion in August 2002 ; €2.3 billion surplus for EU15
According to Eurostat, the first estimate for euro-zone trade with the rest
of the world in August 2002 was a €9.6 billion surplus, against +5.5
billion in August 2001. The revised July 2002 balance was +13.9 billion,
compared with +8.5 billion in July 2001. Euro-zone trade recorded a surplus
of €66.9 billion for the first eight months of 2002, against +19.7 billion
in 2001. The first estimate for August 2002 extra-EU15 trade was a €2.3
billion surplus, compared with a 2.7 billion deficit in August 2001.
[06] Franz Fischler in the Netherlands : "Enlargement will not trigger cost
explosion"
During his visit to the Netherlands to discuss the European Commission's
proposals to review the Common Agricultural Policy (CAP) with the Dutch
Parliament and farm, consumers and environment groups, Franz Fischler,
Commissioner for Agriculture, Rural Development and Fisheries, said that
the CAP must be changed to make it more in tune with modern-day society.
"The proposals respect the EU farm budget unanimously fixed by the Heads of
State until 2006. But we want to spend this money in a more effective and
targeted way." Mr Fischler warned to link the enlargement negotiations to
the discussions on the farm reform. "Those who want to do so should also
have the courage to spell out what this means in practice: delaying
enlargement. I will not allow that agriculture becomes the scapegoat for
those who want to turn the debate on enlargement into a pure "piggy-bank
operation". A larger EU costs money. But the costs are manageable. The
Commission's strategy to finance enlargement fully respects the amounts
foreseen by the Heads of State, although in 1999 only six new member states
were foreseen and we now accommodate ten with the same amount of money",
Commissioner Fischler said.
[07] Les crises humanitaires oubliées
L'Office d'aide humanitaire de l'Union européenne (ECHO) soutient
l'organisation d'une conférence internationale d'une journée intitulée
"Crises humanitaires oubliées - le rôle des médias, des décideurs et des
agences humanitaires". Tenue à Copenhague à l'initiative du Danish Refugee
Council et d'autres ONG danoises partenaires, cette conférence portera
essentiellement son attention sur l'attitude des médias et des bailleurs de
fonds à l'égard des "crises oubliées". Ces crises oubliées sont celles pour
lesquelles les besoins humanitaires restent importants mais pour lesquelles
la couverture par la presse et les interventions des bailleurs de fonds
sont faibles. M. Poul Nielson, Commissaire européen chargé du développement
et de l'aide humanitaire, et Mme Costanza Adinolfi, directeur d'ECHO,
compteront parmi les principaux orateurs de cette manifestation, qui
coïncide avec la présidence danoise de l'UE. D'autres participants
importants représenteront le gouvernement danois, les Etats membres, les
journalistes et les travailleurs et chercheurs humanitaires.
