    [01] Commission gives new impetus to resolve banana dispute

    Following eight months of intensive discussions and despite the European Commission's strenuous efforts to resolve the banana dispute, it has not proved possible to reach a compromise with third countries at this stage. Since the negotiations on maintaining a tariff quota regime on the basis of managing import licences on a historical basis have reached an impasse, and taking into consideration the discussions within Council and Parliament, the Commission has today proposed the following strategy : it will continue to study a transitional system of tariff quotas, but at this stage on a "first come, first served 1" basis for the three tariff quotas (a tariff preference of 275 euro/t for the ACP countries would apply. The Commission retains its proposal for an automatic transition, on 1 January 2006, to a system based on tariffs only. In addition, the Commission asks the Council to give its authority to begin negotiations under Article XXVIII of the GATT with the relevant suppliers in order to implement a flat tariff system, in case no solution can be found on the tariff quota basis.

    [02] La Commission va r�cup�rer aupr�s des Etats membres 350,8 millions d'euros au titre des d�penses de la PAC

    La Commission europ�enne vient d'arr�ter une d�cision portant sur le recouvrement de 350,8 millions d'euros ind�ment d�pens�s par les Etats membres dans le cadre des subventions agricoles. Ces montants sont � recouvrer aupr�s des Etats membres au motif de proc�dures de contr�le insuffisantes ou du non-respect des r�gles communautaires dans le domaine des d�penses agricoles. En ce qui concerne la PAC, les Etats membres sont charg�s du paiement et de la v�rification de la quasi-totalit� des d�penses dans ce secteur. La proc�dure d'apurement des comptes est un instrument vital pour le contr�le des d�penses de la PAC, qui permet de recouvrer les montants vers�s en l'absence de garanties suffisantes quant � la l�gitimit� des paiements ou quant � la fiabilit� du syst�me de contr�le et de v�rification de l'Etat membre concern�. Depuis le d�but de l'ann�e 2000, c'est pr�s de 626,3 millions d'euros qui seront ainsi r�cup�r�s aupr�s des Etats membres.

    [03] La Commission agit contre les Editions Nathan pour d�fendre la concurrence sur le mat�riel �ducatif

    La Commission europ�enne a condamn� l'entreprise fran�aise Editions Nathan concernant des accords de distribution restrictifs pour du mat�riel �ducatif dans plusieurs Etats membres. Les accords emp�chaient les distributeurs exclusifs de se faire concurrence entre eux et de fixer librement les prix au d�triment notamment des �tablissements scolaires en France et en Belgique. Toutefois au vu de la port�e limit�e des accords au niveau g�ographique et de la coop�ration des entreprises pendant la proc�dure, la Commission n'a impos� que de tr�s faibles amendes.

    [04] Libre circulation des capitaux : l'Espagne d�f�r�e devant la Cour de Justice

    La Commission europ�enne a d�cid� de d�f�rer l'Espagne devant la Cour de justice europ�enne au motif que certaines dispositions de la l�gislation espagnole sur l'investissement dans des entreprises privatis�es constituent des restrictions injustifi�es � la libre circulation des capitaux et au droit d'�tablissement, en violation des r�gles du trait� sur l'UE (articles 56 et 43). Apr�s avoir ouvert des proc�dures d'infraction pour d'�ventuelles restrictions � l'investissement au Portugal, en Italie, en France, en Belgique et au Royaume-Uni, la Commission examine actuellement la situation dans les autres Etats membres.

    [05] Assurance automobile : la Commission ouvre une proc�dure d'infraction contre l'Italie

    La Commission europ�enne a d�cid� d'ouvrir une proc�dure d'infraction � l'encontre de l'Italie, au titre de l'article 226 du Trait� CE, concernant les mesures de gel des tarifs des contrats d'assurance responsabilit� civile automobile. En effet, depuis le 29 mars, les compagnies d'assurance op�rant en Italie ne sont plus libres de fixer leurs offres commerciales et leurs tarifs. La Commission estime que ces mesures pourraient �tre incompatibles avec les exigences de la troisi�me directive non-vie, qui vise � r�aliser la libre commercialisation des produits d'assurance dans l'Union europ�enne. La Commission va donc envoyer une lettre de mise en demeure aux autorit�s italiennes en leur demandant de transmettre ses observations � la Commission avant la fin du mois de juillet.

    [06] Commission clears merger between Dutch dredgers Boskalis Westminster and Hollandse Beton Groep

    The European Commission has given its green light to a merger between Koninklijke Boskalis Westminster and Hollandse Beton Groep, both active in the dredging sector. The all-Dutch merger will create a leading player in the market for large dredging projects but this will not create a dominant position either in the European Economic Area nor in the Netherlands.

