  • [01] Un label euro dans les commerces

    Les repr�sentants au niveau europ�en des consommateurs d'une part, et des professionnels du commerce, du tourisme et de l'artisanat, d'autre part, ont fait un pas important pour garantir la confiance du consommateur lors du passage � l'euro. Ils ont sign�, sous l'�gide de la Commission europ�enne, un accord portant sur des r�gles de conduite volontaires pendant cette p�riode de transition. Tout professionnel le souhaitant pourra s'engager � respecter six r�gles de conduite dans ses relations avec ses clients en ce qui concerne l'usage de l'euro. Il pourra alors afficher un logo qui donne la s�curit� n�cessaire au consommateur. Les Commissaires Emma Bonino, responsable de la politique des consommateurs, Christos Papoutsis, responsable des petites et moyennes entreprises, et Yves- Thibault de Silguy, responsable des affaires �conomiques, mon�taires et financi�res,ont soulign� l'importance de cet accord qui "refl�te l'int�r�t commun des consommateurs et des professionnels pour �tablir un climat de confiance lors du passage � l'euro et constitue un pas suppl�mentaire dans la mise en place de l'euro".

    [02] Launching a Global Business Dialogue : Business Round Table on Global Communications

    Business leaders from around the world discussed global communication issues yesterday in Brussels on the initiative of Martin Bangemann, European Commissioner for Industrial affairs. The objective of the meeting was to explore the need for strengthened international coordination in the context of the emerging on-line economy, as set out in the Commission's Communication "Globalisation and the Information Society (see IP/98/114). The participants agreed that there is a need for strengthened dialogue and coordination between the public and private sectors because conflicting policies, rules and regulations are an obstacle to the realisation of the economic, social, and cultural benefits of the on-line economy. The most urgent issues identified by industry are taxation, tariffs, intellectual property rights, encryption, authentication, data protection and liability. With a view to establishing closer cooperation at a global level, the industry leaders announced that they will take the initiative to set in motion a new Global Business Dialogue on issues related to the on-line economy in the framework of the Information Society.

    [03] Commission decides further action against the Netherlands, the United Kingdom and Greece over hazardous waste incineration

    The European Commission has decided to notify Reasoned Opinions to the Netherlands and the United Kingdom for failing to adopt and send to the Commission all the necessary implementing legislation for the European Union's Hazardous Waste Directive (Directive 94/67/EEC on the incineration of hazardous waste). The Netherlands, the United Kingdom and Greece have failed to fully respect the deadline for adoption and communication to the Commission of the necessary national implementing legislation. This deadline was 31 December 1996. In the case of the Netherlands and Greece, no legislation has been received. The United Kingdom has communicated legislation for England, Scotland and Wales, but there is as yet no legislation covering Northern Ireland.

    [04] La Commission saisit la Cour de Justice � l'encontre de la Gr�ce, de l'Irlande et du Luxembourg en ce qui concerne les d�chets d'emballages

    La Commission europ�enne a d�cid� de d�poser une plainte aupr�s de la Cour de Justice europ�enne contre la Gr�ce, l'Irlande et le Luxembourg, pour manquement � leur obligation d'adopter et de communiquer � la Commission l'ensemble des dispositions l�gislatives nationales n�cessaires � la mise en �uvre de la directive de l'Union europ�enne relative aux d�chets d'emballage (directive 94/62/CE du Parlement europ�en et du Conseil des Ministres relative aux emballages et aux d�chets d'emballages). Ni la Gr�ce ni le Luxembourg n'ont notifi� � la Commission les dispositions l�gislatives qu'ils ont adopt�es, mais le Luxembourg lui a communiqu� des projets d'actes l�gislatifs.

    [05] Commission decides further action against Belgium, France, Luxembourg, Ireland, Italy, Netherlands and Greece on waste management plans

    The European Commission has decided to notify Reasoned Opinions to several Member States for their failure to adopt and communicate to the Commission waste management plans complying with all of the following three European Union directives on waste : The Framework Waste Directive, the Hazardous Waste Directive and the Packaging Waste Directive. The Member States are Belgium, France, Luxembourg, Ireland, Italy, Netherlands and Greece.

