"Bien que le traitement de cette affaire n'en soit qu'� ses pr�misses, je crois qu'il serait bienvenu que toutes les parties t�chent de reprendre le dialogue", a d�clar� Loyola de Palacio, vice-pr�sidente en charge des Transports et de l'Energie. "La question des nuisances sonores est une pr�occupation de tous les citoyens et m�rite qu'une attention particuli�re lui soit accord�e dans la d�finition d'une nouvelle norme internationale", a-t-elle ajout�.

  • [01] TVA : la Commission propose une simplification et une modernisation des r�gles en mati�re de facturation

    La Commission europ�enne propose de simplifier, moderniser et harmoniser les conditions pos�es � la facturation en mati�re de taxe sur la valeur ajout�e (TVA) au sein de l'Union europ�enne. Au lieu de laisser aux Etats membres le soin de fixer eux-m�mes le d�tail des mentions obligatoires et la forme des factures pour des biens et services soumis � la TVA, la Commission propose d'harmoniser les r�gles pour les factures. Ainsi les entreprises actives � l'�chelle du march� int�rieur ne devraient plus faire face � quinze l�gislations diff�rentes en mati�re de facturation. En m�me temps, la Commission propose la possibilit� de transmettre les factures sur support �lectronique.

    [04] Structural Funds : Commission approves Sachsen-Anhalt's operational programme under Objective 1 for 2000-2006

    The European Commission has approved an Operational Programme (OP) for economic and social development in the German land of Sachsen-Anhalt. This programme is part of the "Community Support Framework" designed for German regions eligible to the Objective 1 of the Structural Funds Objective 1 covers regions whose GDP is less than 75% of the EU average and then considered as "lagging behind". It aims to create 12,300 new jobs, maintain 24,700 jobs, realise temporary employment for 45,000 full time equivalents and to provide 140,000 people with training designed to avert the risk of unemployment. The EU will contribute euro 3.354 billion to this program. This contribution will go towards a total of almost euro 8.7 billion between 2000 and 2006, of which euro 2.75 billion will come from the German public sector and euro 2.59 billion from private investors.

    [05] "Hedgerows are safe" Franz Fischler announces solution

    The European Commission has announced a proposal which would establish on a clear legislative basis that hedgerows and other traditional land features such as ditches and walls may be considered as part of the agriculture area eligible for farm aid if, as a general rule, their width does not exceed two metres. They have to be traditionally part of good agricultural cropping and utilisation practices. However, features wider than two metres may, under certain conditions and in view of specific environmental needs, also be eligible. Commenting on this solution, European Farm Commissioner Franz Fischler stated : "Hedgerows often play an important environmental role and are part of a longstanding farming tradition, in particular in the UK. The Commission has made a major effort to find a clear legislative solution. I think we have found a fair deal. In short, British hedgerows are safe, no farmer will feel motivated to cut them down."

    [06] A Riyadh, la Commission pose les fondements d'un dialogue permanent entre pays producteurs et consommateurs

    A l'occasion du VII�me forum international de l'�nergie, Loyola de Palacio, vice-pr�sidente de la Commission europ�enne en charge des Transports et de l'Energie, a appel� � la mise en place d'un dialogue structur� permanent entre pays producteurs et consommateurs, comme propos� par le Conseil europ�en de Biarritz. Elle a esquiss� les cinq piliers qui devraient fonder ce dialogue : assurer la stabilit� et la transparence du march�, favoriser un flux r�gulier d'investissements, lutter contre le r�chauffement de la plan�te, renforcer le d�veloppement technologique et maintenir le dialogue bilat�ral entre pays producteurs et Etats membres de l'Union. Loyola de Palacio a �galement propos� que ce dialogue s'appuie sur un dispositif permanent de suivi, qui permettrait de ne pas se limiter aux r�unions p�riodiques au niveau minist�riel.

