    [01] R�forme institutionnelle : la Commission pr�sente des orientations pour son fonctionnement interne dans une Union �largie

    Le fonctionnement de la Commission europ�enne dans l'Union �largie fait partie des sujets importants �voqu�s par la conf�rence intergouvernementale sur la r�forme des institutions. La Commission a adopt� une communication sur l'organisation et le fonctionnement interne du coll�ge des Commissaires. Confirmant l'avis adopt� le 26 janvier 2000, la Commission propose de renforcer dans le trait� les pouvoirs de direction politique et d'organisation conf�r�s au Pr�sident. En outre, elle esquisse certaines orientations pour l'adaptation du fonctionnement interne du coll�ge.

    [02] Romano Prodi opens annual Assembly of Consumer Associations in Europe

    European Commission President Romano Prodi, at the opening of the Annual Assembly of Consumer Associations in Europe, underlined the importance of consumer policy as one of the key tools for improving the quality of life of European citizens. President Prodi told the Assembly : "If there is one message I want you all to take home it is this : the European Union exists for the benefit of its citizens and it is Europe's citizens who must shape Europe's future."

    [03] D�marrage du transport ferroviaire europ�en

    Loyola de Palacio, vice-pr�sidente de la Commission europ�enne en charge des Transports et de l'Energie, a salu� l'accord en conciliation finalement obtenu le 22 novembre entre le Conseil et le Parlement europ�en sur le paquet ferroviaire. "L'ouverture du rail est une v�ritable r�volution : pour la premi�re fois les Europ�ens se donnent les moyens d'inverser la tendance au d�clin du transport ferroviaire", a-t-elle d�clar�. " La cr�ation d'un chemin de fer europ�en permettra la revitalisation du transport ferroviaire qui doit redevenir un moyen de transport comp�titif et offrir une v�ritable alternative au transport routier". Le paquet ferroviaire vise � fournir un cadre l�gislatif aux entreprises de chemin de fer pour fournir de meilleurs services � leurs clients. Ainsi, il propose des mesures pour une plus grande transparence dans le secteur ferroviaire : ouverture du transport de fret ferroviaire, s�paration entre les op�rations de transport et les fonctions essentielles concernant l'allocation des capacit�s et la tarification des infrastructures, renforcement de la s�curit�, plus grande efficacit� et harmonisation accrue des r�gles et proc�dures au niveau europ�en.

    [04] ESB : r�sultats du Comit� V�t�rinaire Permanent

    Le Comit� V�t�rinaire Permanent Permanent (CVP) s'est prononc� en faveur de deux propositions de la Commission europ�enne visant � �largir les mesures d�j� prises dans le cadre de la lutte contre l'enc�phalopathie spongiforme bovine (ESB). La premi�re mesure vise � exclure l'utilisation dans l'alimentation animale de tous les cadavres d'animaux (animaux de ferme mais aussi de compagnie, du zoo et de cirque). Cette mesure entrera en vigueur le 1er mars 2001. La deuxi�me mesure �largit le programme de tests adopt� en juin 2000 et entrant en vigueur le 1er janvier 2001 � tous les animaux � risque (animaux malades abattus en urgence et animaux pr�sentant des sympt�mes comportementaux ou neurologiques) de plus de 30 mois et pr�voit la mise en oeuvre � partir du 1er juillet 2001 d'un test g�n�ralis� sur tout les animaux bovins de plus de 30 mois entrant dans la cha�ne alimentaire. Les modalit�s pratiques pour les tests g�n�ralis�s seront d�finis ult�rieurement en tenant compte des r�sultats et de l'exp�rience acquise avec les tests des animaux � risque. Les deux d�cisions doivent encore �tre adopt�es formellement par la Commission dans les prochains jours.

    [05] La Commission autorise une entreprise commune entre Agusta et Westland dans le secteur des h�licopt�res

    La Commission europ�enne a autoris� une entreprise commune entre la soci�t� italienne Agusta et la soci�t� britannique Westland dans le secteur des h�licopt�res militaires et civils. L'op�ration ne soul�ve pas de pr�occupations sous l'angle de la concurrence �tant donn� qu'il n'y a pas de chevauchement des activit�s des parties dans le secteur militaire sur leur march� national respectif. De plus, leur part cumul�e du march� europ�en ou mondial d'exportation des h�licopt�res militaires est faible.

    [06] Commission clears Scottish & Newcastle buy of a stake in Portuguese brewer Centralcer

    The European Commission has cleared the acquisition by Britain's Scottish & Newcastle (S&N) of a 49% stake in Centralcontrol which holds 100% of Centralcer, Portugal's second brewer. The Commission concluded that the deal would not fundamentally change the situation of the Portuguese beer sector as S&N has only a marginal presence in the local wholesale market.