    [06] La Commission ouvre � l'encontre de l'Espagne une proc�dure concernant les incin�rateurs de La Palma (�les Canaries)

    La Commission europ�enne a d�cid� d'envoyer un avis motiv� � l'Espagne en raison de l'autorisation par ce pays, � La Palma (�les Canaries), d'incin�rateurs de d�chets non conformes � une directive de l'Union europ�enne concernant les nouvelles installations d'incin�ration des d�chets municipaux (directive 89/369/CEE du Conseil concernant la pr�vention de la pollution atmosph�rique en provenance des installations nouvelles d'incin�ration des d�chets municipaux). Trois incin�rateurs non conformes sont en service � La Palma et la Commission n'a encore re�u aucun calendrier concernant leur fermeture.

    [07] Information society : Mario Monti welcomes adoption of transparency mechanism

    Adoption of the Directive on a transparency mechanism for Information Society services, following agreement by the Council of Ministers on 29 June and by the European Parliament on 14 May, has been warmly welcomed by Mario Monti, European Commissioner for the Single Market. The Directive, due to be implemented in one year time, will require draft national rules that concern Information Society services to be notified to the Commission, by extending the scope of Directive 83/189 (which covers national rules affecting the free movement of goods) to Information Society services. After notification there will be an initial 'standstill' period of three months to allow the Commission, Member States and interested parties to comment on the draft rules and if necessary propose amendments. The Directive's key aim is to ensure that the Single Market is not fragmented and that no new regulatory barriers appear. The Commission is now preparing a Vademecum concerning the scope of application and the functioning of the Directive.

    [08] La Commission lance le premier Rapport sur la recherche europ�enne en mati�re de formation professionnelle

    Edith Cresson, Commissaire europ�en responsable pour la science, la recherche, l'�ducation, la formation et la jeunesse, pr�sentera � Vienne, le 3 juillet, le premier rapport sur la recherche actuelle dans les domaines de la formation et de l'enseignement professionnels en Europe, intitul� "Formation pour une soci�t� en mutation". Le rapport de synth�se, qui contient 300 pages, est publi� par le Cedefop, le Centre europ�en pour le d�veloppement de la formation professionnelle, et traite des approches th�oriques et m�thodologiques, des r�sultats empiriques et des implications pour la strat�gie et la pratique. Il s'adresse en priorit� aux chercheurs et aux d�cideurs, mais pr�sente �galement de l'int�r�t pour toute personne concern�e par la mani�re dont la formation et l'enseignement professionnels (FEP) sont li�s aux mutations �conomiques et sociales. Les sujets trait�s comprennent les co�ts et b�n�fices de la formation professionnelle, les qualifications cl�s et le d�veloppement de programmes d'enseignement, le march� du travail et les comp�tences, la formation destin�e aux groupes d�favoris�s, la mobilit� transnationale dans le contexte de la FEP, et les grandes tendances au niveau du d�veloppement socio-�conomique.

    [09] Lancement par la Commission du Village �lectronique de la formation, premier site Internet sur la formation professionnelle

    Edith Cresson, Membre de la Commission europ�enne responsable pour la recherche et le d�veloppement technologique, inaugurera le 3 juillet 1998 � Vienne, en marge d'une conf�rence internationale sur la formation professionnelle, le premier site web interactif europ�en (www.trainingvillage.gr) consacr� � la formation et � l'enseignement professionnels. Le site a �t� con�u et sera g�r� par le Centre europ�en pour le d�veloppement de la formation professionnelle (Cedefop). Il constitue un forum o� les chercheurs, les d�cideurs politiques et les praticiens de la formation pourront se rencontrer afin de partager l'information et les exp�riences acquises et d'�tablir les contacts utiles.

    [10] PCA with Moldova enters into force

    The Partnership and Cooperation Agreement (PCA) between the European Union (EU) and the Republic of Moldova will enter into force on 1 July 1998. The PCA, signed in November 1994, provides the new basis and framework for political and economic cooperation. It aims at supporting Moldova's on- going transition to a market economy and liberal democracy and thus contribute to future prosperity and stability in the region. The PCA will supersede an Interim Agreement on Trade and trade related aspects of the PCA, which entered into force on 1 May 1996. The overall financial support from the EU amounts to ECU 126 million over 8 years (1991-98), including loans and on-going Tacis programmes. In the framework of the PCA, the EU will hold its first Cooperation Council with Moldova in Brussels on 14 July 1998. Moldova is the third country of the former Soviet Union to have a PCA in force with the EU.
