    [01] Repr�sentation externe de l'euro

    La Commission europ�enne a fait une proposition sur la repr�sentation externe de la zone euro. L'introduction de l'euro le 1er janvier 1999 entra�nera de profonds changements dans le syst�me financier international. La naissance de cette importante monnaie mondiale, � c�t� du dollar et du yen, offre une chance � l'Union europ�enne (UE) de jouer un r�le plus actif dans les affaires �conomiques et mon�taires internationales. Pour pouvoir �tre v�ritablement efficace dans le d�bat international sur ces questions, la zone euro devra �tre en mesure de s'exprimer d'une seule voix. Tel est l'objet de la pr�sente proposition que la Commission europ�enne va soumettre au Conseil des Ministres. Avec l'arriv�e de l'euro, la Commission propose que la repr�sentation de l'UE soit assur�e par une d�legation tripartite impliquant le Conseil, la Commission et la Banque Centrale europ�enne (BCE), selon leurs comp�tences respectives en vertu du Trait�. La proposition concerne les r�unions internationales qui se tiennent dans le cadre d'organisations officielles comme le FMI ou l'OCDE, ainsi que de groupements plus informels tels que le G7 Finances ou le G10. Des arrangements similaires s'appliqueraient par analogie aux relations bilat�rales entre la zone euro et les pays tiers. Le texte propos� traite aussi de la coordination pr�alable aux r�unions internationales afin de d�finir une position de l'UE claire et coh�rente. Il est sugg�r� de conclure des arrangements temporaires dans le cas d'institutions dont les statuts ne sont pas totalement compatibles avec une repr�sentation de l'UE conforme aux principes propos�s (par exemple, en vertu des statuts du FMI, seuls les pays sont admis � devenir membres du Fonds). La proposition de la Commission prend la forme d'un projet de d�cision du Conseil qui entrerait en vigueur le 1er janvier 1999.

    [02] Commission adopts reports on progress by candidate countries

    Today the European Commission adopted its first regular reports on progress by the candidate countries of central and eastern Europe, Cyprus and Turkey in meeting the European Union's (EU) membership criteria. The reports show that the candidates have done much to prepare for enlargement and that they face a huge task in readying themselves for EU membership. The reports do not gloss over the challenges the candidates face. The Commission has decided not to recommend the opening of negotiations with any additional countries at this stage. As far as Latvia is concerned, the Commission decided that, if the momentum of change is maintained, it would propose the opening of negotiations before the end of 1999. With regard to Lithuania the Commission noted the considerable progress made, although additional measures are needed before it can be considered to meet the Copenhagen economic criteria, which should allow the Commission to propose the opening of negotiations. Noting the new situation in Slovakia following recent elections, the Commission found that this brought the prospect of opening negotiations nearer, provided the democratic functioning of its institutions is confirmed and that corrective economic measures are taken in order to ensure that it satisfies the economic criteria.

    [03] La Commission d�cide d'entamer � l'encontre de la Su�de et du Royaume- Uni une proc�dure d'infraction concernant les plans de gestion des d�chets

    La Commission europ�enne a d�cid� d'adresser des avis motiv�s � la Su�de et au Royaume-Uni pour manquement � l'obligation d'adopter et de notifier � la Commission des plans de gestion des d�chets conformes aux trois directives suivantes de l'Union europ�enne : la directive-cadre sur les d�chets, la directive sur les d�chets dangereux et la directive sur les d�chets d'emballage. Les plans de gestion des d�chets constituent l'un des principaux �l�ments de l'approche communautaire en mati�re de d�chets. Ces plans doivent aider � atteindre les objectifs de pr�vention, de r�duction, de r�cup�ration et d'�limination �cologiquement s�re des d�chets, et permettre la mise en place d'un r�seau int�gr� d'installations d'�limination dans l'ensemble de l'Union. Ils doivent porter sur les types, les quantit�s et les origines des d�chets � r�cup�rer ou � �liminer et pr�voir des exigences techniques g�n�rales, des arrangements sp�ciaux pour des d�chets particuliers, ainsi que des sites ou installations d'�limination appropri�s.

    [04] La Commission autorise la cr�ation du troisi�me op�rateur mobile espagnol : Retevisi�n M�vil S.A.

    La Commission europ�enne a approuv� une op�ration par laquelle Telecom Italia, ainsi que les compagnies espagnoles d'�lectricit� ENDESA et Uni�n Fenosa, acqui�rent le contr�le commun du futur troisi�me op�rateur espagnol de t�l�phonie mobile Retevisi�n M�vil. Les parties ont obtenu la troisi�me licence de t�l�phonie mobile en Espagne bas�e sur la technologie DCS 1800, objet de la transaction actuelle. Etant donn� que Retevisi�n M�vil est un op�rateur cr�� par des groupes qui n'avaient auparavant aucune exp�rience du march� espagnol de t�l�phonie mobile, la pr�sente op�ration ne soul�ve aucun probl�me de concurrence.