    [07] La Commission cl�t un dossier contre COBAT, un consortium italien pour la collecte, stockage et vente des batteries au plomb usag�es

    La Commission europ�enne a d�cid� de cl�turer un dossier abus de position dominante qui avait �t� ouvert contre COBAT, le consortium qui coordonne en Italie la collecte et le recyclage des batteries usag�es au plomb, apr�s que celui-ci a modifi� ses r�gles. D�sormais la collecte est possible pour toutes les firmes en possession des agr�ments pr�vus par la loi sans aucune restriction territoriale, ni exclusivit� de zone, sauf un monitorage exerc� par le consortium. Les collecteurs ont le choix entre remettre les d�chets � COBAT ou de les exporter. Quant aux ventes de COBAT aux firmes charg�es du recyclage, en Italie et � l'�tranger, elles seront faites selon le crit�re de la meilleure convenance �conomique.

    [08] La Commission retire sa menace d'infliger des amendes � Telef�nica et � Sogecable, mais poursuit l'examen de leurs droits de retransmission communs des rencontres de football

    Mario Monti, Commissaire europ�en charg� de la concurrence, a d�cid� de clore la proc�dure qui aurait pu aboutir � infliger des amendes � Telef�nica et � Sogecable en raison du volume consid�rable des droits de retransmission de rencontres de football acquis et exploit�s en commun par les deux principales plates-formes de t�l�vision � p�age en Espagne. Apr�s l'avertissement lanc� par la Commission en avril, les soci�t�s ont accept� de donner � leurs concurrents acc�s � ces droits, qui sont un ingr�dient crucial du succ�s de la t�l�vision � p�age, et leur ont permis de fixer leurs propres prix, ce qui a assaini la concurrence au profit des consommateurs.

    [09] Commission recalls its position concerning State aid to the Mezzogiorno

    In a letter adressed on 22 November 2000 to the Italian Prime Minister Giuliano Amato, European Competition Commissioner Mario Monti has recalled the Commission's position with regard to special measures in favour of assisted areas, in relation to an Italian request for clarification concerning the "Mezzogiorno", the southern regions of Italy. While the Commission is open to State aid promoting new investments and jobs - several measures of this kind targeted at the Mezzogiorno have either been approved already or will soon be cleared - it could not accept corporate tax reductions for only part of a national territory. Such a measure would have to be regarded as operating aid which does not generally lead to new investments and employment opportunities, but simply reduces the "normal" burden of certain companies as opposed to others and thus distorts competition.

    [10] Franz Fischler warns Hungary on farm trade conflict

    A serious trade conflict on Hungarian maize exports to the EU is threatening the good bilateral relations between Hungary and the EU. Since the beginning of November the Hungarian authorities prohibited the export of maize. The reason invoked was the shortage due to poor harvest this year. The decision was taken without any prior consultations with the EU. In a letter addressed to the Hungarian Minister of Agriculture, Mr Torgy�n, European Agriculture Commissioner Franz Fischler warned about the risk that this case could cause a deterioration of the positive relations that Hungary and the EU enjoy in agriculture at a most unfortunate moment. "If the matter is not clarified rapidly, I will be compelled to express our view on this matter in the strongest terms during my forthcoming visit to Hungary from 30 November to 1 December", he said. An official consultation in the framework of the Association Council will take place on 24 November in Brussels. The Commission still hopes that at this meeting a satisfactory solution can be found and that no further steps will be necessary.

    [11] Fisheries negotiations with Morocco

    Yesterday, another round of talks about the future fisheries cooperation between the EU and Morocco was held in Brussels. On the EU-side the European Commission services and representatives from France, Spain, Portugal, the United Kingdom, Denmark, Italy and Sweden participated. Commenting on the meeting, Gregor Kreuzhuber, Commission Spokesman for Fisheries, said : "The dialogue continues. We agreed to meet again next week in Rabat. We are maintaining the negotiation rhythm to find satisfactory solutions for both sides. This requires patience and flexibility because of the complexity of the issue. The Commission has shown some flexibility to accommodate the Moroccan interests and we hope that this message was understood in Morocco. In the meeting the Commission made clear that a too short agreement would put the entire EU-approach into question : assisting Morocco with investments and know-how to develop and modernise their sector - an approach very beneficial for Moroccan fishermen and industry. The Commission is working hard on a fair compromise, but not on an agreement at any cost."

    [12] Poul Nielson welcomes progress made in field of EU development policy

    In a speech to the Netherlands Partij van de Arbeid (PvdA) Congress on Development in The Hague, the European Commissioner for Development Cooperation and Humanitarian Aid, Mr Poul Nielson, underlines the recent progress made in clarifying the EU strategy for development policy. Following on from the adoption by the Council of the joint Declaration on EC Development policy, which was largely inspired by the Commission Communication in April and which places poverty reduction at the heart of policy (see IP/00/1271), Mr Nielson will argue that real improvements need to be seen on the ground. Crucial to ensuring effective implementation and delivery of policy is reform of the management of EC external aid. In his address, Mr Nielson outlines the main innovations of the external service reform and describes how progress is starting to be made in this area.
