  • [01] Commission clears SmithKline Beecham acquisition of Block Drug The European Commission has granted regulatory clearance to the proposed acquisition by UK-based SmithKline Beecham of Block Drug, which operates as Stafford-Miller in many countries outside the US. The companies' activities overlap in a number of product areas within the health and oral care sectors including, within oral care, toothpaste, toothbrushes, and cosmetic mouthwashes, and, within health care, products for treating mouth infection, acidity/heartburn, allergies, and inflammatory bowel disease. But the Commission's review showed that sufficient competition would remain in all the markets concerned.
  • [02] La Commission autorise la prise de participation d'AviaPartner dans Novia, soci�t� scandinave de services d'assistance en escale La Commission europ�enne a autoris� le rachat, par la soci�t� de services a�roportuaires belge AviaPartner N.V., d'une participation, actuellement d�tenue par LFV Holding AB, dans Novia Holding. Ce faisant, AviaPartner acquiert le contr�le en commun, avec Maersk Air A/S, de la soci�t� scandinave de services d'assistance en escale, op�ration qui ne soul�ve pas de probl�me de concurrence.
  • [03] Commission approves euro 277 million for UK regions The European Commission has approved draft seven-year regional development plans for England and Wales, representing euro 277 million in financial support from the EU. The programmes concern two areas designated for support under 'Objective 2' of the Structural Funds (support for regions undergoing economic restructuring) : East Wales and East of England. These plans are expected to attract a further euro 449 million in investment, 79% from the public and 21% from the private sector, for a total spending of euro 727 million. These resources are expected to create around 10,000 new jobs and to safeguard 4,500 more.
  • [04] Commission agrees euro 401 million Cohesion Fund package for Ireland The European Commission has approved the largest package of Cohesion Fund aid granted to transport and environment projects in Ireland since the creation of the Fund. The assistance amounts to a total of euro 401 million for six large infrastructure projects or project stages. It has been approved following the presentation by the Irish Authorities of a "Strategic Reference Framework" for Cohesion Fund projects for the new budgetary period. The six projects, agreed between the member state and the Commission, concern waste water treatment, rail and roads.
  • [05] Commission takes first step to revise the Bathing Water Directive The European Commission has launched a broad consultation exercise on the revision of the 25 year old Bathing Water Directive. The adoption of a Communication to the European Parliament and the Council entitled "Developing a New Bathing Water Policy" is the first step towards revision of the Directive. The Communication provides an outline of the expected contents and implications of a revised Directive. The revision of the Bathing Water Directive should maintain, even toughen the rigorous standards of the existing Directive. The new Directive will set out tough and ambitious targets to be met within specific timeframes.
  • [06] Romano Prodi signe les conventions de financement pour deux projets en Tunisie pour une valeur totale de 54.5 millions d'euros Le Pr�sident de la Commission europ�enne, M. Romano Prodi, et M. Fethi Merdassi, Ministre tunisien de la Coop�ration Internationale et de l'Investissement Ext�rieur, ont sign� deux projets inscrits dans le cadre du Programme Indicatif National MEDA II pour la p�riode 2000-2002, qui tient compte des grandes priorit�s du Gouvernement. Le but principal du programme MEDA est d'encourager et soutenir la transition �conomique des pays partenaires m�diterran�ens et la r�forme des structures �conomiques et sociales, en vue de l'�tablissement d'une zone de libre-�change avec l'Union europ�enne. Les projets d�j� approuv�s vont b�n�ficier respectivement de 40 et de 14.5 millions d'euros de subventions. Ils concernent les domaines de l'�ducation de base et des barrages collinaires.
  • [07] ECHO funded Non-Governmental Organisations suspend operations in Chechnya On January 10, Non-Governmental Organisations (NGOs) funded by the EC Humanitarian Aid Office (ECHO) suspended their operations in Chechnya until further notice due to the security situation in the region. This suspension follows the kidnapping of an American humanitarian aid worker (Mr Kenny Gluck) employed by M�decins Sans Fronti�res (Holland). MSF Holland is funded inter-alia by ECHO. The decision to temporarily cease operations was taken in consultation with the UNOCHA office in Moscow and ECHO partners.