    [05] La quatri�me conf�rence TABD souhaite prendre des mesures concr�tes en vue de l'�tablissement du march� transatlantique

    La quatri�me conf�rence annuelle sur le dialogue commercial transatlantique (TABD), qui aura lieu � Charlotte, North Carolina, aux Etats-Unis, du 5 au 7 novembre, rassemblera des chefs d'entreprises et repr�sentants politiques de haut niveau de l'Union europ�enne ainsi que des �tats-Unis. Pour la Commission, les priorit�s de la conf�rence incluent la r�affirmation du soutien des entreprises pour le Partenariat Economique Transatlantic (PET), pour un syst�me multilat�ral de r�solution de litiges dans le cadre de l'organisation mondiale du commerce (OMC) et des n�gociations sur le futur d�veloppement de l'OMC.

    [06] Le PIB de l'UE15 a augment� de 0,3% au deuxi�me trimestre 1998

    Le PIB de l'UE15 en termes r�els a augment� de 0,3% au second trimestre 1998 par rapport au premier trimestre, selon les donn�es r�vis�es publi�es aujourd'hui par Eurostat, l'Office statistique des Communaut�s europ�ennes � Luxembourg. EUR-11 enregistre une croissance de 0,2%. Les premi�res estimations s'�taient chiffr�es � respectivement 0,2% et 0,1%. Les taux repr�sentent une baisse par rapport � la croissance enregistr�e au premier trimestre 1998 ainsi qu'au quatri�me trimestre 1997 par UE15 (resp. 0,7% et 0,7%) et par EUR-11 (resp. 0,8% et 0,6%). Selon Eurostat, les derniers r�sultats sont dus essentiellement � un ralentissement de la consommation priv�e (en hausse de resp. 0,2% et 0,3%) et une baisse de la formation brute de capital fixe (-1,2% pour UE15, -1,5% pour EUR-11). La plupart des Etats membres ont enregistr� une l�g�re baisse. Les chiffres sont largement influenc�s par les f�tes de P�ques - intervenues au premier trimestre l'ann�e derni�re, mais au second trimestre cette ann�e. Les Etats membres ne publient en g�n�ral pas des r�sultats ajust�s en fonction des journ�es de travail.

    [07] European Commission welcomes the progress made regarding the formation of the new Internet Corporation for Assigned Names and Numbers (ICANN)

    In a letter adressed to Mr. William Daley, the United States Secretary of Commerce Martin Bangemann the European Commission�s member in charge of telecommunications and information technologies has welcomed the progress made regarding the formation of the new Internet Corporation for Assigned Names and Numbers (ICANN) and has taken note of the nomination of an Initial Board of Directors, including three European members. Mr. Bangemann stressed the EU�s interest to ensure a geographically and functionally balanced representation in the new corporation. The new Corporation will have responsibility for the organisation and management of the Internet numbering system (IP addresses), the Domain Name System (DNS) and the Internet protocols (technical standards).

    [08] Mario Monti : "Realising the potential benefits of a Single Market for pensions"

    Addressing a European Policy Forum Conference in Brussels on 5 November, European Commissioner for Financial Services Mario Monti outlined the benefits that the establishment of a Single Market for supplementary pension schemes would bring to pensioners, future generations of workers, the financial services industry and national exchequers. Supplementary pension funds are already major institutional investors in the EU, holding assets amounting to more than 20% of the Union's GDP, but they still operate mainly on a national basis. Their importance could grow even more, as basic state pension schemes are increasingly affected by adverse demographic trends and by healthy budgetary constraints. Mr Monti announced: "Early next year I intend to present a Communication outlining concrete measures: a proposal for a Directive to ensure that supplementary pension funds are allowed to invest freely and to use the services of approved managers anywhere in the EU. This Directive would also aim to facilitate cross-border membership. In parallel, I am seeking co- ordination of Member States' tax systems to tackle existing obstacles and distortions of free competition within the Union". The advantages of a wider and more liquid capital market which would result from a Single Market for pension funds were underlined by all consulted parties and featured prominently in the "Framework of Action" for financial services unveiled by the Commission last week. "I hope that the Vienna European Council in December will provide the necessary political impetus to achieve this objective" concluded Mr Monti.

    [09] Christos Papoutsis : "The important role commerce plays in our society needs to be recognised in the making of our policies"

    Speaking yesterday on "Commerce and the challenge of city development" at the 9th European Day of Commerce, organised by EuroCommerce, Commissioner Christos Papoutsis, emphasized the important role the sector plays in economic and social development and said that the Commission intends "to adopt before the end of the year a White Paper on Commerce, with an action plan consisting of concrete measures to be implemented over the next years". He further said that the future of the cities "is of particular significance for the Commerce sector" since "the major challenge, common to everybody, is to ensure a sustainable urban development". He went on saying that "good city centre management often requires cooperation between traders, and shops of all size stand profit from successful co-operative methods of city centre management". Finally, the Commissioner underlined that "Europe's typical city centres must be safeguarded because of the cultural function they offer and the presence of prosperous shops is an essential part of this function".