    [07] Investissement dans la recherche dans les pays candidats

    (! embargo 12h00 !) Un rapport publi� aujourd'hui par Eurostat d�crit la situation de la R&D dans onze pays candidats ainsi que dans la F�d�ration de Russie en 1998. Le rapport traite successivement du poids des d�penses de R&D dans le PIB, de la part des entreprises et du secteur public dans les d�penses de R&D, de l'�volution et de la structure du personnel.

    [08] Commission welcomes opportunity to have open dialogue with transatlantic business community

    At the conclusion of the three-day annual conference of the Transatlantic Business Dialogue (TABD) in Cincinnati, Pascal Lamy, European Trade Commissioner, said : "The TABD is a useful engine to push EU - US relations forward - allowing us to facilitate trade and to resolve any differences effectively. Clearly, the transatlantic business community provides for the stability and balance we need to allow EU-US relations to prosper and to push for positive developments also at a broader international level. We have the heard the message of the TABD that trade disputes must be handled in a reasonable way. This is exactly what we have done in the FSC case. Whilst seeking to de-escalate the dispute, our aim is to have the WTO incompatible export subsidies removed." Erkki Liikanen, Commissioner responsible for Enterprises and Information Society said : "This week's discussions have confirmed that digital economy issues are on top of the political agenda of European and US policy makers and business alike. We must work together to ensure a fully inclusive digital society. The TABD is a good opportunity to have an open and frank discussion with business on what is important to it to improve trade flows. Our dialogue with business forms part of our strategy to have a dialogue with all stakeholders on both sides of the Atlantic, including with consumer and environment NGOs, to get a full picture of what matters in our bilateral relations."

    [09] Anna Diamantopoulou : "Violence against women is a criminal act"

    Maj Britt Theorin, Chair of the Women's Rights and Equal Opportunities Committee of the EP, Nicole P�ry, Secretary of State for Gender Equality, and Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, launch a 'White Ribbon' Campaign this week aimed at all prime minsters and members of parliament in the EU in order to bring the crime of violence against women into the open. In order to break the silence surrounding violence against women, European prime ministers and members of parliament will be invited to wear a white ribbon, symbolising their determination to draw public attention to this crime, starting from 25 November, the International Day against Violence against Women. The 'White Ribbon' ('Cordon blanc') Campaign originated in 1991 as a reaction by Canadian men to the killing of 14 women students at the University of Montreal. A number of NGOs and other organisations have since taken up the cause. In Europe, the white ribbon motif is known in Austria, Belgium, Finland, Germany, Spain and Sweden but little elsewhere. Worldwide, it is estimated that 25% of all women are raped at some stage of their life. Between 25-75% of women, depending on where they live, are subjected regularly to domestic violence.

    [10] Philippe Busquin cl�ture le colloque "Vers l'espace europ�en de l'innovation" � Lyon demain

    Le colloque sur l'innovation organis� par la pr�sidence fran�aise aborde, par trois tables rondes, les th�mes suivants : 'Financements, capitaux et innovation', 'Soci�t�, croissance et innovation' et 'Recherche, technologie et innovation'. Le Commissaire europ�en � la Recherche Philippe Busquin et le Ministre fran�ais de la Recherche, Roger-G�rard Schwartzenberg r�pondront aux suggestions, id�es, et recommandations des diff�rents intervenants au colloque. Le Commissaire �voquera les nouveaux moyens de mettre en r�seau les acteurs europ�ens de l'innovation et soulignera l'importance de la recherche comme moteur de l'innovation. "La recherche est souvent � l'origine des connaissances et des technologies nouvelles, qui deviennent la cl� des nouveaux march�s prometteurs", rappelle M. Busquin en ajoutant que "la cr�ativit� des nouvelles entreprises innovatrices est un ingr�dient indispensable du d�veloppement �conomique de l'Union europ�enne". La conf�rence se tient le 21 novembre 2000 au Palais des Congr�s � Lyon.
