[I] R�sultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] La Commission entend am�liorer le syst�me de s�curit� des produits et
accro�tre la protection des consommateurs
(! embargo 15h !) La Commission europ�enne a adopt� une proposition visant
� am�liorer les r�gles qui r�gissent la s�curit� des produits en Europe, et
qui r�vise la Directive sur la S�curit� G�n�rale des Produits (92/59/CEE).
La proposition instaure de nouvelles r�gles, plus simples, destin�es �
garantir que seuls des produits s�rs soient mis sur le march�. Ce qui
caract�rise avant tout la r�vision, c'est l'introduction d'une plus grande
transparence, d'une surveillance plus active des march�s et de r�gles
simplifi�es permettant d'intervenir rapidement pour retirer les produits
dangereux du march�. Elle instaure en outre l'interdiction d'exporter les
produits interdits dans l'Union europ�enne vers les pays tiers. Les
propositions visent �galement � renforcer le fonctionnement du syst�me
d'alerte rapide de l'Union europ�enne.
[02] Reinforcement of BSE monitoring and surveillance through tests
(! embargo 3 pm !) The European Commission has endorsed a draft Decision
which will reinforce the epidemio-surveillance of BSE in cattle by
introducing a monitoring programme from 1st January 2001, through rapid
post mortem tests. Three post-mortem tests have been validated by the
Commission last year to this end. The draft decision will require the
Member States to carry out an annual monitoring programmes on a targetted
sample of animals, with a particular focus on animals which die on farms,
sick animals slaughtered as emergencies and animals displaying behavioural
or neurological signs. The test results will provide a more complete
picture of the incidence of BSE in the European Union and of the patterns
of infectivity in the animal population. Similar tests carried out in
Switzerland have led to a significant improvement in BSE monitoring in that
country.
[03] Commission finds that Kvaerner Warnow Werft GmbH has respected its
capacity limitation in 1999
The European Commission has decided that Kvaerner Warnow Werft GmbH (KWW),
situated in Warnem�nde (Mecklenburg-Vorpommern), Germany, has respected its
capacity limitation in 1999. Therefore, no repayment of aid is necessary as
regards the year 1999. The annual capacity limitation for 1999 was 91000
cgt and it was imposed on the yard as a condition of approving a
substantial amount of restructuring aid, altogether DM 1247 million, by the
Commission in the context of privatisation of the yard in 1992. The
compliance with the capacity is monitored by the Commission. The formal
investigation procedure in the case as regards the years 1998 and 1999 was
opened in November 1998.
[04] Commission approves CO� quotas for the electricity sector in Denmark
for the period 2001-2003
The European Commission has approved the Danish scheme for tradable CO�
emission permits, which is the first of its kind in the European Union. The
State will allocate emission permits for free to electricity producers
established in Denmark based on their historical emissions during the
period 1994-1998. In order to respect the freedom of establishment, new
entrants on the Danish electricity market before the end of 2003 will be
allocated emission permits based on objective and non-discriminatory
criteria, which are subject to approval by the Commission. The Commission
makes clear that this decision is without prejudice to future decisions on
emission trading schemes.
[05] Commission approves regional aid map for Sweden
The European Commission has approved the regional aid map for Sweden for
the period 2000-2006. The approval of the map will enable the Swedish
authorities to provide financial assistance for business investment in the
Northern part of Sweden until 31 December 2006.

La Commission europ�enne a d�cid� d'engager des proc�dures formelles
d'infraction contre la Belgique, la France, l'Italie, les Pays-Bas,
l'Autriche et la Finlande pour non-transposition de la directive relative �
la num�rotation. Des lettres de mise en demeure vont � pr�sent �tre
adress�es � ces Etats membres, qui disposeront d'un mois pour r�pondre aux
pr�occupations exprim�es par la Commission. Il s'agit de la premi�re �tape
de la proc�dure d'infraction pr�vue � l'article 226 du Trait�.
