[01] La Commission rationalise la coordination de la politique économique
et de la politique de l'emploi dans l'UE
Dans un souci de cohérence et d'efficacité, la Commission européenne a
décidé de rationaliser les cycles annuels de coordination de la politique
économique et de la politique de l'emploi. Elle renforcera l'optique à
moyen et long terme de la coordination, conformément à la stratégie lancée
à Lisbonne et complétée à Göteborg, et mettra l'accent sur la mise en œuvre
des orientations politiques et sur les résultats concrets. Les rapports
d'évaluation de la mise en œuvre des grandes orientations de politique
économique, de la stratégie européenne pour l'emploi et de la stratégie
pour le marché intérieur seront présentés simultanément en janvier. En
avril, à la suite de la réunion de printemps du Conseil européen, la
Commission proposera aux Etats membres les grands axes de la politique
économique et de la politique de l'emploi. La synchronisation de ces
processus renforcera la coordination politique à tous les niveaux, ce qui
devrait stimuler la croissance économique de l'UE et apporter une
contribution substantielle à la réalisation de l'objectif de plein emploi
pour l'année 2010. Cette rationalisation sera opérée immédiatement afin de
préparer le Conseil européen du printemps 2003, et de donner en temps utile
un suivi crédible à la demande formulée par le Conseil européen de
Barcelone.

[02] Commission welcomes Parliament's vote on revision of the Packaging
Directive
The European Commission welcomes yesterday's positive vote of the European
Parliament on the revision of Directive 94/62/EC on Packaging and Packaging
Waste. The revision, as proposed by the Commission, mainly focuses on
substantially increasing recovery and recycling targets and introducing
specific minimum recycling targets for different packaging materials. A
large number of amendments tabled by the Parliament in addition intend to
extend the scope of the revision to other issues such as prevention, reuse
and producer responsibility. Environment Commissioner Margot Wallström
commented : "I am pleased with the progress made on establishing increased
recovery and recycling targets. The targets will improve the overall level
of environmental protection and encourage Member States to obtain the best
possible result in their countries. I also welcome the Parliament's
initiatives on other issues. However, I feel more analysis and
consultations are needed before we can take action towards new legislation
in those fields."
[03] Commission refers review of take-over of Hollandsche Beton Groep by
Koninklijke BAM NBM to Dutch Competition Authority
The European Commission has referred the proposed acquisition of the Dutch
construction company Hollandsche Beton Groep N.V. (HBG) by rival
Koninklijke BAM NBM N.V. (BAM) to the Dutch Competition Authority, giving
the latter the possibility to take a closer look at the impact of the
transaction on competition in the Dutch construction and asphalt markets.
[04] July 2002 : euro-zone unemployment stable at 8.3% ; EU15 steady at
7.7%
Euro-zone seasonally-adjusted unemployment stood at 8.3% in July 2002
unchanged compared to June, Eurostat reports today. It was 8.0% in July
2001. The EU15 unemployment rate was 7.7% in July unchanged compared to
June. It was 7.3% in July 2001. In July 2002, lowest rates were registered
in Luxembourg (2.4%), the Netherlands (2.8% in June), Austria (4.1%),
Denmark (4.3%), Ireland and Portugal (4.5% each). Spain's 11.3% remained
the EU's highest rate.
[05] Euro-denominated bond markets (April-June 2002 and July 2002)
In Q2/2002, the upward trend in euro government bond yields was reversed.
Total issuance of euro-denominated bonds declined to €394 billion from €437
billion in Q1/2002. The main characteristics of euro-denominated issuance
in terms of composition in Q2/2002 were a recovery of corporate issuance
volumes and comparably high issuance from financial institutions, which
almost fully compensated for subdued pfandbriefe issuance. During July, as
equity markets continued to slide, reflecting investor's worries about
corporate governance and a sluggish economic recovery in the US and Europe,
the euro yield curve shifted further downward. Total bond issuance amounted
to broadly €120 billion. The composition of issuance in terms of issuer
categories showed however deteriorating issuing conditions especially for
corporate bonds which suffered a sharp decline to less than €6 billion or

[06] EU launches coalition of like-minded states to deliver World Summit
renewable energy goals
The European Union yesterday announced that it is forming a coalition of
like-minded countries and regions committed to increasing their use of
renewable energies through quantified, time-bound targets.
[07] "Water for Life" : EU launches global initiative to achieve World
Summit goals
In Johannesburg the European Union yesterday formally launched a major
global Water Initiative aimed at creating strategic partnerships to achieve
the World Summit on Sustainable Development goals on clean water and
sanitation. Within this new framework the EU has already reached "Water for
Life" agreements with Africa and with Eastern Europe, the Caucasus and
Central Asia.