    [07] Commission clears Enron's takeover bid for metals trader MG

    The European Commission has granted regulatory clearance to the acquisition by Enron Corp of London-based MG Plc, the world's leading metals trader, after it concluded that the deal would not create a dominant position since the companies are currently active in different markets.

    La Commission europ�enne a autoris� le projet d'entreprise commune entre Halbergerh�tte GmbH, une soci�t� allemande qui appartient au groupe fran�ais Saint-Gobain, et Bopp&Reuther AG, une filiale de la soci�t� allemande IWKA, qui vend des mat�riaux de construction. L'op�ration ne pr�sente aucun risque pour la concurrence sur les march�s de l'Espace �conomique europ�en.

    [09] Les ventes du commerce de d�tail ont progress� de 4,1% dans la zone euro ; augmentation de 4,2% pour l'UE15

    (! embargo 12h !) Le volume des ventes du commerce de d�tail a augment� de 4,1% dans la zone euro et de 4,2% dans l'UE15, au mois d'avril 2000 par rapport en avril 1999 selon les estimations publi�es aujourd'hui par Eurostat. Par rapport au mois de mars, les ventes ont augment� de 1,5% dans la zone euro et de 1,2% dans l'UE15. Cette augmentation a �t� assez marqu�e dans le secteur de "l'alimentation" (4,5% pour la zone euro et 4,7% pour l'UE15) et dans le secteur de "l'�quipement m�nager" (4,5% pour la zone euro et 5,5% pour l'UE15). Le secteur du "textile, habillement, chaussure" a l�g�rement progress� de 0,4% dans la zone euro et 0,7% dans l'UE15. La hausse mensuelle des ventes observ�e en avril 2000 a �t� la plus forte depuis octobre 1999, tant dans la zone euro que dans l'UE15. On peut supposer que les f�tes de P�ques, cette ann�e en avril, ont soutenu la consommation.

    [10] Commission reports on progress towards creation of "dot EU" to accelerate e-commerce in Europe

    The European Commission has received strong support from the Internet community for the creation of the "dot EU" Domain Name in the Internet as a means to increase the use of e-commerce in Europe. In a Communication that was adopted today, the Commission sets out how this idea should be implemented in practice and paves the way for further concrete steps to be taken, notably towards ICANN and the US Government, before Internet users will be able to use the "dot EU" Domain Name.

    [11] Commission pledges additional funds for Chernobyl Shelter Fund

    The European Commission has announced a new pledge of euro 100 million to the Chernobyl Shelter Fund. This pledge was made on 5 July in Berlin at the second pledging Conference, co-chaired by German Foreign Minister Fischer and by Ukrainian Prime Minister Youchchenko. The aim of the Conference is to provide the necessary funds to rehabilitate the sarcophagus sheltering reactor 4 of the Chernobyl nuclear power plant. The Shelter Fund is managed by the EBRD.

    [12] Support Group for the Peace Process in Colombia

    The European Commission will tomorrow participate at senior official level at the meeting of the Support Group for the peace-process in Colombia in Madrid on 7 July. The Commission pays tribute to the remarkable efforts undertaken by President Pastrana in order to try to bring peace to a Colombia shaken by civil war, and politically supports 'Plan Colombia'. The Commission supports his peace efforts and the attempts to combat the underlying reasons for instability in the country.

    [13] Zimbabwe elections : Commission congratulates the EU observation team on their final report

    The Head of the EU Election Observation Mission to the parliamentary elections in Zimbabwe, Mr Pierre Schori, today presented the Mission's Report to the European Commission and Member States, as well as to the European Parliament. Mr Schori's Report recommends "that the EU makes a particular effort during the coming weeks and months to monitor events in Zimbabwe and to provide assistance and support where appropriate". External Relations and Development Commissioners Chris Patten and Poul Nielson endorsed this recommendation.

    [14] International conference calls for inclusion of non-trade concerns in WTO farm talks

    At an international conference on non-trade concerns in agriculture, held in Norway this week, WTO member states agreed that every country should have a sovereign right to pursue non-trade objectives such as strengthening the socio-economic viability and development of rural areas, food security and environmental protection. The objective of the conference was to provide a forum for discussion among developing and developed countries on non-trade concerns (NTCs). Subjects treated covered the specific and multifunctional characteristics of agriculture, its contribution to rural development, food security, environment and cultural diversity, and the need for flexibility in national policy designed to address non-trade concerns, both from a developed and developing country perspective.