  • [08] Aide humanitaire au Br�sil : la Commission octroie 850.000 euros Suite aux graves inondations survenues en juillet/ao�t 2000 dans le Nord Est du pays, la Commission europ�enne a approuv� une d�cision de 850.000 euros en faveur des populations les plus touch�es de l'Etat de Pernambuco. G�r� par l'Office d'Aide Humanitaire (ECHO), ce financement permettra au cours des douze prochains mois la prise en charge des secteurs prioritaires suivants : infrastructure et reconstruction de l'habitat (y compris l'aide � la reconstruction des maisons, fourniture de mat�riaux de construction et �lectriques � 1.300 familles) et assistance sanitaire, notamment l'aide m�dicale et sanitaire (distribution de 7.500 kits familiaux pour l'assainissement de l'eau potable et de 2.500 kits suppl�mentaires destin�s � couvrir les besoins imm�diats en mati�re d'hygi�ne et de sant�). Au total, 13.500 personnes b�n�ficieront du soutien d'ECHO par le biais des Organisations non Gouvernementales charg�es de la mise en oeuvre des projets : Oxfam (GB) et Oxfam International, Save the Children et Caritas.

  • [10] Les co�ts de la main-d'oeuvre dans la zone euro et l'UE15 ont augment� de 3,9% au troisi�me trimestre 2000 (! embargo 12h00 !) Dans l'ensemble de l'�conomie, le co�t total horaire de la main-d'oeuvre de la zone euro a augment� de 3,9%, en termes nominaux, au cours du troisi�me 2000 par rapport au troisi�me trimestre 1999, d'apr�s Eurostat. L'augmentation �tait de 3,7% (chiffre r�vis�) au second trimestre 2000. Dans l'UE15, la hausse a �t� de 3,9%, compar� � 3,7% (chiffre r�vis�) au second trimestre. Parmi les pays pour lesquels des donn�es sont disponibles, l'Italie a enregistr� la hausse annuelle la plus faible (0, 8%). Les taux les plus �lev�s ont �t� enregistr�s aux Pays-Bas (5,2%), en Autriche et en Finlande (4,3% chacun).
  • [11] Commission launches a study on railway noise The European Commission awarded a study contract to the Danish Company Odegaard & Danneskiold-Samsoe on priorities and strategies for railway noise abatement. This study, which should be completed before autumn 2001, will investigate the current legislation concerning emissions of noise from raft vehicles, evaluate the potential for further noise reduction and propose a strategy for future activities of the Commission on this issue. ODS will be assisted by a group of European companies consisting of STUVA (K�ln), akustik-data (Berlin), psia-A-Consult (Vienna), Erama 01dB (Budapest) and Politecnico (Torino). The countries include the European Union, Norway, Switzerland, hungary, Czech Republic and Poland.
  • [12] La Commission participe au travail des donateurs destin� � am�liorer le lien entre l'aide d'urgence, la r�habilitation et le d�veloppement Une t�l�conf�rence entre la Commission europ�enne (DG D�veloppement et ECHO), le Haut Commissariat pour les R�fugi�s des Nations Unies, l'US Bureau of Population and Refugees, la Banque Mondiale et diff�rentes agences des Nations Unies aura lieu le 12 janvier 2001 � 15 heures. Cet �change de vues, qui aura lieu � un niveau technique, constitue une �tape dans le cadre du processus Brookings, une initiative politique lanc�e par la Banque Mondiale et le HCR en 1999. Ce processus de consultation, o� la Commission est �troitement impliqu�e depuis le d�but, vise � am�liorer l'efficacit� du passage, toujours d�licat, entre l'urgence, la r�habilitation et le d�veloppement dans le cadre du mandat et des r�les sp�cifiques des institutions impliqu�es. L'objectif concret de cette t�l�conf�rence est de faire progresser la r�flexion sur les modalit�s de cette coordination dans le cas sp�cifique du Congo-Brazzaville o�, � c�t� d'une situation classique de r�habilitation et d�veloppement post-conflit, s'ins�re la probl�matique pos�e par l'existence de camps de r�fugi�s de la r�gion des Grands Lacs.
